On October 7th, the Provincial Delegation of National Assembly Deputies held a meeting with voters in Cam Pha City prior to the 8th Session of the 15th National Assembly. Attending the meeting were: Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council, and National Assembly Deputy from the province; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies; and Nguyen Thi Thu Ha, Deputy Head of the Provincial Delegation of National Assembly Deputies.

At the meeting, National Assembly Deputy Nguyen Xuan Thang, Member of the Politburo, Director of the Ho Chi Minh National Political Academy, and Chairman of the Central Theoretical Council, shared his condolences regarding the loss of life and property damage caused by Typhoon No. 3 to Quang Ninh province. Although the typhoon has passed, the difficult consequences for daily life, production, and business will continue for the people and businesses in the province. Therefore, at this meeting, the National Assembly delegation wanted to listen to the opinions, suggestions, and proposals of the people regarding policies to support those affected by Typhoon No. 3, in order to compile a report for the 8th Session of the 15th National Assembly.

Informing voters about the main contents expected at the 8th Session of the 15th National Assembly, National Assembly Deputy Nguyen Xuan Thang said: The 8th Session of the 15th National Assembly is expected to open on October 21st and close on November 30th, 2024. The session will consider and approve 16 laws and 2 resolutions; give opinions on 12 draft laws; evaluate the results of the implementation of the socio-economic development plan and the state budget for 2024 and consider and decide on the socio-economic development plan, the state budget estimate, and the central budget allocation plan for 2025; the situation of the implementation of the public investment plan in 2024 and decide on the public investment plan for 2025.

Comrade Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, also provided information on the results of responding to the petitions from voters in Cam Pha City sent to ministries, central agencies, and the Provincial People's Committee before the 7th Session.

During the meeting, voters in Cam Pha City expressed strong agreement with the proposed agenda for the 8th Session; they also expressed their support, trust, and enthusiasm for the innovations in the National Assembly's activities, especially in recent sessions. Voters also highly appreciated the Government's leadership and management, which have created positive changes in socio-economic development and improved people's lives.

Voters in Cam Pha City expressed their opinions and aspirations to the National Assembly representatives. These included requests for the National Assembly to consider amending the current Law on Cadres and Civil Servants to include the position of Party Committee Office staff as a civil servant at the commune level, thereby ensuring the security of commune-level civil servants; amending Decree 131 detailing and implementing the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution; increasing the support level under Government Decree No. 02 for households engaged in livestock farming and crop cultivation that suffered losses after Typhoon No. 3; and increasing appropriate spending to encourage the activities of advisory councils under the Fatherland Front Committees at all levels. Some voters also raised concerns regarding the research, early development, and promulgation of the Law on People's Supervision Activities; and the need to amend the Personal Income Tax Law to better reflect the current situation…

During the meeting, representatives from various provincial departments and agencies answered and clarified several issues within their jurisdiction.

Acknowledging the heartfelt and responsible opinions of the voters, on behalf of the Provincial National Assembly Delegation, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, clarified several issues and contents within his authority. He also received suggestions and proposals from the voters and forwarded them to relevant departments and agencies for consideration and resolution; and compiled all voter recommendations to be reported at the 8th Session of the 15th National Assembly.

Immediately after the meeting with voters, Comrade Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council, and National Assembly Delegate of the province; Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, along with other provincial leaders and relevant departments, surveyed the large-scale landslide area in Group 7, Zone 5, Quang Hanh Ward, Cam Pha City. Currently, Cam Pha City has urgently relocated all 136 households with nearly 400 people to a safe place and invited specialized units to survey and monitor the landslide area.

During the inspection, Comrade Nguyen Xuan Thang requested that, in addition to the relocated households, Cam Pha City must continue to maintain measures to ensure the safety of residents and businesses in the surrounding areas. He also requested that leading experts in this field currently surveying the area focus their investigation, surveys, sample collection, in-depth analysis, and assessment of the extent and scope of the impact to make the most accurate decision as soon as possible, ensuring the stability of people's lives.
