People's Council delegates of districts and cities agreed on the policy of rearranging administrative units at provincial and commune levels.

After completing the public consultation, the People's Council of Phan Rang - Thap Cham City held the 24th thematic session to consider and approve the policy of merging Ninh Thuan and Khanh Hoa provinces into Khanh Hoa province and the policy of merging wards and communes in the area. With a positive and proactive spirit, 100% of the delegates attending voted to approve the proposals that the City People's Council presented at the session. Comrade Tran Thanh Minh, Vice Chairman of the People's Council of Phan Rang - Thap Cham City said: After this session, the City People's Council will coordinate with the People's Committee and direct relevant sectors to complete all documents to submit to competent authorities for consideration and resolution according to their authority. For the City People's Council, the City People's Council delegates and the People's Councils of communes and wards will direct the continued supervision of the implementation of the Party's policies to ensure they are on schedule.

Along with the People's Council of Phan Rang - Thap Cham City, on April 24, the People's Councils of Ninh Hai, Thuan Nam, Ninh Phuoc, Thuan Bac, and Ninh Son districts also held a thematic meeting to discuss and consider approving the policy of arranging provincial and commune-level administrative units of Ninh Thuan province; the People's Council of Bac Ai district will hold a meeting on the morning of April 25. Through the records, the People's Council delegates actively discussed the submissions and agreed with the policy of arranging provincial and commune-level administrative units of Ninh Thuan province. Comrade Ngo Minh Tu, Chairman of the Vietnam Fatherland Front Committee of Ninh Hai district shared: As a delegate of the district People's Council, I completely agree with the policy of merging Ninh Thuan province with Khanh Hoa province, taking the name Khanh Hoa province; agree with the project of merging communes, wards, and towns in the province. Regarding Ninh Hai, I also agree with the policy of merging communes in the district into 3 communes.

According to the plan, after completing the organization of the district-level People's Council meeting, the Department of Home Affairs will summarize the results, report to the Provincial People's Committee to submit to the Provincial People's Council to organize a meeting to approve the policy of arranging provincial and commune-level administrative units of Ninh Thuan province before April 29, ensuring progress and completion on time according to regulations.

Comrade Tran Hai, Director of the Department of Home Affairs, said: The Department of Home Affairs will coordinate with relevant units to report to the Provincial People's Committee to submit to the Provincial People's Council before April 29, ensuring the completion of procedures and documents to send to the Ministry of Home Affairs for appraisal and submission to competent authorities for approval, thus ensuring progress and will proceed to organize local government at 2 levels: Commune level and provincial level, not organizing district level from July 1, 2025 and continue to organize and arrange the 2 provinces of Khanh Hoa and Ninh Thuan, putting the organizational apparatus into operation from September 1, 2025.

Organizing meetings of People's Councils at all levels to approve the policy of rearranging administrative units at provincial and communal levels is one of the important contents to ensure the scientific and strictness in the process of rearranging and reorganizing administrative units at all levels. At the same time, it affirms the spirit of democracy, solidarity, and consensus of cadres, party members and people towards the major policy of the Party and State in building a model of organizing two-level local government.
