The action program to implement Resolution 17 of the Provincial Party Committee achieved many positive results.

On the afternoon of October 25, the Department of Culture and Sports held a conference to review the results of implementing the Action Program No. 869/Ctr-UBND dated April 12, 2024 of the Provincial People's Committee on implementing Resolution No. 17-NQ/TU of the Provincial Party Committee "on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development".

Action Program No. 869/Ctr-UBND of the Provincial People's Committee has specified 18 target groups, 63 tasks, focusing on 5 resolutions and 10 projects. With the close direction of the Provincial People's Committee, the initiative and determination of departments, branches and localities, up to now, the implementation of Resolution 17-NQ/TU has achieved many positive results.

Among the 18 target groups, there is one basic target achieved: "100 district-level administrative units with national intangible cultural heritage organize classes to teach intangible cultural heritage in the community". The remaining targets are being implemented and expected to ensure progress.

The propaganda work on Resolution 17-NQ/TU, the annual working theme, the value system of Quang Ninh province, and the value of Quang Ninh people has been widely deployed in localities. Thanks to that, the community's awareness of the task of building and developing a culture of people rich in Quang Ninh identity has changed significantly, reflected in the quantity and quality of cultural and sports activities from the province to the locality, which have increased significantly compared to before. Localities pay attention to solving well and harmoniously social issues, especially ensuring social security and fairness, social progress, and improving the quality of people's lives, especially in ethnic minority areas.

In particular, to strengthen the capacity of state management in the cultural field, in recent times, the Provincial People's Committee has regularly reviewed, supplemented, and built mechanisms and policies to promptly concretize the policy of building and promoting cultural values and human strength of Quang Ninh; focused on directing, allocating resources and necessary conditions to effectively and efficiently enforce laws in the cultural field. A number of policies on preserving and promoting cultural heritage, supporting artisans and artists, and encouraging artists are being developed by the Department of Culture and Sports according to the process, expected to be reported to the Provincial People's Committee in 2025 and submitted to the Provincial People's Council for promulgation of a resolution.

The task of organizing and hosting cultural, sports, tourism, fashion , cinema events... to promote the value system of Quang Ninh, the potential and strengths of the province to international friends; the task of developing and raising the national and international level of the Carnaval festival Ha Long has become a unique tourism product, an annual cultural event of Quang Ninh... well coordinated and implemented, contributing significantly to the completion of socio -economic development targets in 2024.

In addition, some shortcomings and limitations in the implementation of Resolution 17 were also pointed out. Some tasks of developing projects that need to be implemented in 2024 are forecast to be difficult to implement due to problems in procedures and resource allocation. Socialization of cultural and artistic activities is still limited. In some localities, land funds for planning and construction of cultural and sports facilities are still limited...

To complete the target groups, the Department of Culture and Sports will synthesize opinions from departments, branches, and localities and report to the Provincial People's Committee.
