Determined to complete the elimination of temporary and dilapidated houses by October 31, 2025

On the morning of May 11, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, chaired the fourth meeting of the Steering Committee.

Also attending were Politburo members, Deputy Heads of the Steering Committee: Nguyen Hoa Binh, Permanent Deputy Prime Minister; Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; leaders of ministries, branches, and central agencies who are members of the Steering Committee. The meeting was broadcast live to the headquarters of the People's Committees of 63 provinces and centrally-run cities.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that since its launch, the emulation movement to join hands to eliminate temporary and dilapidated houses nationwide has been actively implemented according to the motto "those who have merit help merit, those who have property help property, those who have a lot help a lot, those who have little help a little"; relatives, aunts, uncles, cousins, and neighbors have actively helped with humanity, voluntarily, and selflessly; leaders of ministries, branches, and localities have actively participated, considering this a humane action. Therefore, we need to continue to promote this spirit.

The Prime Minister clearly stated the spirit of "only discussing, not retreating", determined to complete the elimination of temporary and dilapidated houses nationwide by October 31, 2025; compared to the progress when the movement was launched in Hoa Binh 1 year ago, the progress was shortened by 2 months. Since the launch, the whole country has eliminated nearly 209,000 houses, of which: 111,000 houses were inaugurated and handed over; 98,000 houses were started, reaching about 77% of the total demand. Since the third session, nearly 87,000 houses have been started and inaugurated, an average increase of 26 houses/locality/day.

This is a very encouraging result in the context of all levels, sectors and localities. However, the task from now until October 31, 2025 is still very heavy (there are still about 61,800 temporary houses and dilapidated houses) because it involves many ministries, agencies and localities, the scope of implementation is wide, while the remaining time is not much (about 170 days). On average, about 364 houses must be completed each day nationwide; on average, each locality must complete 8 houses/day.

Therefore, the Prime Minister requested all levels, sectors and localities to make great efforts, have great determination, take more drastic and effective actions, have a focus and key points, and complete each task to successfully implement the goals of the Program.

At this session, the Prime Minister asked delegates to exchange and discuss in a frank and responsible spirit, focusing on: assessing the current status of the Program's implementation results in ministries, agencies and localities.

The Prime Minister commended the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Ethnic Minorities and Religions for actively implementing this work. However, it is necessary to immediately review households with meritorious services to the revolution, with the spirit of granting land to those without land; continue to clarify difficulties, obstacles, and challenges in implementing the Program, especially in the context of merging provincial administrative boundaries, abolishing district levels, and rearranging commune-level administrative units.

The Prime Minister emphasized the spirit of strengthening decentralization and delegation of power, “clear people, clear work, clear responsibilities, clear progress, clear results, clear authority”; it is necessary to improve the way of doing things. Key tasks and solutions, breakthroughs to maintain momentum, keep the rhythm, maintain the spirit, maintain the progress in implementing the movement.

The Prime Minister hopes that local leaders will carry out this work with a sense of duty, high sense of responsibility, a pure heart, and self-awareness in the spirit of "thinking honestly, speaking honestly, doing honestly, achieving real results, and giving people real benefits".

* According to the Ministry of Ethnic Minorities and Religions, up to now, 100% of localities have issued plans to implement the elimination of temporary and dilapidated houses (60/63 localities have issued plans to implement and launch the emulation movement to eliminate temporary and dilapidated houses in the area. There are 3 localities (Hanoi, Hai Phong, Vinh Phuc) that do not issue plans because there are no more temporary and dilapidated houses).

Progress of eliminating temporary and dilapidated houses in localities: 100% of localities have reviewed and determined the progress of eliminating temporary and dilapidated houses in the province to be completed before October 31, 2025, ensuring compliance with the target required by the Prime Minister.

As of May 7, 2025, 15 localities have completed the elimination of temporary and dilapidated houses. Of which, since the third session, 8 more localities have completed the Program to eliminate temporary and dilapidated houses on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (Thai Nguyen, Tay Ninh, Binh Phuoc, Can Tho, Vinh Long, Tra Vinh, Kien Giang, Khanh Hoa).

In May 2025, to practically celebrate the 135th birthday of the great President Ho Chi Minh, 6 more localities will complete the Program including: Son La, Ha Tinh, Binh Dinh, Ninh Thuan, Long An and Hoa Binh.

In June 2025, it is expected that 16 localities will complete the Program, including: Lao Cai, Yen Bai, Bac Giang, Hai Duong, Thai Binh, Binh Thuan, Kon Tum, Binh Duong, Tien Giang, Ben Tre, Soc Trang, An Giang, Ca Mau, Ha Giang, Ha Nam, Lai Chau. The remaining 26 localities strive to complete the Program from July to the end of October 2025.

Results of the implementation of the elimination of temporary and dilapidated houses nationwide: According to the data reported by localities on the software updated to May 7, 2025, the whole country has supported the elimination of nearly 209,000 temporary and dilapidated houses (of which: 111,000 houses have been inaugurated and started construction, 98,000 houses are under construction).

Thus, from the third session to now, there has been an increase of nearly 87,000 houses, an average increase of 26 houses/locality/day. Up to now, about 77% of temporary and dilapidated houses that need to be eliminated have been started and completed for all three target groups. Of which, the poor and near-poor households under the Temporary and Dilapidated House Elimination Program have the highest rate of start and completion, reaching about 80%.

Specifically: from now until October 31, 2025, the whole country needs to start building over 61,800 houses. Of which, about 24,800 houses for people with revolutionary contributions; about 27,000 houses under the 2 National Target Programs (about 23,000 houses for sustainable poverty reduction, nearly 4,000 houses for ethnic minorities), and over 10,000 houses under the Program to eliminate temporary and dilapidated houses.

Results of mobilizing and transferring support funds from the Launch Program: Up to now, ministries, agencies, units, banks, corporations, general companies and enterprises have transferred 3,142.8/3,464 billion VND according to the resource mobilization plan at the Launch Program on October 5, 2024 (reaching nearly 91%). Thus, since the third meeting, supporting units have transferred an additional 912.8 billion VND.

Results of the implementation of the elimination of temporary and dilapidated houses in localities: The implementation of the elimination of temporary and dilapidated houses shows that, as of May 7, 2025, there are 15 localities that no longer have temporary or dilapidated houses, including: 6 localities reported no temporary or dilapidated houses since the launch of the Program: Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, Ho Chi Minh City, Ba Ria - Vung Tau; 4 localities completed the elimination of temporary and dilapidated houses for all 3 subjects (support for housing for people with meritorious services, housing under 2 national target programs, housing from the Program launch): Bac Ninh, Can Tho, Khanh Hoa and Tay Ninh; 5 localities announced the completion of eliminating temporary and dilapidated houses for poor and near-poor households under the Launch Program: Thai Nguyen, Kien Giang, Binh Phuoc, Vinh Long, Tra Vinh (there are 2 subjects that have not been completed: housing support for people with revolutionary contributions who have not been allocated funds or housing under 2 National Target Programs).

Local social mobilization: 1,807.246 billion VND; household contributions: 1,074.552 billion VND; mobilization of working days: 244,246 working days; other support resources: 660 tons of cement, 500 m³ of crushed stone, 310,000 bricks, 150 cubic meters of foundation sand, 3,000 roof tiles...
