The floods in late October and early November 2025 with heavy rain lasting for many days, combined with the rising water level of the Huong River, eroded the wall base, combined with the constantly changing water pressure, causing the traditional brick structure to weaken.
At 6:45 p.m. on November 2, a 14.2-meter-long section of wall with an average height of 4.3 meters on the north side of the Imperial Citadel suddenly collapsed. Observations at the scene showed signs of subsidence in the surrounding area, and the drainage system at the foot of the wall was silted up, causing blockage.
This is a three-layer wall consisting of two outer layers of bricks and a middle layer of compressed clay - a structure that is vulnerable to prolonged flooding.
The preliminary cause was determined to be the combined effects of water seepage, weakened foundations, weathering over time, and the impact of traffic vibrations around the area. Many sections of the wall in the Imperial Citadel area have degraded, posing a potential risk of an incident if unusually heavy rains occur.
Faced with the complex developments and safety risks, the People's Committee of Hue City requested the immediate deployment of emergency response measures. The authorities were mobilized and assigned specific tasks to each member to regularly monitor the collapse situation at the scene, isolate dangerous areas, place warning signs and instruct people and tourists not to approach the area.
The city also proposed to increase information and propaganda so that people can clearly understand the situation and proactively prevent and mobilize legal resources to effectively handle incidents in accordance with regulations.
The Hue City People's Committee assigned the Ancient Capital Monuments Conservation Center to continue implementing emergency measures, while also assessing the overall relic works, developing a safety protection plan, and researching and establishing a project to handle emergency situations regarding the collapsed section of the citadel wall.
The Center will coordinate with relevant departments and branches to propose the scale and funding source for investment in reinforcing and preventing subsidence in this area, and advise the City People's Committee. Hue reports to competent authorities for consideration and decision.
Once the repair is completed and safety is ensured, the Department of Construction and the Hue Monuments Conservation Center will advise the City People's Committee to announce the end of the emergency situation according to regulations.
