Mr. Huynh Thanh Dat, Minister of Science and Technology, Chairman of the Science and Technology Advisory Council for Safety Assessment of Dams and Reservoirs on the Da River Hydropower Ladder, inspected Hoa Binh Hydropower Plant and Hoa Binh Hydropower Extension Plant.

On September 12, in Hoa Binh, Mr. Huynh Thanh Dat, Minister of Science and Technology, Chairman of the Science and Technology Advisory Council for the assessment of dam and reservoir safety on the Song Da hydropower cascade, conducted a field inspection and assessment at the Hoa Binh Hydropower Plant and the Hoa Binh Hydropower Extension Plant after storm No. 3 and is currently being affected by post-storm circulation. Attending the inspection were leaders of the Vietnam Electricity Group; leaders of the Hoa Binh Hydropower Company, Power Project Management Board 1, and scientists and experts of the Safety Advisory Council. Representatives of the Hoa Binh Hydropower Company and Power Project Management Board 1 (the unit implementing the Hoa Binh Hydropower Extension Project) reported on the implementation of the inspection and assessment of dam and reservoir safety. The units have taken proactive measures to prevent, combat, and promptly handle damage to the structure of the project and monitoring equipment; Always ready with dam protection plans, natural disaster prevention and control plans and emergency response plans to ensure the safety of the dam and reservoir of the Hoa Binh Hydropower Project. Through the report and preliminary assessment of the Expert Team, it can be seen that the Hoa Binh Hydropower Project is operating in a stable and safe state. Speaking at the inspection, Minister Huynh Thanh Dat highly appreciated the Vietnam Electricity Group and the Hydropower Companies for successfully completing the tasks of managing and operating the project, regulating the reservoir, and always having plans ready to respond to the impacts of storm No. 3. At the same time, he requested that the Vietnam Electricity Group, the Hoa Binh Hydropower Company and the Power Project Management Board 1 continue to monitor, evaluate and proactively strictly implement the inter-reservoir operation process in the Red River basin (Decision No. 740/QD-TTg); timely inform the Science and Technology Advisory Council for assessing the safety of reservoirs and dams on the Da River hydropower cascade (through the Standing Office of the Council) in unusual situations related to the safety of reservoirs and dams; prepare dam protection plans, disaster prevention and control plans and emergency response plans in case of incidents. Organize inspections of key construction items such as: the entire pressure line, flood discharge works, water slopes, watertight sluice gates, reinforcement of the two shoulders of the works for stability and monitoring of landslides caused by rain and floods at the construction route (if any)... to ensure the stable operation of the works.
