
The directive states that, in order to improve the effectiveness of attracting investment in the city, with the goal of attracting an average of 1 billion USD per year by 2030, the Standing Committee of the City Party Committee requests that Party committees, Party organizations, government agencies, the Fatherland Front Committee, and political and social organizations in the city implement the following tasks:
Emphasize a sense of responsibility, especially among leaders, in attracting and promoting investment, and supporting the implementation of non-budgetary investment projects in the city, particularly key and priority projects. Prioritize important, urgent, and groundbreaking projects that have a driving force to create a ripple effect.
This is identified as an important and ongoing task for the entire political system, aimed at promoting the development of the private economy to contribute to improving productivity, quality, and efficiency, creating breakthroughs, and achieving rapid and sustainable development in accordance with the spirit of Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy.
The Party Committee of the City People's Council and the Party Committee of the City People's Committee will continue to effectively apply and implement existing mechanisms and policies. At the same time, they will research and issue new preferential mechanisms and policies, ensuring they are consistent with the Central Government's guidelines and directions and the city's realities. Emphasis will be placed on building a transparent, stable, and open investment environment to attract domestic and foreign organizations and individuals, especially strategic investors and large economic groups, to invest in the city.
The Party Committee of the People's Committee of the city directed relevant agencies to strictly control the handling of administrative procedures under their authority; to minimize administrative procedures and reduce inconvenience for citizens and businesses; and to move the city's leadership and management activities to an electronic, data-driven environment.
Conduct a review and compile the difficulties and obstacles of ongoing and supported investment projects in the city. Actively resolve existing problems and difficulties of projects that have been and are being implemented, aiming for their complete completion by 2026 to mobilize resources for local development, preventing prolonged obstacles that lead to wasted resources.
Expeditiously implement procedures to expand the Da Nang High-Tech Park and Chu Lai Industrial Park, and invest in and put into operation new industrial zones and clusters. Develop plans to encourage private investment in the construction of industrial zones and social welfare facilities.
Prioritize the development of supporting industries and environmentally friendly industries; build clusters of standardized factory buildings for lease. Call for investment in industrial parks specifically for small and medium-sized enterprises from key countries, prioritizing investment attraction, such as Japan, South Korea, Singapore, and Taiwan (China)...
Urgently issue a list of key projects and initiatives to attract investment in each sector for the period 2025-2030. Assign specific targets for project promotion to relevant agencies and localities, aiming for higher targets each year than the previous one, while also considering appropriate growth rates.
Proactively research and understand international investment trends, investment shifts, and supply chains. Diversify annual investment promotion programs, especially for key sectors with development potential such as: digital technology, semiconductors, microchips, artificial intelligence, assembly, electronic hardware manufacturing, software production, processing and manufacturing industries, pharmaceuticals, seaports, and logistics.
Organize dialogues between city leaders, departments, and agencies with investors and businesses, especially annual business forums, to promptly address difficulties and obstacles in project implementation, ensuring projects operate on schedule and effectively.
Research and formulate policies to attract and train high-quality human resources. Support exchanges and linkages between training institutions and businesses in the area and neighboring localities to train and supply human resources for businesses.
The Party Committees of wards and communes will continue to promote the leadership role of the Party committees and the management and operational responsibilities of local governments in state management; strengthen propaganda and mobilize the people to effectively implement policies related to compensation, support, resettlement, and land clearance. They will regularly monitor and urge the progress of projects in their areas.
Party committees, government agencies, and relevant organizations should develop plans to disseminate, thoroughly understand, and implement this Directive; and strengthen leadership and guidance in attracting investment at the local level and within their respective units.
