Prioritize investment for ethnic minority areas

Dak Ha district has 10 communes and 01 town, with 84 villages and residential groups, of which 51 are ethnic minority villages. By the end of 2023, the whole district had 18,820 households, with a total population of 86,461, ethnic minorities accounted for 51.43%, with 28 ethnic groups living. Implementing the Party and State's policies and guidelines on ethnic affairs, under the direction of the Standing Committee of the District Party Committee, all levels, branches, and socio-political organizations in the district have synchronously implemented projects, programs, and ethnic policies.

Ms. Bui Thi Hoang Oanh, Head of the Ethnic Affairs Department of Dak Ha district, said: In order for the National Target Program 1719 and ethnic policies to be put into practice and effectively promoted, in the past time, Dak Ha district has promptly made plans, built ethnic work programs with specific targets and organized implementation with focus and key points. Closely reviewed and registered the investment portfolio of infrastructure in ethnic minority areas to ensure the program content and have priority to promptly overcome difficulties for communes in region III and especially difficult villages.

The family invested in solid barns and the commune organized training and guidance on care techniques, so the herd of goats developed very well. The family tries to take care of it to develop the herd, and later have a stable source of income.

Particularly for the National Target Program 1719, from 2022 to present with a capital of more than 187 billion VND, Dak Ha district has implemented land support for 03 poor households lacking land, housing support for 10 poor households; distributed domestic water support for 609 households; invested in 107 civil works serving transportation, production, teaching and learning activities; supported vocational training for 969 ethnic minority workers; invested in the construction of 04 cultural and sports facilities; implemented 17 livelihood support projects with 329 beneficiary households...

Recently, the commune supported 40 million VND from the National Target Program 1719 and the family borrowed an additional 40 million VND to build a house of more than 70 square meters. With such attention from the Party and the State, the family now only focuses on production to soon escape poverty.

Along with implementing ethnic policies, Dak Ha district has also effectively implemented Conclusion No. 08 of the Kon Tum Provincial Party Committee Standing Committee on implementing the Campaign "Changing the thinking and working style of ethnic minorities, helping ethnic minorities escape poverty sustainably". Over the past 3 years, the whole district has built 158 ​​models in various fields, attracting the participation of 5,164 ethnic minority households in the district. Through the implementation of the Campaign, the majority of ethnic minorities have grasped the priority policies of the Party and State and gradually applied science and technology to production, transformed the structure of crops and livestock, renovated mixed gardens... to improve the quality of life.

Fundamentally change the lives of ethnic minorities

With the strong participation of the entire political system in implementing the National Target Program 1719 and ethnic programs and policies in Dak Ha district, certain results have been achieved. The total production value in the area has been maintained stable and increased at a high level; the rural appearance has improved a lot, the lives of ethnic minority people have been improved and raised; the development gap between remote areas and favorable areas in the district has been shortened.

Ms. Y Vien, Pa Cheng village, Dak Long commune, Dak Ha district, shared: Previously, the garden near the house was left empty. Later, thanks to propaganda and mobilization by commune officials, the family learned and planted more fruit trees. The commune also supported 1 breeding cow, 2 goats, the family raised them to get fertilizer for coffee trees and fruit trees. Thanks to the commune's attention, the family's life has improved, recently escaping the near-poor household status.

Mr. Hoang Cong Ai, Chairman of Dak Long Commune People's Committee, Dak Ha District, said: Implementing the National Target Program 1719, the commune also identified 3 target groups: poor households, near-poor households and newly escaped poverty households, to focus on support. Mainly support is trees, seedlings, support for house construction, lawn mowers, water tanks and investment in building rural roads and schools. Thanks to that, the lives of ethnic minorities have changed. Currently, the commune has achieved 15/19 criteria for new rural construction and the commune is striving to achieve 19/19 criteria in 2024.

Currently, the poverty rate in Dak Ha district is decreasing rapidly every year. The whole district has 805 poor households, accounting for 4.28% and 598 near-poor households, accounting for 3.18%; the average income per capita increases annually; the cultural identity of ethnic minorities is preserved and developed. Up to now, the district has 9/10 communes meeting the new rural commune standards, 02 communes meeting the advanced new rural standards; 10/10 communes meeting the national criteria on health; 100% of commune-level health stations have doctors and are qualified for medical examination and treatment with health insurance; 98% of households have access to clean water...

Now, most households have coffee and rubber trees; roads are concreted to the village and production area, helping people to conveniently produce and trade goods.
