The Rach Gia City Urban Development Program will specify urban development indicators, identify development areas, and develop a specific urban infrastructure and spatial development roadmap. In particular, all resources will be focused on investing and standardizing unmet and low-achieved criteria for the Type I urban upgrading project.
Regarding administrative boundaries: In 2024, develop a project to rearrange Vinh Thanh Van ward and Vinh Bao ward into Vinh Thanh Van ward. Complete the organizational structure, arrange and assign staff, civil servants and public employees and resolve the regime and policies for redundant cadres, civil servants, public employees and non-professional workers after the rearrangement of administrative units. Arrange and handle headquarters and public assets of agencies, organizations and units in localities implementing the rearrangement. In 2025, organize the Vinh Thanh Van ward Party Congress for the 2025-2030 term.
The urban development program of Rach Gia city sets the urbanization rate to reach over 95% by 2030; by 2040 the urbanization rate must reach 100%.

Notably, in the urban development program of Rach Gia City, the city will have an expanded development area that will encroach on the sea, including 5 areas with a total area of 1,090 hectares (the expanded reclaimed land area belongs to the Northern urban area with an area of 138 hectares, the expanded reclaimed land area belongs to the Western urban area with an area of 283 hectares, the expanded reclaimed land area belongs to the Southern urban area with an area of 111 hectares, the reclaimed land area belongs to the Lac Hong urban area with an area of 450 hectares, the reclaimed land area belongs to the Hoa Bien urban area with an area of 108 hectares).
Rach Gia City will have a new urban development area (artificial island system) consisting of 3 areas with a total area of 2,350 hectares (commercial urban area - golf course service area with an area of 694 hectares, urban service - tourism area with an area of 576 hectares, airport area with an area of 1,080 hectares).
Currently, Rach Gia City is a type II urban area under Kien Giang province with an area of 104.455 km2, including 11 wards and 1 commune.
