Concluding the regular Government meeting in August 2023 held on the morning of September 9, Prime Minister Pham Minh Chinh clearly stated his viewpoints on responding to difficulties to achieve the set goals.
Accordingly, the 4 "determinacies" include: Determined not to back down in the face of difficulties; Determined not to say no, not to say difficult, not to say yes but not to do; Determined to protect cadres who dare to think, dare to do, and handle cases of harassment and negativity; Determined to remove difficulties for people and businesses, promote production, business, and create jobs.
Promoting 3 growth drivers
To do this, the Prime Minister proposed solutions to continue focusing on promoting three growth drivers (investment, export, consumption).
Focus on consolidating and promoting the agricultural and service sectors, reviving the industrial sector, focusing on processing and manufacturing, removing market difficulties, overcoming supply chain disruptions...
In the management of monetary and fiscal policies, continue to implement proactive, flexible, timely and effective monetary policies. Coordinate synchronously, closely and harmoniously with a reasonable, focused, key, rapid and decisive expansionary fiscal policy and other policies to prioritize promoting growth while ensuring macroeconomic stability.

The Prime Minister requested ministries, branches and localities to closely monitor developments in the international and domestic situation to have synchronous, appropriate, timely and effective policy responses.
In particular, it is necessary to clearly identify promoting industrial production as the key task, promoting the manufacturing and processing industry and key industries.
Speed up the progress of large-scale, high-tech, widespread projects, deploy solutions to ensure energy security (electricity, gasoline); review legal regulations to have specific instructions on investment in the power transmission grid.
In agriculture, promote the production of food, foodstuffs, and essential goods to meet the needs at the end of the year and during holidays. Take advantage of opportunities to export agricultural products, while ensuring national food security.
Resolutely, synchronously and effectively implement solutions to combat illegal fishing (IUU) to remove the EU's yellow card. The Prime Minister noted good preparation for the International Rice Festival at the end of the year and effective implementation of the 1 million hectare high-quality rice program.
In services and tourism, strongly develop service industries with potential and advantages, apply high technology; promote communication about new visa policies, extend the length of stay and promote tourism in key markets; prepare well for the peak international tourism season...
Cut out unnecessary procedures
Regarding removing difficulties and obstacles, reforming administrative procedures, digital transformation and implementing Project 06, the Prime Minister requested to focus on reviewing legal regulations, mechanisms and policies, promptly detecting shortcomings and obstacles to proactively amend, improve or propose to competent authorities according to regulations.
Focus on rectifying, enhancing responsibility and improving the effectiveness of administrative procedure reform associated with digital transformation and national public services. Resolutely cut and absolutely do not issue additional unnecessary procedures that increase costs and implementation time for people and businesses.
The Prime Minister also assigned relevant ministries and sectors to strengthen forecasting, warning, and timely information on drought, saltwater intrusion, storms, floods, riverbank and coastal erosion, flash floods, and landslides to have effective prevention and control measures; and to prepare rescue plans and overcome consequences.
Do a good job of preventing and combating corruption and negativity, practicing thrift and combating waste; resolve complaints and denunciations as soon as they arise at the grassroots level, not allowing "hot spots" to form.

Assigning some specific tasks in addition to the regular work of ministries, branches and localities, the Prime Minister requested the People's Committees of provinces and cities to be more proactive, creative and timely in directing, operating and managing. Focus on proactively implementing well the work of establishing, appraising, approving or reporting plans according to their authority.
Further promote the disbursement of public investment capital, the Socio-Economic Recovery and Development Program, and three national target programs in the area. Focus on site clearance, preparation of raw materials and filling materials to serve the construction of expressway projects through the area.
The State Bank focuses on removing credit bottlenecks; urgently reviewing and perfecting regulations, conditions and procedures for lending, ensuring increased access to credit for people and businesses in priority areas.
Banks and businesses need to share and understand, put themselves in the other person's shoes, "in me there is you, in you there is me" to handle work.
Step up handling of weak banks, compulsory purchase according to the policy approved by competent authorities, report to the Government and Prime Minister in September 2023.
The Ministry of Finance effectively implements policies on tax, fee and charge exemption, reduction and extension; proactively researches and promptly proposes appropriate solutions to support production and business development in the coming time.
The Ministry of Planning and Investment urgently urges and guides the acceleration of public investment disbursement; promotes private investment, attracts FDI capital and public-private partnership (PPP) projects. Urgently appraises planning and expressway projects under the PPP method (Nam Dinh - Thai Binh; Gia Nghia - Chon Thanh).
The Ministry of Industry and Trade handles issues related to renewable energy in a timely and effective manner; promotes industrial development.
The Ministry of Agriculture and Rural Development focuses on boosting agricultural production, especially food; seriously, drastically, synchronously and effectively implementing solutions to combat illegal fishing (IUU), striving to remove the EU's yellow card in October 2023 .
