
On June 4, a representative of the Vietnam Register said that they had just sent a document requesting the Ministry of Construction to report to the Government for consideration and issue a document directing the State Bank to remove difficulties for vehicle owners who are eligible to borrow money by mortgaging their vehicles.
Accordingly, the Vietnam Register recommends that the State Bank direct commercial banks to create conditions for vehicle owners who are subject to mortgage loans to borrow back the old vehicle registration certificate, or send officers to bring the documents with the vehicle owner to complete the procedures to change the new registration certificate according to regulations.
The above proposal was made by the leader of the Department of Registration in the context that many transport business vehicle owners have switched from using white-background license plates to yellow-background ones as prescribed, but most of them have not changed their vehicle registration certificates to match the new license plate color.
The reason is that the vehicle is currently mortgaged at the bank, with the vehicle registration certificate as collateral. Borrowing or withdrawing the old vehicle registration certificate to complete the procedures to change to a new one is difficult.
In fact, there are cases where banks support car owners when they mortgage additional assets or cash. Cases with bad debts or unfavorable credit relationships are almost never resolved.
In addition, some transport businesses have loan records that are being sealed by the investigation agency, making it even more impossible to change vehicle registration.
Therefore, in addition to the above proposal, the Registry Department also recommended that the Ministry of Construction report to the Government to direct the Ministry of Public Security to create maximum convenience for people, especially in handling cases where vehicles are mortgaged at banks but still need to change registration papers to ensure compliance with legal regulations.
“This is not only to support people and businesses, but also to help unify vehicle data between registration agencies and inspection agencies, better serving the management, monitoring and handling of traffic violations in the coming time…”, said a representative of the Department of Registration.
Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that in reality, most business vehicles of enterprises and individuals, including passenger cars, trucks, taxis, etc., are mortgaged to banks using vehicle registration certificates.
“Withdrawing or borrowing a vehicle registration certificate from a bank to bring to the traffic police agency to change the vehicle registration certificate cannot be done. As a result, as of January, there were 1.2 million commercial vehicles nationwide that were “stuck” in the inspection process. Of these, Hanoi had thousands of vehicles,” said Mr. Quyen.
According to statistics from the Department of Registration, there are currently about 850,000 vehicles out of more than 1 million commercial transport vehicles that have changed to yellow license plates. With this situation, hundreds of thousands of vehicles are at risk of being denied inspection because they have not completed the procedures for changing vehicle registration certificates according to regulations.
