
The draft resolution consists of 10 chapters, 34 articles and 2 appendices; specifically regulating the subjects, contents and levels of financial support for enterprises, cooperatives, cooperative unions and trade promotion organizations with headquarters or branches operating in Da Nang (collectively referred to as enterprises).
Specifically, 50% of the cost will be supported for businesses participating in organizing trade fairs and exhibitions in Da Nang city or 100% of the cost will be supported when businesses participate in a joint booth.
100% funding support for participation in fairs, exhibitions, trade connections in the domestic market or participation in activities bringing Vietnamese goods to rural and mountainous areas...
For export market promotion, businesses are supported with 50 - 100% of costs when participating in international exhibitions and fairs, organizing a common booth of the city (or the business's own booth).
There are separate policies for logistics promotion activities, organizing international conferences, and inviting foreign business delegations to survey investment cooperation opportunities.
The draft resolution proposes to support businesses to participate in international e-commerce platforms (Amazon, Alibaba, Shopee Global...) with support of up to 50% of the costs of hiring consultants, opening accounts, advertising, registering barcodes, taking product photos, and maintaining booths.
In addition, the city will build a common digital booth of Da Nang on major e-commerce platforms, collectively promoting OCOP products and local specialties.
In order to ensure publicity, transparency and maximum convenience for businesses, the draft resolution designs a simplified support process, receiving online applications on the City Public Service Portal. Businesses can register for support to participate in international fairs, exhibitions or international e-commerce platforms with application processing time of only 12 - 20 working days.
According to the Department of Industry and Trade, the issuance of a new resolution on trade promotion in the new context is extremely necessary, because previously Quang Nam province and Da Nang city (old) had separate regulations leading to differences in support content, spending levels and implementation procedures.
The old regulations do not cover many newly emerging areas such as: supporting businesses in participating in e-commerce platforms, especially cross-border e-commerce; supporting the organization of trade promotion activities in the logistics sector, aiming to develop logistics services associated with the Project to establish the Da Nang Free Trade Zone; supporting trade promotion programs, connecting and developing consumption in communes, mountainous areas, borders, islands, etc.
Therefore, the Department of Industry and Trade proposed and advised on a new resolution to unify the support mechanism, create a synchronous legal corridor, and aim to concretize the goals in Resolution No. 43-NQ/TW dated January 24, 2019 and Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo on developing Da Nang into an economic, logistics, e-commerce and smart service center of the Central Highlands region.
The Department of Industry and Trade invites the participation and contributions of people, businesses and organizations to the draft resolution. Thereby, helping the city to perfect the mechanism, policies and orientation of trade promotion programs for the period 2026 - 2030, in accordance with development practices and integration requirements.
