Da Nang: Timely warning of the risk of delay in progress of public investment projects

Ms. Tran Thi Thanh Tam, Director of the Department of Finance of Da Nang City , said that in order to complete the target of disbursing 100% of the public investment capital plan in 2025, the City People's Committee needs to require units to regularly review and update the progress of each project.

At the same time, Da Nang needs to promote digital transformation in public investment management and supervision, apply real-time disbursement tracking software, and promptly warn of risks of delays. Along with that, it is necessary to continue reforming administrative procedures, shortening the time for document approval and payment settlement.

The total estimated public investment capital plan for 2025 assigned by the Prime Minister to the city is more than 16,400 billion VND.

The City People's Council and City People's Committee assigned 17,638 billion VND, not including 2 batches of central budget capital plan for 2025 after September 30, 2025, assigned by the Prime Minister to add 812.7 billion VND from the source of increased central budget revenue in 2024.

From the beginning of the year, the city allocated 17,074 billion VND in detail to units and localities, reaching 96.8% of the capital plan assigned by the City People's Council. Of which, the local budget was 12,262 billion VND (reaching 100%), the central budget was 4,811 billion VND (reaching 89.5%).

The remaining unallocated capital plan is 564 billion VND from the central budget, including: the national target program for sustainable poverty reduction of 3.47 billion VND and foreign capital (ODA) of 60.6 billion VND; the capital source to increase central budget revenue of 500 billion VND is arranged for the project to upgrade and renovate National Highway 14D assigned by the Prime Minister in Decision No. 1566/QD-TTg dated July 19, 2025.

With the strong leadership and direction of the city's leaders and the participation of agencies, departments, branches and localities, the disbursement work has achieved remarkable results so far.

According to the State Treasury of Region XIII, by October 31, 2025, the disbursement of the capital plan according to the assigned budget in 2025 reached VND 8,580 billion/VND 16,402 billion, equal to 52.3% of the plan assigned by the Prime Minister; equal to 48.6% of the plan assigned by the City People's Council, of which the disbursement of central capital reached VND 2,203 billion/VND 5,375 billion, equal to 41% of the capital plan assigned by the Prime Minister.

The remaining capital plan to be disbursed by January 31, 2026 is VND 7,822 billion to ensure a disbursement rate of 100% of the capital plan assigned by the Prime Minister.
