Focus on conveying key contents, meeting the needs of society (new and outstanding points of the Social Insurance Law No. 41/2024/QH15 and Law No. 51/2024/QH15 amending and supplementing a number of articles of the Social Insurance Law...). Thereby, helping people better understand the attention of the Party and State to the social security system; the continuous efforts of the Vietnam Social Insurance system in ensuring social security for all people.
It is known that in April alone, the provincial Social Insurance has established direct communication teams and groups in the form of small groups, suitable for the local reality. Coordinated with the Provincial Farmers' Association to organize 2 conferences to integrate propaganda on social insurance and health insurance policies in Than Uyen district. Signed a contract with the Provincial Radio - Television Station, Lai Chau Newspaper to propagate social insurance, health insurance and unemployment insurance (BHTN) policies and regimes. Instructed people to go for medical examination and treatment using health insurance cards on the VneID application. At the same time, promoted communication on the Provincial Social Insurance Electronic Information Portal; zalo, fanpage of provincial and district Social Insurance; loudspeakers in communes, wards and towns. Provided advice and answers on social insurance and health insurance policies to 840 people via phone and social networks. As of April 30, the whole province had 6,932 people participating in voluntary social insurance, an increase of 754 people compared to the same period in 2024; Health insurance covers 408,837 people, reaching a coverage rate of 87.5% of the population.
Since the beginning of May, the provincial and district social insurance agencies have continued to promote communication work. Notably, Tam Duong district social insurance agencies have coordinated with the district Farmers' Association to organize conferences to disseminate social insurance and health insurance policies to members and farmers in 5 communes and towns of the district. Phong Tho district social insurance officers have not been afraid of difficulties and hardships to go to the highland and border communes of the district to propagate, mobilize, distribute leaflets, and persistently explain the benefits of participating in voluntary social insurance and health insurance to people.

In particular, on May 17, the Provincial Social Insurance coordinated with the Provincial Post Office to organize a communication launching ceremony in response to May - the month of promoting the implementation of universal social insurance in 2025 with the theme: "Social insurance for peace of mind for every family" in a direct and online form to district social insurance points in the province.
Speaking at the ceremony, Ms. Vu Thi Hoai Guong - Deputy Director of the Provincial Social Insurance emphasized: This is the first campaign of 2025, a year with many changes in policies, expanding benefits for voluntary social insurance and family health insurance participants. Specifically, from July 1, 2025, the Social Insurance Law 2024 takes effect, people only have to pay a minimum of 15 years of voluntary social insurance, in addition to receiving maternity benefits. Regarding health insurance, from June 1, 2025, the Provincial Social Insurance will not print paper health insurance cards, so people need to proactively install the VssID-Social Insurance digital application for themselves and their family members, proactively synchronize data on the chip-embedded citizen identification card to both be convenient and fully enjoy the benefits when participating in social insurance and health insurance. The ceremony also aims to create consensus and unity in communicating social insurance and health insurance policies to Party committees, authorities at all levels, sectors, socio- political organizations and all people, contributing to increasing the coverage rate of social insurance and health insurance.
Accordingly, each cadre, civil servant and employee of the Social Insurance and Provincial Post Office is assigned the target of developing 1 person to participate in voluntary social insurance and 2 people to participate in health insurance. With high determination, on the launching day, the whole province developed 166 people to participate in voluntary social insurance and 312 people to participate in family health insurance. According to comrade Vu Thi Hoai Guong: This is an encouraging result for a difficult mountainous province, most of the people have low education level, the rural population accounts for 82.33%, the multidimensional poverty rate is 28.10%, the average income per capita is 2,323.8 thousand VND/person/month like Lai Chau.
Although only 28 years old, Ms. Tran Thi Oanh (who sells modern medicine at Doan Ket market, Lai Chau city) has just decided to participate in voluntary social insurance with a contribution of 517,000 VND/month. Ms. Oanh shared: When being propagated and explained by the provincial social insurance officer, I found that the new Social Insurance Law has many advantages, especially the shortened contribution period plus maternity allowance, this is very beneficial for young people like me. In particular, there are different contribution levels, I just need to choose the right one and when I get old, at least I will not have to depend on my children financially .
It can be said that communication work is a bridge to convey information about social insurance and health insurance policies to all classes of people, raising awareness and initiative of people in participating and enjoying the policies. Clearly demonstrating responsibility, the provincial Social Insurance has been striving to best fulfill its tasks.
