People's trust - the foundation of success
Right from the beginning of the implementation of the National Target Program (NTP) on building new rural areas, Nam Dinh clearly identified: the success of the NTM cannot only depend on the budget or administrative orders, but must originate from the will, initiative and sense of responsibility of the people themselves. The motto "People need, people know, people discuss, people contribute, people do, people supervise, people benefit" has been concretized in each activity, each project, each criterion for building new rural areas at the grassroots level. The result after more than 10 years has been thousands of billions of VND, millions of working days, hundreds of thousands of square meters of land voluntarily contributed by people to build essential infrastructure, from traffic, schools, cultural houses to irrigation systems; no outstanding debt for basic construction.
According to the Standing Vice Chairman of the Provincial People's Committee, Tran Anh Dung, all localities have issued specialized resolutions, organized synchronous and drastic implementation of target plans, mobilized resources, and improved the quality of NTM criteria. Propaganda work has been strongly implemented by press agencies, especially Nam Dinh Newspaper, creating a widespread effect. The Fatherland Front and organizations at all levels have promoted the role of supervision, gathering and mobilizing people, connecting socialized resources from the community, and overseas Vietnamese people accompanying their homeland to build advanced and exemplary NTM.
The emulation movement "Nam Dinh joins hands to build advanced and exemplary new rural areas" has been widely spread with many creative and good ways of doing things, good models, and advanced examples being replicated, in which people play a central role. The total capital mobilized to implement the National Target Program on New Rural Construction from June 2021 to March 2025 in the province reached 39,718 billion VND; people contributed 388,159 working days, donated 543,881m2 of land to create a site for building village roads, cultural houses, intra-field roads, etc. People not only participated in contributing labor and money but also directly discussed, supervised, and evaluated the effectiveness of works and projects through the effective operation of the model "People know - people discuss - people do - people inspect - people benefit".
From construction subject to socio-economic development subject
Not only contributing to the construction of infrastructure, people also actively participate in restructuring production, developing production, business and transforming the rural economy; participating in developing household economy, farm economy and cooperatives. Not only that, new rural farmers are very active in applying science and technology, accepting new technology to improve productivity and quality of agricultural products.
In the period of 2021-2024, 3,397 rural workers were trained, bringing the rate of trained workers in the province to 78.5%, demonstrating the readiness to adapt and rise from the people themselves in the digital economy era. From June 2021 to March 2025, economic sectors and households mobilized nearly 220 trillion VND from commercial banks and credit institutions to invest in production development and job creation... In the field of cultivation, people voluntarily converted farming models, applied new varieties, advanced techniques such as mechanization, precision agriculture, and organic agriculture. More than 400 "large field" models, thousands of hectares of land converted to effective use purposes, and more than 4,000 hectares of production were granted growing area codes, which are the results of the farmers' will to innovate and adaptability. In livestock and aquaculture, people have proactively invested in biosafety farms, applied modern technology, and linked together in chains. Output and quality have both increased, many products are eligible for export, contributing significantly to the overall growth of the province's agricultural sector. In cooperatives, people are not only members, but also co-creators of models and co-managers of production and business activities. With 390 agricultural cooperatives in operation (330 cooperatives operating effectively), Nam Dinh people are not only members but also co-creators and co-managers in agricultural value chains. The movement to develop local products according to OCOP standards, apply high technology, and link with businesses has been quickly responded to. Thanks to that, up to now, the province has 534 OCOP products with 3 stars or more. A system of 115 stores introducing and selling safe agricultural products was established, expanding modern distribution channels, helping local agricultural products gradually "conquer" domestic and international markets.
Not only being producers, people have also become the subjects of creating a green - clean - beautiful living environment, developing culture and society, promoting education, health care, and preserving the cultural traditions of their homeland. Rural people across the province have actively participated in protecting the environment and improving the landscape of their living places through practical movements such as: "Building a green - clean - beautiful rural environment", "Clean houses, green gardens, roads and rivers without garbage", Sorting and treating organic waste at households... Thanks to the active participation of the community, awareness of maintaining hygiene, collecting, classifying and treating waste, and saving water resources has gradually become a way of life in rural areas. The whole province has maintained and planted 2,651 flower roads with a total length of 2,731km. Sorting waste at source and treating organic waste at households helps reduce about 30% of the amount of waste brought to centralized treatment areas. The rate of domestic solid waste classified at source is over 82%. The rate of domestic waste collection and treatment meeting standards in communes and towns across the province is over 98%. Domestic waste collected and treated is over 98%; 80-85% of agricultural by-products are reused, hundreds of tons of pesticide packaging are collected and treated safely.
Along with that, cultural and sports movements, building new lives, encouraging learning and talent... continue to spread widely from villages, hamlets to residential groups, arousing the spirit of solidarity and mutual support in the community. Especially in the field of education, the consensus of the people in socializing investment in schools, building a learning society, and encouraging children to overcome difficulties to study well has contributed significantly to helping the whole province maintain the results of universal education at all levels and improve the quality of training. Notably, the whole province has 20/54 communes meeting the model new rural standards, outstanding in the field of education, 18 communes outstanding in the field of digital transformation, 8 communes outstanding in the field of culture, 4 communes outstanding in the field of health, 2 communes outstanding in the field of production, 2 communes outstanding in the field of security and order. All show the achievements from the will, creativity and sense of responsibility of the people.
The province's target is that by 2025, 50% of communes and towns will meet advanced NTM standards and 25% will meet model NTM standards; however, Nam Dinh has far exceeded these important milestones. After the administrative unit rearrangement, the whole province has 157/161 communes and towns (accounting for 97.5%) meeting advanced NTM standards, exceeding 47.5% of the target of Resolution No. 06-NQ/TU; up to 54/146 communes (37%) have been recognized as meeting model NTM standards, exceeding 12% of the target; 9/15 towns (60%) have met civilized urban standards. The three districts of Giao Thuy, Truc Ninh, and Xuan Truong have been recognized as meeting advanced NTM district standards. In particular, Hai Hau district is making efforts to complete the criteria to become a comprehensive model NTM district following the model of "Bright - green - clean - beautiful for sustainable development". Giao Thuy district is also building a model of a new rural district in education with a flexible adjustment orientation according to the digital transformation model.
The above results confirm that people's strength is truly a powerful endogenous resource, creating clear changes in every alley and village, contributing to bringing Nam Dinh countryside closer to modern - civilized - livable development models in the new era.
