Dong Thap Provincial Police: Creating breakthroughs in digital transformation and administrative reform

INVESTMENT IN SYNCHRONIZED AND MODERN TECHNOLOGY INFRASTRUCTURE

Thoroughly grasping, seriously and effectively implementing the direction of the Central Government, the Government, the Ministry of Public Security , the Provincial Party Committee, the Provincial People's Committee, the Party Committee - Board of Directors of Dong Thap Provincial Police have focused on leading and directing the work of developing science and technology, innovation and digital transformation.

In particular, promoting the transformation of all aspects of the Public Security work from traditional to electronic environment; enhancing the provision of online public services so that people and businesses can perform services in the most convenient way.

To improve the effectiveness of implementation, the Party Committee - Board of Directors of Dong Thap Provincial Police Department has established a Steering Committee to lead and direct the development of science and technology, innovation, digital transformation, administrative reform and implementation of Project 06 in the Provincial Police Department. At the same time, a Steering Committee Support Team has been established and regular meetings have been held to evaluate the implementation results.

The provincial police have also invested in developing a synchronous and modern information technology infrastructure to serve the conversion of all aspects of police work to the electronic environment, with 39 storage devices and a capacity of 290TB.

In particular, the unit has expanded the BCANet network connection to the commune-level police, installed a specialized fire prevention and fighting system for the provincial police's computer network center.

One of the highlights is the expansion of the traffic surveillance camera system to help the Traffic Police force promptly grasp the situation, have plans to regulate and divert traffic early and from a distance, avoiding prolonged traffic congestion.

Currently, the Provincial Police have successfully tested the connection of the Traffic Violation Handling System with the system of the Traffic Police Department - Ministry of Public Security, ready to put into official operation.

In addition, 100% of commune-level police are equipped with online meeting systems, contributing to modernizing command and control work, ensuring information is communicated to each facility.

ACHIEVEMENTS IN IMPLEMENTING PROJECT 06

To ensure the completion of targets and tasks according to the set schedule, propaganda work was regularly organized and implemented with more than 80,000 people attending live propaganda sessions, distributing more than 10,000 leaflets, and posting 324 news and articles on media, newspapers, and communications.

The provincial police focus on promoting the implementation of administrative procedures in the electronic environment so that people and businesses can perform services anytime, anywhere. As of June 2025, more than 583,000 records have been received through online public services, accounting for nearly 90%, helping people save time and effort, limiting travel and queuing.

Mr. Tran Thanh Hau (living in My Phong ward), who just got his car license plate at the My Phong ward Traffic Police Department, shared: "I have just completed the entire process of registering my car license plate, getting the license plate right at home via the application. From the time I submitted my application online to receiving the license plate, it only took 2 days, without having to wait in line like before. I feel very satisfied with the convenience and transparency."

In particular, the Provincial Police have decentralized 51 administrative procedures to the commune level and have done a good job of mobilizing and arranging staff, ensuring that the police force operates continuously, without interruption, and without leaving areas vacant. This creates conditions for people to be served on the spot, quickly and conveniently.

The provincial police have done a good job of advising and serving the drastic and effective implementation of the tasks of Project 06 in the province. Advising the Provincial People's Committee to launch 2 peak points on implementing electronic identification for agencies and organizations; on cleaning up marriage data and implementing the reduction of procedures for confirming marital status; effectively implementing 39 pilot models of Project 06.

Among them, there are outstanding models such as: Issuing criminal records via VNeID application, medical examination and treatment using Citizen Identification Card, driving test using electronic monitoring devices that have been and are promoting positive effects. Currently, the whole province has collected more than 2.7 million electronic identification accounts, of which more than 2.49 million accounts have been activated, demonstrating people's trust in the national digital platform.

Carry out procedures for issuing ID cards to citizens.

Lieutenant Colonel Van Quoc Khanh, Chief of Cho Gao Commune Police, said: “With a modern technology system, we can support people to complete procedures faster and more accurately. In particular, the issuance of VNeID, Citizen Identification Card and related services has significantly reduced the workload for superior agencies.

In addition, the surveillance camera system and the application of technology in population management also help us better grasp the security and order situation, and promptly handle arising incidents. Digitizing records and managing electronic information not only serves the people but also supports investigation and verification when necessary."

In particular, the Provincial Police have deployed to collect public opinions on the amendment of the 2013 Constitution through the VNeID application; coordinated with relevant units to collect DNA samples of 161 relatives of unidentified martyrs, contributing to the journey of identifying and collecting martyrs' remains.

The development of population data applications, electronic identification and authentication has effectively served 5 essential utility groups including: 100% of banks apply QR code scanning on Citizen Identification Cards to authenticate customers; 99.18% of schools implement cashless tuition collection; nearly 100% pay social insurance one-time through bank accounts; data connection with departments and branches in health check-ups, birth and death registration... creating maximum convenience for people.

The results achieved by Dong Thap Provincial Police are vivid evidence of the spirit of thoroughly implementing seriously and effectively Resolution 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation in the Provincial Police force.

With the increasingly complete and modern technology infrastructure, along with the close and drastic direction of the Party Committee and the Provincial Police Department's Board of Directors, the dynamism, creativity and innovation of each officer and soldier, the work of developing science and technology, digital transformation, administrative reform and implementing the tasks of Project 06 will continue to achieve more practical results.
