Mechanisms and policies have been approved, units must speed up disbursement of public investment capital.

(Chinhphu.vn) - On the afternoon of May 7, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Prime Minister's Working Group No. 2 to inspect, urge, remove difficulties and obstacles, and promote the disbursement of annual public investment capital at a number of ministries, central agencies, and localities.

The Deputy Prime Minister emphasized that disbursement of public investment capital is an extremely important task for achieving the growth target. Ministries, central agencies and localities under Working Group No. 2 need to seriously acknowledge the current shortcomings and limitations; at the same time, forecast new difficulties and problems that may arise to proactively propose and supplement groups of timely response solutions.

According to the report of the Ministry of Finance , the total state budget investment plan in 2025 assigned by the Prime Minister to 16 units (7 ministries, central agencies, 9 localities) under Working Group No. 2 is VND 253,255,055 billion, accounting for 30.66% of the total investment capital plan of the whole country assigned by the Prime Minister (VND 825,992,269 billion).

As of May 6, 2025, the total allocated capital is VND 250,126,601 billion (including VND 1,538,131 billion of local budget balance capital exceeding the plan assigned by the Prime Minister), reaching 98.76% of the plan assigned by the Prime Minister. Of which, 4/7 ministries, central agencies and 5/9 localities have allocated 100% of the assigned capital plan.

Deputy Minister of Finance Cao Anh Tuan said that the actual disbursement rate of ministries, central and local agencies under Working Group No. 2 reached 15.41% of the plan assigned by the Prime Minister, lower than the average disbursement rate of the whole country by April 30, 2025 (15.56%). Of which, 7 localities have disbursement rates higher than the average estimated disbursement rate of the whole country, including: Phu Tho (46.71%); Thanh Hoa (39.02%); Ha Tinh (29.43%); Nghe An (22.56%); Quang Binh (19.23%); Bac Giang (18%); Hoa Binh (17.34%).

Notably, among the 7 ministries, central agencies and 2 localities with disbursement rates below the national average, the 2 units with the largest absolute disbursement amounts are the Ministry of Construction (VND 11,829.03 billion) and Hanoi city (VND 9,586.3 billion), accounting for 9.2% and 7.5% of the total disbursement nationwide, respectively.

Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities with slow allocation and disbursement to frankly report and clarify the causes "where and at what address", "what are the objective difficulties and what are the subjective responsibilities". Units with slow implementation without valid reasons will have to review their responsibilities. For localities with good disbursement and need for more capital, it is necessary to propose the need for additional capital or transfer capital from places that are unable to disburse to increase efficiency.

At the meeting, ministries, central and local agencies that were slow in allocating planned capital and disbursing funds explained and clarified difficulties and problems in determining land origin, unit prices, compensation plans, land recovery and clearance; overlaps between land use planning and construction planning. The process and procedures for assessing environmental impacts and converting forest and rice land use purposes for projects take a long time.

There is a shortage of material supply, especially natural sand resources in some localities because the mines are being investigated by authorities for licensing and exploitation.

Deputy Minister of Construction Nguyen Danh Huy acknowledged that although the land acquisition problem has been resolved, the Ministry's overall disbursement rate is still slow, so "the Ministry is committed to making efforts to speed up progress, ensuring it exceeds the average in the coming time."

Deputy Director of Hanoi National University Nguyen Hieu said that the reason for the unit's slow disbursement (only reaching 5.8%) was due to problems in planning, local adjustments, and site clearance; the preparation time for some projects including construction components and scientific research equipment was longer than expected... Hanoi National University committed to completing the approval of all projects by the end of 2024 and early 2025 and resolving the site clearance issue by June 30. It is expected that the disbursement rate will reach 16% by the end of May 2025 and 30.3% by the end of the second quarter of 2025.

Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that although the unit's disbursement situation has improved compared to the same period in 2024, reaching 12.2%. However, there are still some problems, mainly due to delays in approving the 1/500 planning and subsequent project components. Affirming that by the end of the year, Ho Chi Minh City National University will disburse 100% of the capital plan, Dr. Vu Hai Quan proposed increasing medium-term public investment capital for the 2021-2025 period to ensure compensation and site clearance, as land prices have increased compared to the time of project establishment.

The representative of the Hanoi People's Committee reported and updated the disbursement of public investment capital of the city at 12,648 billion VND, reaching a rate of 14.5%. Difficulties and problems related to compensation and resettlement have been resolved. The Deputy Prime Minister requested Hanoi to be more proactive and determined in removing difficulties, especially issues that have been directed many times, to ensure the progress of public investment disbursement according to plan.

Reporting on the causes of difficulties and obstacles in disbursing public investment capital in the locality, Acting Chairman of the Quang Tri Provincial People's Committee Hoang Nam said that many projects using local capital were delayed in being arranged due to slow progress in collecting local budgets; delays in project appraisal; obstacles in negotiating and signing ODA loan agreements, etc.

Notably, Deputy Minister of Agriculture and Environment Le Minh Ngan explained the proposal to return more than VND3,800 billion of capital previously assigned to the Ministry of Agriculture and Rural Development due to the inability to fully disburse.

Leaders of ministries, central and local agencies proposed a number of solutions to regulate and transfer capital between projects that have not been able to disburse capital or are behind schedule to projects with good disbursement and need additional capital; reduce and return capital for the national target program on sustainable poverty reduction due to lack of demand; supplement capital to implement the national target program on socio-economic development in ethnic minority and mountainous areas; the Ministry of Finance urgently allocates capital (increases revenue, central budget) to implement projects;...

Review and seriously evaluate difficulties and problems

Concluding the meeting, Deputy Prime Minister Tran Hong Ha pointed out that the difficulties and obstacles caused by mechanisms and policies before April 2025 have been removed and resolved in the spirit of strong decentralization, "locality decides, locality does, locality takes responsibility". The remaining difficulties mainly lie in the implementation organization of some specific projects. Therefore, ministries, central agencies and localities must review and seriously assess the difficulties and obstacles related to the consolidation and arrangement of organizational apparatus and administrative units; and proactively overcome the shortcomings and limitations of their units and localities when applying existing mechanisms and policies.

The Deputy Prime Minister assigned the Ministry of Finance to coordinate with ministries, branches and localities to accurately update capital allocation and disbursement data, clarify objective and subjective causes of delays; urgently propose solutions to handle recommendations related to capital transfer, arrangement, and project suspension, etc.

The Deputy Prime Minister requested that the Ministry of Construction and Ho Chi Minh City National University thoroughly resolve the problems related to the approval of the 1/500 planning. The Ministry of Agriculture and Environment should clarify the reasons and responsibilities when proposing to return more than VND3,800 billion in capital due to undisbursed funds. Quang Tri Province and Hanoi National University should also focus on resolving specific difficulties of their localities and units.
