Ms. Nguyen Hoang Bich (a teacher at a high school in Hanoi ) said that up to now, schools have always had an unwritten rule that students must come to school with neat hair and are not allowed to dye their hair. This is to create fairness and a good environment for students to develop together.
Should hair dyeing be banned?
Teachers worry that students spend too much time on their appearance and neglect their studies. Students go to school to learn, and their primary task is to spend time studying, not performing or focusing on making an impression. The image of students has always been associated with simplicity, innocence, and honesty, and black hair will suit their image better.

Furthermore, hair dyes now contain many toxic chemicals of unknown origin. Hair dyeing can be dangerous to the health of teenagers. Not to mention the mentality of following suit, seeing other people dyeing their hair this color beautifully, they also imitate it. They make excuses to ask their parents for money, wasting money and time on changing their hair color.
It is believed that everyone has the need to beautify themselves, especially women, to become more beautiful and lovely, but according to Dr. Nguyen Thi Hue, Hanoi Pedagogical University, any work must be in accordance with good customs and culture.
Ms. Hue supports the idea that schools should be more strict in prohibiting students from dyeing their hair and wearing lipstick while at school. Firstly, students who are busy with makeup tend to pay more attention to their appearance. There are cases where students sit in class, look in the mirror, apply lipstick, and comb their hair without concentrating on their studies.
Second, do not create differences while still in school. When you are a student, wearing lipstick or dyeing your hair is offensive, creating unnecessary differences and divisions in the school environment. Being a good and elegant student is definitely not because of dyeing your hair or wearing lipstick, but because you study hard, dress neatly and cleanly, and are polite to everyone.
Currently, there is no regulation from the Ministry of Education and Training prohibiting students from having tattoos, dyeing their hair, or wearing lipstick to school. However, in order to regulate student behavior in accordance with their age and customs, many schools have their own internal regulations. If the regulations are violated, the school has the right to apply disciplinary measures such as criticism, reprimand, warning in front of the whole school, and even expulsion.
Dr. Nguyen Tung Lam, Chairman of the Educational Psychology Association and Principal of Dinh Tien Hoang High School (Hanoi) said that students' love for fashion and expressing their personality is their right and teachers need to respect it. However, do not confuse the style of going out with the style of going to school. Therefore, the school's regulations are to require students to go to school seriously, not to confuse the style of "learning while playing".
At Dinh Tien Hoang School, after every holiday or Christmas, the school always has to educate and remind students to dye their hair back to its original color without punishing them, because this is not serious enough to require disciplinary action.
There is no regulation prohibiting hair dyeing.
Circular No. 32/2020 of the Ministry of Education and Training on the Charter of Secondary and High Schools clearly states the behavior, conduct, and attire of students, but there is no content prohibiting students from dyeing their hair.
Specifically, Article 37 stipulates that students' behavior is not allowed to: Insult the dignity, honor, violate the body of teachers, staff, employees of the school, other people and other students; Cheating in studying, testing, exams, admissions; Buying and selling, using alcohol, beer, cigarettes, addictive substances, other stimulants and fireworks, explosives; Using mobile phones, other devices while studying in class that do not serve the purpose of studying and are not permitted by teachers; Fighting, disturbing order and security in schools and public places; Using, exchanging cultural products with content that incites violence, depravity; Using toys or playing games that are harmful to the healthy development of oneself; Students are not allowed to violate other prohibited behaviors according to the provisions of law.
In Article 36 on Student Behavior and Dress Code, there are two contents: students' behavior, language, and conduct must be appropriate, respectful, polite, friendly, ensuring culture, and consistent with the ethics and lifestyle of high school students.
Regarding clothing, students must be neat, clean, tidy, age-appropriate, and convenient for studying and living at school. Depending on the conditions of each school, the principal may decide to let students wear uniforms if agreed by the school and the school's Parents' Representative Board.
Thus, it can be seen that according to Circular No. 32/2020 of the Ministry of Education and Training on the Charter of Secondary and High Schools, there is no content prohibiting students from dyeing their hair.
In September 2022, Phan Ngoc Hien High School for the Gifted (Ca Mau) caused controversy when it allowed students to dye their hair, wear lipstick, and paint their fingernails and toenails when coming to school. The school representative explained that in order to come to the decision to issue the above student regulations, in addition to reaching consensus between the Board of Directors and the collective of teachers, the school also invited the class union secretary and the deputy class monitor to ask for students' opinions. If the prohibitions cannot be implemented, they should not be banned but should encourage students' self-awareness to create harmony.
