According to the Decision, 33 communes and towns in the districts of Binh Gia, Van Quan, Trang Dinh, Cao Loc and Van Lang , Lang Son province, were recognized as Safe Zone communes during the resistance war against France and the US, including:
Communes of Hoang Van Thu, Tan Van, Thien Thuat, Hong Phong, Hoa Tham, Hung Dao, Mong An and Binh Gia town, Binh Gia district.
Communes of Tran Ninh, Diem He, Lien Hoi, An Son, Tan Doan, Trang Phai, Binh Phuc, Yen Phuc, Luong Nang, Tu Xuyen, Tri Le, Van Quan district.
Dao Vien, Quoc Khanh, Dai Dong, Khang Chien, Hung Viet communes and That Khe town, Trang Dinh district.
Communes of Binh Trung, Cao Lau, Xuat Le, Mau Son, Thuy Hung, Cao Loc district.
Communes of Hoi Hoan, Hoang Van Thu, Tan My, Van Lang district.
The decision also clearly stated that Binh Gia, Van Quan and Trang Dinh districts of Lang Son province were recognized as safe zones during the resistance war against France and the US.
The above-mentioned Safe Zone communes and Safe Zone areas are entitled to preferential policies according to current regulations.
According to Decision No. 897/QD-TTg dated May 27, 2016 of the Prime Minister , a safe zone commune must have 3 of the following 5 criteria:
The Party Committee from the Regional Party Committee, Military Region Party Committee and above directs the construction of revolutionary safety zones (places with favorable conditions in terms of terrain, topography, politics , military, socio-economics, population, and ensuring safety for the Party's revolutionary leadership activities during the resistance war against France and the US).
The place of residence (raising, hiding, keeping secrets), work and leadership activities, directing the building of revolutionary movements in the resistance war against France and America of comrades and cadres of the Party, State, Vietnam Fatherland Front and socio-political organizations from the Regional and Military Region levels and above.
Places where especially important events took place, where strategic decisions of the Party were of a turning point in the stages of the two resistance wars against France and the US, or where the headquarters of agencies, organizations, units of the Party, the State, the Vietnam Fatherland Front and socio-political organizations from the Regional and Military Region levels and above were located, diplomatic headquarters (Embassy, Consulate General, etc.) of foreign countries, and campaign-level Front Command offices during the resistance wars against France and the US.
Places for stationing, training, coaching, gathering, and transit of armed forces (army, police) from company level and above; places with warehouses for storing food, provisions, weapons, equipment, military uniforms, military supplies, etc. during the resistance war against France and America to serve the Front at campaign level or Military Region level and above.
The place has a strong revolutionary base and movement in the resistance war against France and the US; at the same time, the local armed forces have proactively or coordinated with the regular armed forces to organize battles against the enemy to protect the safety of cadres, agencies and organizations of the Party and State stationed in the area or where important victorious battles have taken place, contributing to creating an advantageous battlefield situation for the revolution and resistance in the area and neighboring areas.
