Strive to attract investment of an average of 1 billion USD/year by 2030

DNO - This is the goal set out in Directive No. 02-CT/TU dated October 17, 2025 of the Da Nang City Party Committee on improving the effectiveness of investment attraction in the city.

The Directive clearly states that, in order to improve the efficiency of investment attraction in the city, with the goal of attracting an average of 1 billion USD/year by 2030, the Standing Committee of the City Party Committee requests Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front Committee and socio -political organizations of the city to perform the following tasks:

Raise the sense of responsibility, especially for leaders in attracting and promoting investment, supporting the implementation of non-budgetary investment projects in the city, especially key and focal projects, prioritizing important, urgent, breakthrough and dynamic projects to create spillover effects.

Identifying this as an important and regular task of the entire political system, aiming to promote private economic development, contributing to improving productivity, quality, efficiency, creating breakthroughs, rapid and sustainable development in the spirit of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

The Party Committee of the City People's Council and the Party Committee of the City People's Committee continue to apply and implement well the existing mechanisms and policies. At the same time, research and promulgate new incentive mechanisms and policies, ensuring consistency with the Central's guidelines and orientations and the city's reality. Focus on building an open, transparent and stable investment environment to attract domestic and foreign organizations and individuals, especially strategic investors and large economic groups to invest in the city.

The Party Committee of the City People's Committee directed functional agencies to strictly control the settlement of administrative procedures under their authority; minimize administrative procedures, reduce inconvenience for people and businesses; and bring the city's direction and administration activities to the electronic environment, based on data.

Conduct a review and summarize the difficulties and obstacles of projects being promoted and supported for investment in the city. Actively resolve the existing problems and obstacles of projects that have been and are being implemented, and complete them in 2026 to mobilize resources for local development, not allowing the situation to persist, causing waste of resources.

Urgently implement procedures to expand Da Nang High-Tech Park, Chu Lai Industrial Park, invest and put into operation new industrial zones and clusters. Have a plan to call for socialization of investment in building industrial zones and social welfare facilities.

Prioritize the development of supporting industries and environmentally friendly industries; build standard factory clusters for lease. Call for investment in industrial parks dedicated to small and medium enterprises from some key countries, prioritize investment attraction, such as: Japan, Korea, Singapore, Taiwan (China)...

Urgently issue a list of key projects and works to attract investment in each field in the period of 2025 - 2030. Assign specific targets for project promotion to competent authorities and localities in the direction of each year being higher than the previous year, associated with calculating appropriate growth rates.

Proactively learn and grasp international investment trends, investment shifting trends, supply chains... Diversify annual investment promotion programs, especially for key areas with development potential such as: digital technology, semiconductors, microchips, artificial intelligence, assembly, electronic hardware manufacturing, software manufacturing, processing and manufacturing industries, pharmaceuticals, seaports, logistics...

Organize dialogues between city leaders, departments, branches and sectors with investors and businesses, especially annual business forums to promptly handle difficulties and problems of projects during implementation, ensuring projects operate on schedule and effectively.

Research and issue policies to attract and train high-quality human resources. Support exchanges and connections between training facilities and businesses in the area and neighboring localities to train and provide human resources for businesses.

The Party Committees of wards and communes continue to promote the leadership role of the Party Committees and the management and operation responsibilities of local authorities in state management; step up propaganda and mobilize people to properly implement policies related to compensation, support, resettlement and site clearance. Regularly monitor and urge the progress of project implementation in the area.

Party committees, authorities and relevant agencies shall develop plans to disseminate, disseminate and implement this Directive; strengthen leadership and direction of investment attraction work in localities and units.
