'The 2024 amnesty work at Vinh Quang Prison is being implemented methodically, publicly, transparently and effectively'

On September 9, Deputy Foreign Minister Do Hung Viet, member of the 2024 Amnesty Advisory Council, led an interdisciplinary delegation to inspect the 2024 amnesty work at Vinh Quang prison, Vinh Phuc province.

Also participating in the working delegation were representatives of the Standing Office of the Amnesty Advisory Council, Department C10, Ministry of Public Security and Ministry of Foreign Affairs.

At the meeting, Deputy Minister Do Hung Viet affirmed that amnesty is a lenient and humane policy of the Party and State, demonstrating the fine tradition of humanity of the Vietnamese people. To implement this very correct policy, amnesty work is being urgently and synchronously deployed with the coordination of relevant ministries and branches, in which the efforts of the facilities, including Vinh Quang Prison, play a very important role.

The Board of Directors of Vinh Quang Prison reported to Deputy Minister Do Hung Viet and members of the working group on the implementation of the 2024 amnesty work of the unit, including the dissemination and propaganda of Decision No. 758/2024-QD-CTN dated July 30, 2024 of the President on amnesty in 2024 and the Guidance of the Amnesty Advisory Council to prisoners, the work of preparing and reviewing records to propose to the Amnesty Advisory Council cases eligible for amnesty.

With the unique feature of being the place where most foreign prisoners in Vietnam serve their sentences, the Board of Directors of Vinh Quang Prison has made efforts to overcome difficulties in reviewing and building records for these prisoners.

The unit has had initiatives such as translating and publicly posting the content of the Amnesty Decision into English, and the languages ​​of some countries with many prisoners serving sentences such as China, Laos, etc.; assigning foreign prisoners who are fluent in Vietnamese to support prisoners who are not fluent... These initiatives help prisoners understand the regulations and ensure their rights.

With these efforts and initiatives, although implemented in a short time with a large number of files to be reviewed, the amnesty work was implemented promptly and methodically by Vinh Quang Prison, meeting the progress and requirements set forth, ensuring that no cases that met the conditions but were not considered for amnesty were left behind.

Deputy Minister Do Hung Viet highly appreciated the efforts of the Vinh Quang Prison Management Board in implementing the 2024 amnesty work in a methodical, public, transparent, effective manner, in accordance with regulations and procedures, ensuring the legitimate rights of detainees.

In addition to the amnesty work, Deputy Minister Do Hung Viet also highly appreciated the fact that Vinh Quang Prison has performed well in all aspects of its work, especially in effectively coordinating with foreign representative agencies in Vietnam, units of the Ministry of Foreign Affairs, and the Ministry of Public Security in foreign protection work for their citizens serving sentences; or participating in international exchanges and cooperation in the field of prison management.

Noting the interest of domestic and international public opinion in the amnesty work as well as the management, education and guarantee of the rights of detainees in general, Deputy Minister Do Hung Viet emphasized that relevant units of ministries and branches need to continue to coordinate closely and smoothly; at the same time, pay more attention and proactively make proposals and recommendations to competent authorities on difficult and arising issues, especially related to the diversity of customs, practices, language proficiency... of foreign prisoners during the process of serving their sentences in Vietnam.

The interdisciplinary delegation led by Deputy Minister Do Hung Viet is one of the inspection delegations of the 2024 Amnesty Advisory Council members, an important activity implemented according to the Council's Plan to ensure that the 2024 amnesty work is carried out in accordance with the President's Decisions and the Council's Instructions, ensuring publicity, transparency, democracy, and strictness, meeting political and legal requirements, and on schedule.

Vinh Quang Prison of the Ministry of Public Security located in Tam Dao district, Vinh Phuc province is one of the main facilities ensuring the execution of criminal sentences for prisoners of foreign nationality, currently managing about two-thirds of the number of prisoners of foreign nationality nationwide.
