Prioritize choosing Ho Chi Minh City as an international financial center

Speaking at the meeting, the Prime Minister emphasized that to become an international financial center, one must be successful. To be successful, one must be different and outstanding to attract capital from investors around the world to develop quickly and sustainably; and one must create favorable conditions and win-win opportunities for profitable investors.

Therefore, the Prime Minister proposed that administrative procedures must be simple, manageable but transparent; ensure independence and sovereignty ; ensure transparent policies, infrastructure, and smart management and human resources.

The Prime Minister requested to complete the report and submission in the direction of the Politburo; complete the draft conclusion of the Politburo; draft Resolution of the National Assembly, draft plan of the Government...

The Prime Minister assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to organize a conference to receive opinions; clearly explain the reason for "one center, two locations" (HCMC and Da Nang), prioritizing choosing HCMC first, then deploying to Da Nang.

The Prime Minister emphasized that we must have our own path, must persuade and work with investors in the Middle East, China, ASEAN countries, investors in the United States and Europe; and systematize breakthrough and outstanding policies.

Previously, on the afternoon of May 10, the Prime Minister chaired a meeting of the Government Standing Committee on adjusting the investment policy to build Gia Binh airport (Bac Ninh) to serve security and defense into a level 4E international airport and build a route from this airport to the center of Hanoi.

The Prime Minister stated that the construction of the Gia Binh 4E dual-use airport will supplement and support the overloaded Noi Bai airport with little room for expansion. This airport and the connecting route to the center of Hanoi will be built to a modern, synchronous, and spacious standard, contributing to relieving traffic congestion, creating a new landscape and appearance for the capital Hanoi and Bac Ninh province, and will be one of the major projects affirming the country's development, stature, and position in the new era.

The Prime Minister directed to complete the works in time to serve foreign affairs activities at APEC 2027.
