This project is identified by the province as a strategic infrastructure project, contributing to ensuring water sources for daily life and production for Long Thanh International Airport area and neighboring areas.

The Long Thanh Water Highway Project was proposed for investment by Binh Duong Water and Environment Corporation. According to the initial plan, the project uses water from the Dong Nai River in Vinh Cuu District to supply Long Thanh and Cam My districts and can be expanded to localities where the pipeline passes through such as Bien Hoa City, Vinh Cuu District and Nhon Trach District. The project has a total capacity of 600,000 m³/day, with a total investment of more than 5.5 trillion VND, making it the project with the largest capacity in the province to date.
However, because the route and location of the pumping station and transformer station of the plan are not consistent with the land use planning, general planning and zoning planning, it has not been able to be implemented yet.
Faced with that situation, in March 2025, Vice Chairman of the Provincial People's Committee Ho Van Ha assigned the Department of Construction to coordinate with Dong Nai Water Supply Joint Stock Company to study and develop option 2 for the project. The requirement is to overcome the shortcomings in the previous option, while ensuring feasibility during implementation, minimizing the need to adjust the general planning or wait for the zoning plan to be approved.

Deputy Director of the Department of Construction Huynh Tan Loc said that the above project has a pipeline route planned to run from Vinh Cuu district, through Bien Hoa city to Long Thanh district. Therefore, a thorough assessment of the compliance with legal regulations on investment, construction, planning, production and trading of clean water is mandatory. In addition, it is necessary to review and update information in the master plan to avoid overlapping with existing projects.
According to the Department of Construction, in terms of planning, the route through Vinh Cuu district and Long Thanh district is basically consistent with the construction planning. In Bien Hoa city alone, the locality is locally adjusting the general planning and D1 subdivision to ensure consistency. The Department of Construction also recommended that the Provincial People's Committee assign Bien Hoa city to review related planning, because this is a project subject to bidding for investor selection, the condition is that there must be an approved detailed planning or 1/2,000-scale subdivision planning.
Can grow from existing network
Dong Nai province's planning for the period 2021-2030, with a vision to 2050, forecasts that by 2030, the province's population will reach 4 million people, of which the urban population will be nearly 2.9 million people, the rest will be rural population. The total demand for clean water for daily life is estimated at nearly 592 thousand m³/day and night, the demand for water in industry is about 402 thousand m³/day and night.
The province has divided the water supply network into 5 regions, in which the Long Thanh Water Highway Project passes through and borders 6 localities: Bien Hoa city, Trang Bom district, Vinh Cuu district in region 1; Long Thanh district, Nhon Trach district in region 2; Cam My district, Long Khanh city and Thong Nhat district in region 4.
Commenting on this project, a representative of Dong Nai Water Supply Joint Stock Company said that in Bien Hoa city, the company is supplying water to all 25/25 wards and communes. In addition, Thien Tan Water Plant Phase 1 and 2 are not yet operating at full capacity, and can be increased by 30% (from 60 thousand m³/day to 80 thousand m³/day). The company is preparing a feasibility study report to increase the capacity of Thien Tan Water Plant Phase 1 from 100 thousand m³/day to 200 thousand m³/day.
In Long Thanh district, the company is supplying water to 10/14 communes and towns and is ready to supply water to the Long Thanh Airport area in the second quarter of 2025. In Nhon Trach district, the company is supplying water to 11/12 communes, towns and industrial parks. Nhon Trach Water Plant Phase 1 is not yet operating at full capacity and can increase by 30% (from 30 thousand m³/day to 40 thousand m³/day). Nhon Trach Water Supply System Project Phase 2 is waiting for completion of procedures because it does not use ODA capital.
The company representative said that the target and water supply area of the Long Thanh Water Highway Project according to the initial plan coincided with the areas that the company was supplying or had planned to invest in. With the expected capacity scale in the provincial planning dossier, current capacity and expansion potential, the company can fully meet the demand. The company has hired a consulting unit to develop a Project for Expansion and Water Reserve, based on the approved Provincial Planning.
