Cuc Phuong exploits well its potential and advantages for tourism development.

Cuc Phuong commune was established on the basis of merging the entire natural area and population of Van Phuong commune and Cuc Phuong commune. The commune has a total natural area of over 132.6 km2, of which the forest area accounts for nearly 85%; population of 8,600 people, with more than 50% being ethnic minorities.

Immediately after the merger and coming into operation, the Party Committee, government and people in the commune united, promoted the sense of responsibility, focused on leadership, direction, and implementation of tasks according to the plan and requirements; inspected, supervised, removed and overcame difficulties and obstacles to ensure the organization and apparatus, the new 2-level local government model operated smoothly, served the people better, and achieved many positive results in all fields.

Total state budget revenue for the first 10 months of 2025 is estimated at 80 billion VND, equal to 101% of the commune People's Council's estimate. The whole commune currently has 9/17 villages recognized as model new rural villages; by the end of 2025, it is expected that 3 more villages will be recognized as model new rural villages. The tourism industry continues to develop, in the first 9 months of 2025, the commune welcomed nearly 189,000 visitors; revenue is estimated at 23 billion VND.

According to Mr. Tran Viet Hung, Secretary of the Party Committee of Cuc Phuong commune, the operation of the 2-level local government model in the locality is facing a number of difficulties and obstacles. After the arrangement of administrative units, construction planning, land use planning, new rural planning... are no longer suitable, causing difficulties for management and infrastructure development. Paper documents have not been edited, are subject to permanent storage, need to be digitized to serve effective management and search work, but there is no funding for implementation. Information technology infrastructure in villages has not been invested; Party cells of public service units have not created software for the Information System to operate Party agencies, so information exchange and task implementation on the information portal are still limited...

At the working session, representatives of departments and branches of Ninh Binh province focused on discussing and clarifying difficulties and problems, and at the same time proposed solutions to promote socio -economic development of the commune.

Ninh Binh Provincial Party Secretary Dang Xuan Phong emphasized that Cuc Phuong is a special locality of the province, with an important position in terms of ecology, national defense and socio-economic development. With more than 85% of the area being forest, 50% of the population being ethnic minorities with unique cultural beauty of the Muong ethnic group, especially the commune has Cuc Phuong National Park - the first national park of Vietnam, honored for 6 consecutive years as "Asia's leading national park". These are great advantages for the locality to exploit and develop tourism services.

The Secretary of the Ninh Binh Provincial Party Committee suggested that the Party Committee of Cuc Phuong commune should strongly innovate its leadership thinking and management methods, clearly identify the focus and key points in each stage, build a comprehensive development strategy that is suitable to local characteristics, especially in the fields of eco-tourism, services, trade, forest protection, water resource development, preserving the cultural identity of the Muong ethnic group; develop the economy in a sustainable direction, linking growth with natural resource conservation and ecological environment protection. The implementation of the 2-level local government model must ensure smooth and unified operation, aiming to better serve the people.

Previously, the delegation visited and surveyed Cuc Phuong National Park; surveyed the investment project to build an inter-regional traffic route, avoiding floods connecting DT 479D road with Thanh Vinh commune, Thanh Hoa province; the investment project to build embankments, prevent landslides, drain floods in Suoi Nga, protect 7 residential areas, protective forests and develop community tourism in Cuc Phuong commune.
