Transforming the work of developing party and mass organizations in non-state enterprises

(HBĐT) - As of September 2023, the province has 4,997 non-state enterprises (private enterprises) with a total of 81,874 employees. There are 65 Party organizations (PDOs) in private enterprises (6 grassroots party committees, 33 grassroots party cells, 26 party cells directly under the party committees of communes, wards and towns); mainly concentrated in the Hoa Binh City Party Committee with 34/65 PDOs, the rest are in 10 district Party Committees and the Provincial Agencies Bloc Party Committee. The whole province has 1,194 party members in private enterprises (878 party members active in enterprises with PDOs, 316 party members active at their place of residence). The mass organizations have 237 grassroots unions with 28,406 union members, 28 grassroots youth unions with 602 youth union members, and 1 grassroots veteran association with 10 members. The work of developing the Party and mass organizations in private enterprises in the province in recent years has achieved many remarkable results.

Lesson 1 - Positive results of party development in non-state enterprises

Comrade Nguyen Van Xieng, Standing Deputy Secretary of Kim Boi District Party Committee, presented the decision to establish the Youth Trade Co., Ltd. Party Cell.

Enterprises in the province hold a key position in the economy . Enterprise revenue contributes significantly to the growth and stability of the socio-economy, the private economic sector contributes over 50% to the province's GRDP. Every year, enterprises and cooperatives contribute over 70% of the province's total budget revenue. Small and medium enterprises are increasingly established, adapting quickly to the market mechanism, promoting traditional industries, creating jobs and income for workers, contributing to poverty reduction and stabilizing life.

Immediately after issuing Directive No. 38-CT/TU, the Standing Committee of the Provincial Party Committee promptly established a Steering Committee for Party and mass organization building in non-state enterprises. The Standing Committee of the Provincial Party Committee issued plans to supervise the implementation of Directive No. 38-CT/TU; directed to include the content of inspection and supervision of unions and mass organizations in private enterprises in the annual inspection and supervision program of the Provincial Party Committee's Inspection Committee. 10/10 District and City Party Committees established Steering Committees for Party and mass organization building in private enterprises. Steering Committees of District and City Party Committees conducted surveys, reviews, and grasped the quantity, current status of organization and operation of unions and mass organizations in enterprises; surveyed the operation situation of enterprises to propagate, mobilize, and move towards establishing unions and mass organizations in enterprises when conditions are met; Organize preliminary and final summaries to draw lessons and replicate effective models and practices in all types of enterprises. The entire political system from the provincial to communal levels has actively participated in the work of building trade unions and developing party members.

As a result, in 9 years (from 2014 to June 30, 2023), the whole province has established 25 Party cells, including 2 grassroots Party cells, 8 grassroots Party cells directly under the district Party Committee and 15 Party cells directly under the Party Committees of communes, wards and towns. Specifically, the Party Committee of Yen Thuy district newly established 7 TCĐs, Lac Thuy 5, Hoa Binh City 4; Tan Lac, Lac Son, Kim Boi districts each newly established 2 TCĐs; Luong Son, Mai Chau, Da Bac districts each newly established 1 TCĐ. There are 2 Party cells that have not been newly established, namely Cao Phong and the Party Committee of the Provincial Agencies Bloc. Currently, in the province, there are 65 enterprises with TCĐs, including 6 grassroots Party cells, 33 grassroots Party cells, 26 Party cells directly under the Party Committees of communes, wards and towns. Of which, Hoa Binh city has 34 TCĐs, Yen Thuy district has 9, Luong Son has 6, Lac Thuy has 5; Tan Lac, Lac Son, Kim Boi, Cao Phong districts each have 2 TCĐs; Mai Chau and Da Bac districts each have 1 TCĐ, the Provincial Agencies Bloc Party Committee has 1 TCĐ.

In order to have a source of elite masses to introduce to Party committees at all levels, the Party Committees and political organizations consider educating, training and helping them join the Party. The work of creating a source of elite masses is of interest to Party committees and political organizations at all levels. They promptly discover and propose elite masses who are qualified and have the desire to join the Party, thereby proposing that the Party cell consider including them in the list of Party sympathizers, and proposing that the competent Party committee consider sending them to attend a training course to improve their awareness of the Party. On that basis, the Party cell promptly assigns official Party members to help elite masses strive to join the Party. The work of admitting Party members is carried out by Party cells and Party committees at all levels in accordance with the process and procedures prescribed and guided by the implementation of the Party Charter.

In 9 years, the whole province admitted 241 party members in private enterprises (208 party members were admitted in enterprises with trade unions, 33 party members in enterprises without trade unions were admitted at the party cell where they reside). Of which, Hoa Binh city admitted 140 party members, Yen Thuy district 26, Lac Thuy 15, Luong Son 13, the Party Committee of the Provincial Agencies Bloc 13, Tan Lac 11, Lac Son 10, Cao Phong 9, Kim Boi 3, Mai Chau 1. The Party Committee of Da Bac district has not yet admitted new party members. Currently, the number of party members in private enterprises in the Party Committees is as follows: Hoa Binh city 545, Luong Son 218, Yen Thuy 122, Lac Thuy 84, Lac Son 60, Tan Lac 57, Cao Phong 41, Kim Boi 36, Mai Chau 18, the Party Committee of the Provincial Agencies Bloc 8, Da Bac 5.

Grassroots Party organizations in private enterprises operate according to the regulations of the Secretariat; Party cells of enterprises and cooperatives under the Party Committees of communes, wards and towns comply with Regulation No. 16-QD/TU, dated November 26, 2014 of the Provincial Party Committee Standing Board. Through the process of operation, in general, Party committees and trade unions at all types of enterprises have identified the position, role, functions and tasks of trade unions. In organizing and implementing, focus on leading the implementation of political and ideological work; production and business tasks; propagating and mobilizing business owners, members of the Board of Directors and Board of Directors to strictly implement policies, laws and obligations to the State; ensuring the regime, policies, rights and legitimate interests of employees; Implement well the construction and implementation of the working regulations of the Party Committee, establish relationships between the Party Committee and the Board of Directors, Directors and mass organizations in the enterprise, create an environment of cooperation, solidarity and development, contributing to improving the quality and efficiency of production and business. Most cadres and Party members in private enterprises maintain a pioneering and exemplary role, comply well with the Party's guidelines and policies, the State's policies and laws, and actively contribute to the development of the enterprise.

The results of the quality classification of Party organizations and Party members in private enterprises from 2014 to present, the Party organizations that have completed their tasks well or better have reached 96% or more (100% of grassroots Party organizations, 96.31% of grassroots Party cells, 93.38% of Party cells directly under the grassroots Party Committees), there are no weak Party organizations (or those that have not completed their tasks); the Party members that have completed their tasks well or better have reached 96.23%, in 9 years there were only 10 Party members who did not complete their tasks.

Some local Party committees and provincial and district-level unions have invested time and funds to organize meetings between leaders and key officials with business owners to disseminate, disseminate, mobilize and persuade business owners to pay attention and create conditions for doing well the work of Party development such as: Hoa Binh City Party Committee Standing Committee (2016, 2018), Yen Thuy District Party Committee (2018, 2021), Lac Thuy District Party Committee (annually organizing a meeting with business owners on Vietnamese Entrepreneurs Day, October 13), Kim Boi District Party Committee (2021), Provincial Labor Federation (2020) and a number of district-level Labor Federations... Thereby, the work of developing Party members and establishing trade unions has achieved certain results, increasing in quantity and improving the quality of activities.
