Hanoi National University continues to strive to develop science, technology and innovation

On June 15, VNU held the 2023 Annual Science , Technology and Innovation Conference. VNU President Le Quan, VNU Vice President Pham Bao Son and Head of VNU Science and Technology Department Vu Van Tich co-chaired the conference.

In his opening speech, VNU President Le Quan emphasized that 2023 is identified by VNU as a breakthrough year in science and technology activities. In addition to the science and technology policies issued and implemented in the past, VNU focuses on developing applied research, transferring and commercializing science and technology products, and removing obstacles in establishing science and technology enterprises. With the orientation of developing science and technology to create momentum to increase sustainable development indicators, VNU has issued many mechanisms and policies to promote and reward scientists, creating motivation to promote the development of science and technology potential and innovation.

VNU President Le Quan shared that many scientists from VNU participate in policy advisory groups and policy review groups of ministries, departments and branches. Scientists have exploited their research strengths, coordinated with localities to implement science and technology tasks to develop local socio -economy. With the implemented policies, VNU has attracted more than 100 highly qualified young scientists to work and the number of scientific articles published in prestigious international journals has also increased sharply with 1,600 articles in 2022. Along with that, in terms of rankings, the index of employer satisfaction and the index of prestige in the community of VNU are increasing strongly. Recently, according to the Times Higher Education Impact Ranking (THE Impact), VNU is listed in the world's top 70 educational institutions for quality education.

Director Le Quan suggested that the field of science and technology in particular and other fields of activity in general need to continue to innovate and implement breakthrough policies, first of all administrative reform, innovation in investment policies for science and technology activities; develop strong research groups to reach regional and international levels, act as the core to enhance the science and technology capacity of VNU, link strong research groups with staff development; attract and promote cooperation with businesses and localities to bring research results and inventions into life, directly serving socio-economic development. Director of VNU said that VNU is promoting key science and technology programs and tasks, and at the same time implementing financial investment mechanisms for strong research groups and science and technology enterprises.

Reporting on the implementation of the science, technology and innovation (S&T) plan in 2023, Associate Professor, Dr. Vu Van Tich - Head of the Department of Science and Technology, VNU, focused on emphasizing the policies and plans for S&T at VNU. Recently, mechanisms and policies for managing S&T activities have been issued by VNU, creating a legal corridor and developing S&T products such as: Regulations on intellectual property management at VNU; Guidelines on developing and incentivizing strong research groups; Policy to support international publications; Regulations on recognition, management and development of key laboratories/research centers at VNU level.

In particular, on February 8, 2022, VNU issued the Strategy for Science, Technology and Innovation Development of VNU, 2021-2030 period. This is an extremely important legal document to orient the development of Science and Technology of VNU in the coming time to a new level, and at the same time is a strategic breakthrough to develop VNU into a smart, innovative university.

VNU has also issued a policy of financial support for young scientists. This is one of the breakthrough policies to increase income for young scientists to work with peace of mind, focus on teaching and scientific research to increase the quantity and quality of scientific research products, contributing to increasing the innovation index of VNU.

In the new phase, VNU continues to implement effective policies that have been implemented. In particular, scientists are given priority in arranging development investment capital, investing in enhancing research capacity and developing laboratories for strong research groups to carry out priority science and technology products of VNU; are given favorable conditions to access information and databases on science and technology to carry out research tasks.

Speaking at the conference, Deputy Minister of Science and Technology Nguyen Hoang Giang assessed that the achievements in science, technology and innovation at VNU not only contribute to actively and effectively supporting the task of training high-quality human resources at VNU but also create top-notch products, promote international publications in prestigious scientific journals and increase commercialization of technology transfer.

Deputy Minister Nguyen Hoang Giang emphasized that, with its role and mission, VNU needs to make active contributions to participate in implementing the Strategy for Science, Technology and Innovation Development to 2030, and specify the contents of this Strategy in VNU's science, technology and innovation strategies and plans.

The Deputy Minister of Science and Technology suggested that in 2023 and the coming period, VNU should focus on synchronously and effectively implementing the key programs and tasks that have been set out, paying attention to promoting the implementation of key national science and technology programs that VNU is chairing, mobilizing resources to invest in science and technology activities, and being proactive within the legal framework to promote innovation in methods of implementing science and technology activities, especially commercialization activities, transfer of research results, and promoting the development of science and technology enterprises.

Deputy Minister Nguyen Hoang Giang requested the leaders of the Departments, Bureaus and units under the Ministry of Science and Technology to continue to pay attention to supporting the science, technology and innovation activities of VNU, proactively coordinate to consider the needs and proposals of VNU, advise the leaders of the Ministry on policies to support VNU in promoting the development of science, technology and innovation activities in 2023 and the following years.

Concluding the conference, VNU President Le Quan assessed that compared to the correlation of VNU's investment in science and technology with science and technology products, it can be said that labor productivity is very high. The key science and technology programs that VNU is implementing are in line with the national science and technology development strategy, closely following local planning. The development of strong research groups, potential research groups, and training of young scientists are all aimed at focusing on national priority areas to have human resources to organize and implement. Strong research groups are doing a good job of attracting and training young scientists. However, this direction requires domestic and international connections.

Director Le Quan emphasized that research groups need to commit to research products and VNU will conduct periodic assessments every 3 years as a basis for funding support. In the Development Strategy to 2030, vision 2045, VNU identifies priorities focusing on science and technology programs and tasks to support localities in research, aiming to deploy science and technology products for practical application, and develop people's livelihoods. Therefore, VNU really needs the participation of businesses. Businesses place orders and invest to jointly research and develop products on the principle of reciprocity. VNU encourages businesses to participate in cooperation in research, transfer, and commercialization of products and commits to creating favorable conditions in terms of facilities, policies and mechanisms. VNU's support for business development also contributes to bringing added value to the national economy.

The Director of VNU added that for science and technology enterprises in universities to develop, the human factor plays a decisive role. VNU established VNUHN Holdings to act as an investment fund, contributing capital with VNU's science and technology enterprises to support scientists in developing products.

At the conference, VNU announced the list of 09 key laboratories/research centers at VNU level for the period 2023-2028, 30 strong research groups at VNU level; announced support for 06 strong research groups/key laboratories to develop products; announced support for 08 scientists with excellent publications and attracted scientists to work at VNU.

Also within the framework of the conference, the President of VNU awarded Certificates of Merit to 04 key laboratories/research centers, 08 strong research groups at VNU level and 75 scientists with outstanding achievements in scientific research and innovation in 2022.

On this occasion, T&T Group awarded a sponsorship worth VND5 billion to support the establishment of VNUHN-Holdings Investment and Development Joint Stock Company; Ho Guom Group and VNU Center for Knowledge Transfer and Startup Support signed a cooperation agreement; Phan Anh Foundation in collaboration with VICO Multi-platform Technology Joint Stock Company signed an investment commitment for the Smart-Refill project led by VNU Center for Knowledge Transfer and Startup Support./.
