The Quang Tri Happiness Program ended nearly 5 years ago but only 83.51% of the total capital that had to be recovered was recovered.

According to the Department of Planning and Investment, the Quang Tri Happiness Program has now ended, in which the income improvement component was implemented with 62 projects (35 projects to improve basic income, especially in 7 communes in the project area and 27 projects to improve reserve income expansion in the whole province) with a total non-refundable aid capital of 66.2 billion VND.

According to the capital recovery plan and capital use plan agreed upon by the KOICA Vietnam Office and approved by the Provincial People's Committee, the total amount to be recovered is 64.93 billion VND. From March 2019, the first phase of capital recovery began, and by September 2021, all support capital will be recovered. After recovery, the capital will continue to be used for revolving loans with the goal of increasing people's income. The Social Policy Bank (CSXH) Quang Tri branch is the agency entrusted with capital management.

However, according to the monitoring data of the Provincial Social Policy Bank, by June 30, 2024, the whole province had only recovered more than 54.22 billion VND, reaching 83.51% of the total capital to be recovered. Currently, Vinh Linh district and Dong Ha city have completed capital recovery. The districts that have not completed are: Dakrong has only recovered 71.5%, Huong Hoa 60.18%, Cam Lo 96.41%, Gio Linh 96.72%, Trieu Phong 48.1%, Hai Lang 88.59%.

The slow recovery of capital affects the efficiency of capital use that KOICA and the Provincial People's Committee have agreed upon. Therefore, recently, the Department of Planning and Investment has issued a document requesting the Provincial People's Committee to direct the People's Committees of districts and communes with projects under the income improvement component implemented in the area to seriously implement the recovery of capital from the Quang Tri Happiness Program, to be completed before September 30, 2024.

The Chairmen of the People's Committees of districts and communes using the capital of the Quang Tri Happiness Program are responsible for the capital that has not been fully recovered in the area. The Provincial Social Policy Bank is assigned to direct the transaction offices of the Social Policy Bank in the districts to coordinate with the People's Committees of districts and communes and mass organizations using this capital to recover and use the capital effectively. Consider developing criteria for allocating local capital entrusted through the Social Policy Bank for localities that have not fully recovered the capital of the Quang Tri Happiness Program.
