Green and digital dual transformation: New breakthrough for the Central region

March 17, in Da Nang ,   With the theme "New breakthrough for the Central Highlands: Green dual transformation and digital technology in sustainable economic growth strategy", the Ministry of Foreign Affairs , Vietnam Economic Magazine and Da Nang City People's Committee jointly organized the Vietnam Development Bridge Forum (Vietnam Connect Forum) in 2023.

Attending the Forum were comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister ; representatives of the Ministries of Foreign Affairs, Planning and Investment, Industry and Trade, Information and Communications, Natural Resources and Environment; leaders of Da Nang City and the Chairmen and Vice Chairmen of 19 provinces and cities in the North Central, Central Coast and Central Highlands regions.

Also attending the Forum were representatives of more than 20 embassies and consulates; nearly 20 representatives of international organizations, foreign business associations in Vietnam and more than 300 representatives of FDI enterprises and Vietnamese enterprises.

Green growth towards sustainable development

The forum affirmed: Green growth towards sustainable development is an important goal and the highest priority of countries around the world, including Vietnam. Leading regions such as Europe, the US, and South Korea have issued Green Growth Policies or Green Agreements, which are the basis and prerequisite to ensure the implementation of growth recovery strategies and sustainable development. Also with the highest determination, Japan is conducting a pilot test of the Green GDP index. This is a new approach to evaluate GDP in terms of both economic efficiency and environmental and social impacts and is expected to accelerate the green transition process in Japan. As for the ASEAN region, most recently, at the opening ceremony of the 55th ASEAN Foreign Ministers' Meeting in Phnom Penh, the Cambodian Prime Minister proposed that ASEAN consider building a Green Agreement to join hands to address challenges that are threatening the sustainable development of the region.

For Vietnam, as a country heavily affected by climate change, Vietnam has recognized the importance of implementing green transformation by actively approaching circular economic models, sharing economy, green economy, etc. Vietnam has issued the National Strategy on Green Growth since 2012 for the period 2011-2020. Currently, Vietnam is continuing to affirm its persistent journey and efforts to successfully implement the above goal. Before the COP 26 Conference, the Prime Minister approved the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050. The goal of this Strategy focuses on promoting economic restructuring associated with growth model innovation, aiming to achieve economic prosperity, environmental sustainability and social equity; towards a green, carbon-neutral economy and contributing to the goal of limiting global temperature rise.

Faced with that pressure and motivation, sectors, levels, localities and especially the business community in economic sectors (state, private, FDI, Vietnamese enterprises) have made efforts to approach new trends in the world, advanced production and business models, applying digital technology, gradually replacing traditional operating methods, minimizing the impact on the natural environment and human living environment. These are important foundations, promoting the green transformation implementation process in Vietnam at present and in the coming time towards the goals set by the Party and the State.

The practice of implementing green transformation activities in the world and in Vietnam shows that the data platforms and digital technology of the 4th industrial revolution have shown many possibilities to improve, effectively solve, and even resolve urgent challenges facing the world and countries related to environmental issues and climate change. World digital technology experts say that 4.0 technology solutions have the potential to cut 20% of global emissions by 2030. This is important information for world leaders as well as countries to clearly see how to seize this opportunity to have a policy-making mindset and strong determination to act to achieve the goals of green growth and sustainable development. Green Deal pursuers have concluded that "There is no green deal without digital transformation". This perception has opened up greater expectations and given unprecedented opportunities to digital transformation solution creators and implementers.

Faced with the trend of implementing the "green and digital" dual transformation, which is receiving attention from many countries around the world; based on the needs and requirements of Vietnam to accelerate the green transformation process to achieve green growth and meet the roadmap to implement Vietnam's commitment at COP 26 on achieving zero net emissions by 2050; based on the practical capabilities of Vietnam's digital transformation activities as well as the development speed of Vietnam's ICT industry in recent years... Raising the issue of "dual transformation" to discuss the suitability as well as find effective solutions to promote this process in practice in localities and with economic sectors is necessary and urgent.

Accordingly, Vietnam Connect Forum 2023 will focus on and discuss issues related to the dual transformation of “green and digital technology”, trends and models, solutions being implemented in the world, assessing opportunities and possibilities for practical application in Vietnam. This topic will also be analyzed and discussed on the basis of practical problems being posed in the provinces and cities of the Central Highlands region. This is a place with many potentials and advantages in developing marine economy, blue marine economy, renewable energy, tourism, sustainable agriculture and forestry. It is a place that requires each locality to proactively promote its strengths - this is a necessary condition, but the sufficient condition is regional linkage, which ensures harmony and increases the strength of each locality in achieving the goal of prosperous and sustainable development.

Promoting innovation is a top priority

Speaking at the Forum, Deputy Prime Minister Tran Luu Quang emphasized: We are witnessing a rapidly changing, complex, and unpredictable world situation, with opportunities and challenges intertwined. However, recently, more difficulties have emerged. Among them, the COVID-19 pandemic has left serious consequences. Along with that, the world economy has slowed down, and strategic competition between major countries has become increasingly fierce. Global issues such as climate change, energy security, food security, etc. continue to emerge fiercely.

"In that context, promoting innovation and creativity is the top priority of governments and businesses to overcome difficulties and make breakthroughs. "Green growth" and "digital transformation" have become strategic orientations in socio-economic development of many countries by proactively and actively exploiting opportunities from the fourth industrial revolution, gradually shifting to building a circular economic model, focusing on effective management and resource regeneration, and environmental protection" - Deputy Prime Minister Tran Luu Quang emphasized.

Vietnam's socio-economic development strategy for the 2021-2030 period clearly stated: "Sustainable development has become an overarching trend in the world; digital economy, circular economy, and green growth are development models chosen by many countries."

The Vietnamese Government is actively implementing the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050, and the National Strategy on Digital Economy and Digital Society Development to 2025, with a vision to 2030.

Notably, Vietnam has made a series of strong commitments on sustainable development, joining nearly 150 countries in pledging to bring net emissions to “zero” by the mid-21st century; joining more than 100 countries in committing to reduce global methane emissions by 2030; joining 140 countries in the Glasgow Declaration on Forests and Land Use; joining 48 countries in the Global Declaration on Transitioning Coal to Clean Energy; and joining 150 countries in the Global Adaptation Alliance.

In December 2022, Vietnam, together with G7 countries and a number of international partners, announced the Political Declaration on the establishment of the Just Energy Transition Partnership (JETP) and is implementing this declaration. Vietnam has also achieved many positive results in the field of digital transformation and digital economic development.

“In recent years, Vietnam's digital economic growth rate has averaged about 38% per year. In 2022, Vietnam's digital economic value will reach about 23 billion USD. These results have made Vietnam the country with the second fastest digital economic growth rate in the world (after India) and the highest e-commerce growth rate in Southeast Asia. According to forecasts by Google and Temasek, Vietnam's digital economic value could reach 49 billion USD by 2025 and 120-200 billion USD by 2030,” Deputy Prime Minister Tran Luu Quang said, emphasizing that the Central and Central Highlands regions are particularly important strategic areas. Therefore, in recent years, the Party and State have had many policies and resolutions for socio-economic development in the Central and Central Highlands provinces. The general policy is to develop the Central Highlands into a region of rapid and sustainable development based on a green and circular economy; taking agricultural and forestry development as the focus and support; developing the processing industry as the driving force; and developing tourism as a breakthrough.

According to the Deputy Prime Minister, Resolution No. 26 dated November 3, 2022 of the Politburo sets the goal of developing the North Central and Central Coast regions into regions with more dynamic, rapid, strong and sustainable development in marine economy; with synchronous and modern socio-economic infrastructure, high resilience in natural disaster prevention and adaptation to climate change... and by 2045, the region will have a number of large industrial, service and international cooperation centers on par with the Asian region.

In this direction, "in recent times, localities and enterprises in the Central and Central Highlands regions have shown great determination, proactively and actively implementing tasks on sustainable development, green growth and digital transformation" - the Deputy Prime Minister said, at the same time highly appreciating and praising localities and enterprises in the region for building, promulgating and implementing strategies and action plans on green growth, digital transformation, actively seeking development models in an environmentally friendly direction, promoting innovation.

To "breakthrough" requires a lot of work

This is the requirement that Deputy Prime Minister Tran Luu Quang set out at the Forum. According to the Deputy Prime Minister, we need to be more determined, make greater efforts, and implement measures more drastically, especially in renewing thinking, unifying awareness, mobilizing domestic and foreign resources, and organizing implementation.

The Deputy Prime Minister noted: 2023 is an important year in the national digital transformation roadmap with the goal set as "the year of creating and exploiting data to create new values ​​for Vietnam". Therefore, the Government leader hopes that today's forum will focus on discussing frankly, deeply and comprehensively issues related to green growth and digital transformation with the determination to create a breakthrough in sustainable development for the Central and Central Highlands regions, focusing on the following key issues:

The first,   From international lessons and experiences, assess the advantages and difficulties, opportunities and challenges for Vietnam and the Central and Central Highlands regions in promoting green growth, digital transformation towards sustainable development locally.

Monday,   Propose highly feasible solutions, suitable to the circumstances, conditions and priorities of Vietnam in general and the provinces and cities in the Central and Central Highlands regions in particular to support localities and businesses in attracting domestic and international resources to serve the goals of green economic development, digital economy, digital transformation and sustainable development.

Tuesday,   Propose specific programs and projects in priority areas for localities, businesses, and international partners to study cooperation possibilities and implement in the coming time.

“In the process of implementing the goals of sustainable development, green growth, and digital transformation for the Central and Central Highlands regions, the Vietnamese Government always hopes to have the companionship, support, and effective cooperation of countries, international organizations, and the domestic and foreign business community. The Government and relevant localities will create favorable conditions for partners and businesses to explore opportunities and implement cooperation activities; accompany partners to remove arising difficulties and obstacles” - Deputy Prime Minister Tran Luu Quang shared more and expressed his hope: This Forum will contribute significantly to creating "breakthrough" steps towards the goal of making the Central and Central Highlands regions grow and develop faster, greener, and more sustainably.

According to the Program, the Vietnam Connect Forum 2023 is structured into 02 Sessions (Presentation Session and Discussion Session) with opinions from international and Vietnamese experts on development economics, environmental economics, digital transformation, and leaders of localities and businesses. The comments and discussions will be the basis for localities and businesses to refer to in order to serve investment activities and develop production and business, and at the same time exchange and provide additional information feedback to Government leaders and relevant ministries and branches to create motivation and favorable conditions for localities and businesses to contribute to the successful implementation of Vietnam's goals.

After the plenary session of Vietnam Connect Forum 2023, the Ceremony to announce and honor typical FDI Enterprises in 2022-2023 receiving the Golden Dragon Awards - 22nd time also took place.

The Golden Dragon Awards 2023 program focuses on surveying and selecting pioneering enterprises that innovate, create, green transform, apply digital technology in production, business and corporate governance processes, care about, focus on and have plans to implement ESG. Enterprises achieve impressive recovery results after the COVID-19 pandemic and demonstrate sustainable development strategies.

In 2023, the Organizing Committee received more than 500 nominations and registrations. Through 2 rounds of survey and selection, the Golden Dragon Awards 2023 program announced and honored the TOP 50 typical FDI enterprises in 06 industry groups, including: Processing and manufacturing industry; digital technology and digital services; financial services and insurance; infrastructure development, industrial parks and real estate; education and health care; agriculture, food and beverage.

Outstanding brands honored with the Golden Dragon Awards (GDAs) this year include: LEGO Manufacturing Vietnam, Qualcomm Vietnam, Intel Products Vietnam, Sembcorp Energy Vietnam, Siemens Vietnam.

On the sidelines of the Vietnam Connect Forum and Golden Dragon Awards 2023, bilateral and multilateral meetings also took place between localities, businesses and representatives of diplomatic agencies in Vietnam (embassies, consulates), foreign trade associations (AmCham, EuroCham...)./.
