Da Lat proposes plan to transfer duties as UNESCO Creative City of Music

Regarding the content proposed by Da Lat City and asking for opinions, on May 15, Lam Dong Provincial People's Committee issued a document assigning the Department of Culture - Sports and Tourism to preside over and coordinate with relevant agencies and units to research; at the same time, consult with the Ministry of Culture - Sports and Tourism, the UNESCO Office in Vietnam and relevant professional agencies, report and propose to the Provincial People's Committee for consideration and settlement according to regulations, to be completed before June 1, 2025.

According to the People's Committee of Da Lat City, on October 31, 2023, Da Lat City officially became a member of the UNESCO Global Creative Cities Network in the field of music. This is an important milestone, affirming the position and creative potential of the city, contributing to opening up many opportunities to promote comprehensive development in the fields of culture, education, economy and international cooperation for the locality.

After being recognized, Da Lat City has made efforts to coordinate and implement many programs and initiatives committed to when joining the network, specifically: Implementing 1/3 of local-level commitments (building the Da Lat Art Map); organizing large-scale and quality international music events (Da Lat Music Festival 2024 - Sweet Love, Best Dance Crew program, Music Night Run, Da Lat Color Fun Festival 2024, Dalat Spring Concert international music night with the participation of famous singers and bands from the 1970s - 1980s...); special art programs within the framework of the 130th anniversary of Da Lat's formation and development; The 10th Da Lat Flower Festival in 2024... attracting a large number of international tourists and artists to participate; Developing cultural infrastructure with more than 40 performance and creative spaces for artists (Madame show at Tran Le Xuan Palace, Vietnam Amazing show at Thong Da Lat Theater, CHIEUU and 5 AM music programs at Xuan Huong Lake, Ly Tu Trong art street, Than Tho Lake art performance space;...); attending the Annual Conference in Braga city, Portugal.

However, in order to implement the policy of restructuring the apparatus and administrative units at all levels, from July 1, 2025, Da Lat City will cease its operations. Therefore, the maintenance and continued implementation of commitments must be transferred to other units to ensure inheritance, continuity, efficiency and conformity with the new organizational structure.

In order to ensure the continued sustainable implementation of commitments to UNESCO in the period of 2024 - 2027 and the following periods, the People's Committee of Da Lat City proposed that the People's Committee of Lam Dong Province consider and consult with the Ministry of Culture, Sports and Tourism and the UNESCO Office in Vietnam on proposing a unit to continue to undertake the implementation of commitments to the creative city of music according to 2 options.

Option 1 assigns the Department of Culture, Sports and Tourism of Lam Dong province to be the focal point for receiving and continuing to carry out the task. Option 2 assigns Xuan Huong Ward - Da Lat (a unit expected to be later classified as a commune-level administrative unit) to be the focal point for receiving and continuing to carry out the task.
