Da Nang maintains anti-IUU fishing for sustainable fisheries development

(Chinhphu.vn) - Da Nang City will maintain and thoroughly handle illegal, unreported and unregulated (IUU) fishing activities to develop a sustainable fisheries economy.

Verify and thoroughly handle IUU fishing activities

According to the Department of Sea and Islands - Fisheries of Da Nang City, realizing the urgent requirements of the task of combating IUU fishing and preparing to work with the inspection team under the direction of the Secretariat, the Government and the Ministry of Agriculture and Environment , in the past time, Da Nang City has focused maximum resources to implement drastic solutions. Up to now, the shortcomings and limitations in the work of combating IUU fishing have been basically overcome.

Specifically, the City has completed handling all "3 no" fishing vessels in the area, issuing full documents to 453 fishing vessels that were registered but did not meet operating conditions (late fishing license, late inspection). The review, verification and handling of IUU fishing activities have been completed.

From October 2023 to the end of March 2025, the authorities conducted 19 inspections and patrols at sea and at Tho Quang fishing port, detecting 558 fishing vessels with signs of violations, of which 36 vessels were fined with a total amount of 869 million VND.

Up to now, Da Nang City has not detected any serious violations of IUU fishing (no fishing vessels of the city have violated foreign waters, been arrested, or processed; sent or transported VMS equipment; or brokered or colluded in violating illegal fishing in foreign waters).

Since the beginning of 2025, the City has organized 29 propaganda sessions for over 1,600 fishermen; worked directly with over 2,300 ship owners and captains to support and guide procedures for issuing documents and tracing the origin of exploited aquatic products. Currently, there are no more "3 no" fishing vessels in the city and 100% of fishing vessels eligible for fishing activities have been marked and registered.

Mr. Nguyen Lai, Head of Tho Quang Fishing Port and Fishing Lock Management Board, said: 100% of fishing vessels docking at the port to unload aquatic products submit their fishing logs, purchasing and transport logs and are monitored for output according to regulations. Data is fully and promptly updated into the monitoring, reporting and data retrieval system.

From October 2023 to present, 12,666 fishing boats have docked at Tho Quang port to unload seafood, with a total output of 65,765 tons. The authorities have collected 12,805 logbooks; successfully approved 5,768 docked boats and 6,028 exported boats on the electronic traceability software system for the origin of exploited seafood.

Continue to inspect and control 100% of fishing vessels entering and leaving port

In preparation for the 5th EC Inspection Delegation, Da Nang City continues to inspect and control 100% of fishing vessels entering and leaving ports at border posts and stations along the coast. Ensure that 100% of vessels entering and leaving ports have full documents and comply with the fishing vessel monitoring system, and penalize 100% of IUU fishing violations.

The city monitors 100% of fishing vessel output arriving at the port for unloading; collects and submits quality-assured purchasing and exploitation logs, compared with VMS data; regularly monitors vessels that do not meet operating conditions.

Monitor and supervise all fishing vessels operating at sea 24/7 through the fishing vessel monitoring system. Create a watch list and strictly handle cases of vessels losing connection to the VMS system. Continue to organize peak inspections and patrols in sea areas and strictly punish IUU violations to create strong changes.

Vice Chairman of the People's Committee of Da Nang City Tran Chi Cuong requested agencies, units and localities to regularly and resolutely maintain solutions to combat IUU fishing to develop a sustainable fisheries economy .

The City leaders requested the Department of Agriculture and Environment to study solutions to effectively manage unqualified vessels, prevent the emergence of "3 no" fishing vessels; urgently complete the issuance of documents and update data into the fishing vessel management software.

At the same time, step up propaganda, raise awareness; proactively grasp the situation, detect early and prevent ships operating without sufficient documents or illegally exploiting in foreign waters; support localities in licensing ships with lengths from 6 m to under 12 m to exploit in coastal areas. The City Border Guard Command strengthens monitoring of unqualified ships and strictly handles cases of intentional violations.
