Previously, the People's Committee of Son Tra district received a notice from the Joint Venture of Duc Manh Joint Stock Company and 579 Investment and Construction Joint Stock Company (DMC-579 Joint Venture), the investor of the apartment project for low-income people in An Trung 2 residential area (An Hai Nam ward, Son Tra district), that on social networking sites there were many posts providing advice, guidance and receiving documents for buying and selling apartments in blocks A and B of the An Trung 2 apartment project.


The project investor confirmed that the two blocks A and B are under construction and have not been opened for sale, and that they have not entrusted, cooperated or authorized any unit, organization, individual or real estate floor to advertise or receive deposits for the sale of apartments. The investor recommends that people be extremely cautious and carefully check the legal issues related to the information on buying and selling social housing apartments at the above project to avoid being scammed.
From the feedback of the DMC-579 Joint Venture, the People's Committee of Son Tra District recommends that all information about the opening for sale when the project is qualified, the start and end time of receiving applications to buy apartments, and payment methods will be specifically announced on the investor's website and publicly announced on the electronic information portal of the Department of Construction so that people can know and contact directly for instructions on receiving applications to buy social housing.
It is known that the An Trung 2 low-income apartment project has a total land area of 13,921.15m2, including 3 blocks and other auxiliary items with a total of 957 apartments. Of which, block C was completed and put into use in 2019 with 324 apartments. Blocks A and B are under construction but are unlikely to be completed on schedule as approved in the fourth quarter of 2025.

On the same day, the Department of Construction of Da Nang City also sent an official dispatch to relevant units requesting to rectify the reception and approval of applications for renting and purchasing social housing in the area. Accordingly, the Department of Construction requested the People's Committees of districts to strengthen their responsibility in state management of housing, regularly inspect and strictly handle administrative violations in housing transactions, real estate services business and management and use of social housing.
The investor of a social housing project shall sell social housing at a price not exceeding the price appraised by the Department of Construction. The advance payment by the buyer of social housing shall be made in accordance with the agreement in the housing purchase contract, in accordance with the approved construction completion rate and project implementation progress. The sale of social housing shall not exceed the price announced by the Department of Construction.
At the same time, the Department of Construction of Da Nang City recommends that individuals and households who need to rent or buy social housing fully understand the information of social housing projects that are eligible for sale and receive registration documents for renting or buying according to the announcement of the Department of Construction.
