From July 1, 2025, foreigners legally residing in Vietnam can register for a level 2 VNeID electronic identification account to use online public services and digital utilities, according to the provisions of Decree 69/2024.
According to the Department of Administrative Management of Social Order - Ho Chi Minh City Police, in the context of deep international integration, granting level 2 electronic identification accounts to foreigners living, studying and working in Vietnam is an inevitable requirement.
In addition, it also contributes to: Performing public administrative procedures online quickly and conveniently; Saving time, reducing paperwork; Ensuring safety, transparency and protecting legitimate rights.
In addition, the VNeID level 2 electronic identification account also helps foreigners use digital utilities such as: storing residence cards, banking transactions, registering to rent a house, using public services...

The subjects registering for a level 2 VNeID electronic identification account are foreigners legally residing in Vietnam, who have been issued a permanent or temporary residence card with a valid term.
To complete the procedure, the applicant needs to prepare the following documents: Passport (or valid international travel document); Application form for electronic identification account (form TK01 - available at the receiving location); Mobile phone number currently in use in Vietnam; Email address.
According to the Immigration Department - Ministry of Public Security , from July 1, the Ministry of Public Security will deploy nationwide the issuance of level 2 electronic identification accounts for foreigners residing in Vietnam.
Regarding time for receiving documents: Office hours on working days from Monday to Friday (except holidays and Tet according to the law).
Regarding the implementation method, foreigners go directly to the immigration management agency under the Ministry of Public Security to register for a level 2 electronic identification account.
Agency receiving documents and carrying out procedures: Immigration Department or Immigration Management Office of Provincial Police.
Authority competent to issue electronic identification accounts: Department of Administrative Police for Social Order, Ministry of Public Security.
Processing time: no more than 3 working days for cases of issuing level 2 electronic identification accounts with information about facial photos and fingerprints in the National Database on Immigration. No more than 7 working days for cases of issuing level 2 electronic identification accounts but without information about facial photos and fingerprints in the National Database on Immigration.
Notify account registration results via VNeID National Identification Application or main mobile phone number or email address.
