Da Nang develops an international-class innovation and startup center

In 2025, Da Nang will rise 130 places, ranking 766/1,000 typical global cities in terms of startup ecosystem. The city is building a project "International-class innovation and startup center".

Synchronously and effectively implement Resolution No. 57-NQ/TW

Chairman of the City People's Committee Pham Duc An said that implementing Resolution No. 57, in the context of having to simultaneously carry out the arrangement of the political system apparatus, operate the two-level local government and many other key tasks; the Standing Committee of the City Party Committee has directed strongly, issued fully and promptly programs and plans to deploy tasks according to the requirements of the Politburo, the Secretariat and the Central Steering Committee, without backlog or delay.

The city orients and implements key tasks associated with the locality's specific model and development space, aiming to create strong breakthroughs in science, technology, innovation and digital transformation; thereby promoting double-digit economic growth.

Regarding mechanisms and policies, the city effectively implemented specific mechanisms according to Resolution 136/2024/QH15. For the first time, Da Nang was approved for a controlled, time-limited trial license for a product applying Blockchain technology in the exchange of crypto assets with fiat money. The city is also studying and proposing new policies for the International Financial Center and Da Nang Free Trade Zone.

Regarding infrastructure, the city started construction of two regional-scale data centers, bringing the total to seven data centers; it is expected that in the fourth quarter of 2025, construction of the second submarine fiber optic cable landing station and one more data center will start.

In addition, the city has started the project of a laboratory combining advanced semiconductor packaging technology production; arranged investment budget for key projects such as the Artificial Intelligence Lab, Da Nang Innovation Space...

Regarding science, technology and innovation, the city signed cooperation agreements and formed an alliance of 7 universities, creating a foundation for developing the "3 Houses" model (State - school - business).

To date, Da Nang has confirmed 34 enterprises and organizations operating in innovative start-up activities and 11 enterprises in the fields of semiconductors and artificial intelligence to enjoy tax incentives.

The city has established 25 science and technology enterprises, 150 active innovative startups and attracted more than 70 enterprises in the fields of AI and semiconductors.

The city is currently developing a project for "International-class innovation and startup center"; at the same time, implementing an action plan for Da Nang University to enter the top 150 in Asia by 2030.

Regarding digital transformation in the political system, the city promotes synchronous and comprehensive transformation, gradually overcoming difficulties so that the two-level local government can operate stably.

The Smart Operation Monitoring Center has effectively promoted 15 smart service groups, serving to innovate the leadership method of the City Party Committee according to the digital inter-parameter model.

The city has piloted 27 proactive public administrative services; approved the Project to establish a one-level Public Administrative Service Center under the City People's Committee.

Regarding smart urban areas, the city continues to build an overall smart city architecture suitable for the new development space; pilot a 15-layer digital copy platform, test unmanned aerial vehicles; form a model of Da Nang Smart Free Trade Zone and select a strategic investor for Lien Chieu Smart Port.

Breakthrough solutions

According to Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology of Da Nang, to realize the goal of becoming a center of technology and innovation in Vietnam, Da Nang has identified four major groups of solutions.

Firstly, in terms of breakthrough institutions and policies, the city will make the most of the special mechanism under Resolution 136/2024/QH15, piloting a sandbox for new technologies such as AI, Big Data, blockchain, fintech and quantum technology. Establishing a venture capital fund and an innovation support fund from the budget and socialization to support startups, research and application of new technologies. Policies to attract, promote talents and provide appropriate incentives to gather good experts at home and abroad are also focused on.

Second , in terms of modern digital infrastructure, Da Nang will invest heavily in building a regional data center, an international fiber optic cable line, and 5G coverage throughout the city. Implement three breakthrough initiatives: Urban Digital Copy, Smart Financial Center, and Smart Free Trade Center. Expand the concentrated Information Technology Park, develop the semiconductor industry, AI, fintech, and quantum technology, aiming for the digital economy to account for 35-40% of GRDP by 2030.

Third , in terms of improving the quality of public administration, Da Nang will shift from the traditional administrative model to proactive public administration, providing interconnected digital services, regardless of geographical boundaries. Apply AI and Big Data in forecasting, analyzing needs, automatically responding and guiding services. Build a comprehensive digital government, eliminate paperwork and develop smart services with people at the center. Train and improve digital skills for officials, civil servants and people so that technology truly becomes a tool to serve everyone.

Fourth, in terms of connection and cooperation, Da Nang will build an innovation ecosystem by establishing the National Center for Creative Startup Support in Da Nang, strongly connecting the startup community. Building innovation clusters, business incubators, co-working spaces and investment networks for startups. Promoting the connection of four houses (State - School - Scientists - Enterprises) according to international standards. Organizing international conferences and forums on technology, building the annual "Da Nang Finance and Technology Week" brand, promoting the image of the city as an attractive technology - finance destination.

Resolution 57 of the Politburo has identified the development of science, technology, innovation and digital transformation as the top important breakthrough. For Da Nang city, this is a historic opportunity to break through and become the center of technology and innovation of the region and the whole country./.
