Telegram on organizing high school graduation exams and general education entrance exams in 2025 - Lang Son Newspaper and Radio and Television Station

Deputy Prime Minister Le Thanh Long signed Official Dispatch No. 58/CD-TTg dated May 8, 2025 on organizing the high school graduation exam and general education entrance exam in 2025.

2025 is the first year to organize the High School Graduation Exam and admission to the first level of generaleducation according to the 2018 General Education Program with many innovations.

Telegram to: Ministers of Ministries, ministerial-level agencies, agencies under the Government; Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities; First Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union .

The telegram stated:

The 2025 high school graduation exam is more special than previous years: It is the first year to organize the high school graduation exam (referred to as the exam) and the first-level general education admission (referred to as the first-level admission) according to the 2018 general education program with many innovations; organized in the context that the whole country is implementing the arrangement and organization of the 2-level local government apparatus and changes in the arrangement of the inspection agency system; the number of candidates is higher; organized for both students studying according to the 2018 general education program and students studying according to the 2006 general education program. Meanwhile, the use of high-tech devices to cheat in the exam is increasingly sophisticated and complicated.

To organize the Primary School Entrance Exam and Admissions safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability and creating high consensus in society, the Prime Minister requests:

1. All levels, sectors and localities, according to their functions, tasks and authority, focus on synchronously and effectively implementing tasks and solutions to organize the Exam and admission at the beginning of the school year; strictly implement Directive No. 37/CT-TTg dated October 7, 2024 of the Prime Minister on strengthening the direction, coordination and organization of the high school graduation exam and university and vocational education admission in 2025; promote responsibility, be close in direction, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families and educational institutions.

2. Propose to the Secretaries of Provincial and Municipal Party Committees and request the Chairmen of the People's Committees of provinces and centrally-run cities:

a) Take full responsibility for the preparation and organization of the Examination and admission to the first level in the locality; issue a local implementation plan assigning specific tasks in the spirit of 6 clear principles: "clear people, clear work, clear responsibility, clear authority, clear time, clear results" associated with the national roadmap for implementing the Party and State's policy on arranging 2-level local government.

b) Directing Party committees, authorities and relevant organizations in the area to effectively coordinate with the Education sector to carefully prepare necessary conditions, have contingency plans for all unusual situations, and not let any stage of the Exam and admission at the beginning of the level occur without close management and supervision and without a responsible person.

c) Direct the Provincial Inspectorate to urgently develop inspection and examination plans at all stages and steps, especially the stage of assigning responsibilities to participating organizations and individuals; pay attention to ensuring that the activities of relevant agencies and units in organizing the Examination and admission at the beginning of the level are not affected.

3. The Ministry of Education and Training presides over and coordinates with ministries, agencies and localities to:

a) Continue to review the guiding documents and activities of organizing the Exam to have specific and detailed instructions for localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assign specific tasks, clearly define people, work, authority, responsibility, time, and results for all stages and tasks throughout the organization process.

b) Closely monitor, proactively grasp the situation, promptly remove difficulties and obstacles for localities and issues arising during the Examination and admission at the beginning of the level.

c) Continue to review, promptly direct and guide localities to have plans to inspect the preparation and organization work; focusing on stages with potential risks of negativity, fraud, and insecurity in the Exam and admission at the beginning of the level.

d) Carefully review all stages, steps, tasks, and contents of the 2025 high school graduation exam to ensure absolute accuracy, safety, and appropriate differentiation.

d) Actively coordinate with the Central Propaganda and Mass Mobilization Committee to do a good job of communication work with the spirit of providing correct, complete, objective and timely information so that parents, students and the whole society can clearly understand and reach high consensus in organizing the Exam.

4. The Ministry of Public Security shall develop a specific plan and direct professional units to coordinate with the Education sector to organize the Exam to ensure security, safety, consistency, and smoothness from central to local levels; strengthen the work of grasping the situation, preventing, detecting, and handling violations of the law related to the Exam.

5. The Government Inspectorate closely coordinates with the Ministry of Education and Training to provide specific direction and guidance to localities and relevant agencies on inspection work to ensure compliance with regulations, facilitating the preparation and organization of the Exam.

6. The Ministry of Health shall develop plans, schemes and provide specific instructions on coordinating the organization of the Exam to ensure consistency and smoothness from central to local levels in environmental sanitation, food safety, preparation of human resources, materials and medical equipment to serve the examination and treatment of students, staff and teachers participating in and organizing the Exam.

7. Propose that the Central Executive Committee of the Ho Chi Minh Communist Youth Union direct all levels of the Youth Union to participate in supporting candidates, candidates' families and ensuring order and safety during the Exam.

8. Relevant ministries, agencies and localities, according to their functions, tasks and authority, closely coordinate with the Education sector in organizing the Exam to ensure quality, safety, seriousness and compliance with exam regulations.

9. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch, promptly coordinate closely with the Ministry of Education and Training to report to the Prime Minister on arising issues beyond its authority as prescribed./.
