Specifically, the Customs Department requires units to facilitate and prioritize immediate customs clearance for export goods that are agricultural, forestry and fishery products, especially durian and perishable items, and goods that are in the harvest season. Any problems arising during customs procedures must be resolved immediately, so as not to affect export progress.

At the same time, units need to closely coordinate with relevant agencies, regularly update the situation, and promptly provide information on import and tariff policies of countries to enterprises exporting agricultural, forestry and fishery products through border gates in the area.

Notably, the Customs Department emphasized that it will strictly handle cases that cause trouble for businesses during the process of carrying out export procedures.

This document is issued to implement the Prime Minister 's direction in Official Dispatch No. 59 dated May 8 on focusing on directing the assurance of production, consumption and export of agricultural, forestry and fishery products in the context of global trade fluctuations and Official Dispatch No. 71 dated May 23 on a number of tasks to promote sustainable durian production and export.

According to statistics, in the first 4 months of 2025, Vietnam only exported 35,000 tons of durian, reaching about 20% of the plan and decreasing by more than 44,000 tons compared to the same period in 2024, equivalent to a decrease of about 370 million USD in turnover.

The main reason comes from the fact that some importing countries have tightened control by adding new regulations on Vietnamese durian.

Along with that, the increasingly complex climate change situation and the rapid, uncontrolled increase in durian growing areas in some localities have raised concerns about the risk of imbalance and lack of sustainability in the development of this industry.
