Ms. Nguyen Hoang Bich (a high school teacher in Hanoi ) said that schools have always had an unwritten rule that students must come to school with neat hair and not dye their hair. This aims to create fairness and a good environment for students to develop together.

Should hair dyeing be banned?

Teachers are worried that students are spending too much time focusing on their appearance and neglecting their studies. Students come to school to learn; their primary task is to study, not to perform or meticulously groom themselves to make an impression. The image of students has always been associated with simplicity, innocence, and genuineness, and black hair would be more fitting for them.

Furthermore, many hair dyes currently contain harmful chemicals of unknown origin. Hair dyeing can easily endanger the health of teenagers. Not to mention the tendency to follow trends and imitate their friends, who dye their hair the color they like. They use it as an excuse to ask their parents for money, wasting money and time on changing their hair color.

While it's true that everyone, especially women, has a need to beautify themselves to look more attractive and lovable, Dr. Nguyen Thi Hue from Hanoi Pedagogical University believes that any such endeavor must conform to traditional customs and culture.

Ms. Hue supports schools taking stronger measures to ban students from dyeing their hair and wearing lipstick to school. Firstly, students tend to focus more on their appearance when applying makeup. There have been cases where students have sat in class, looking in the mirror, applying lipstick, and brushing their hair instead of concentrating on their studies.

Secondly, one should not try to be different while still in school. While still a student, wearing lipstick or dyeing hair is considered inappropriate and creates unnecessary divisions and discord within the school environment. The most excellent and elegant students are not defined by dyed hair or lipstick, but by diligence in their studies, neat and clean attire, and politeness towards everyone.

Currently, there are no regulations from the Ministry of Education and Training prohibiting students from having tattoos, dyed hair, or wearing lipstick to school. However, to regulate students' behavior to be appropriate for their age and to uphold traditional customs, many schools issue their own regulations. If these regulations are violated, the school has the right to apply disciplinary measures such as criticism, reprimand, warning in front of the entire school, or even expulsion.

Should students be banned from dyeing their hair when going to school?

Dr. Nguyen Tung Lam, President of the Educational Psychology Association and Principal of Dinh Tien Hoang High School (Hanoi), believes that students have the right to like fashion and express their individuality, and teachers should respect that. However, they should not confuse the style of going out with going to school. Therefore, the school's regulations are intended to require students to be serious about their studies and not mix "learning and playing" styles.

At Dinh Tien Hoang School, after every holiday or Christmas, the school always has to educate and remind the students to dye their hair back to its original color instead of punishing them, because this is not serious enough to warrant disciplinary action.

There are no regulations prohibiting hair dyeing.

Circular No. 32/2020 of the Ministry of Education and Training on the Regulations of Secondary and High Schools clearly outlines the behavior, conduct, and attire of students, but it does not contain any provision prohibiting students from dyeing their hair.

Specifically, Article 37 stipulates that students are prohibited from engaging in the following behaviors: Insulting the dignity and honor, or physically harming teachers, staff, and other students; Cheating in studies, tests, exams, and admissions; Buying, selling, or using alcohol, beer, tobacco, narcotics, other stimulants, fireworks, and explosives; Using mobile phones or other devices during class time for purposes other than learning and without teacher permission; Fighting, disrupting order and security in the school and public places; Using or exchanging cultural products with content that incites violence or obscenity; Using toys or playing games harmful to one's healthy development; Students are prohibited from violating other behaviors strictly prohibited by law.

Article 36, regarding student conduct and attire, has two aspects: students' behavior, language, and conduct must be appropriate, respectful, polite, friendly, culturally sound, and consistent with the ethics and lifestyle of high school students.

Regarding attire, students must be neat, clean, tidy, age-appropriate, and convenient for studying and school activities. Depending on the conditions of each school, the principal may decide to have students wear uniforms if agreed upon by the school and the Parent-Teacher Association.

Thus, it can be seen that Circular No. 32/2020 of the Ministry of Education and Training on the Regulations of Secondary and High Schools does not contain any provision prohibiting students from dyeing their hair.

In September 2022, Phan Ngoc Hien Specialized High School (Ca Mau) sparked controversy when it allowed students to dye their hair, wear lipstick, and paint their fingernails and toenails at school. A school representative explained that the decision to implement these regulations involved not only consensus among the school's management board and teaching staff, but also consultation with class youth union secretaries and academic vice-presidents to gather student input. They argued that if the prohibited actions were impossible to enforce, they should not be prohibited but rather encouraged to promote self-discipline and create harmony.
