Accordingly, the work of supporting the training of talented science bachelors is expected to grant scholarships to successful candidates with an additional support of 5 million VND/student for 5 months and provide support funds to double the current level of spending on scholarships to encourage learning and support teaching hours for lecturers.
Basic science training and research activities are also enhanced with a scholarship policy to attract excellent students of 10 million VND/student for 10 months; financial support of 500 million VND/major for scientific research and practice activities of six majors.
Hanoi National University also invests in the University of Natural Sciences to support the High School for Gifted Students in Natural Sciences to train teams of excellent students and support logistics when participating in international Olympic competitions.
In parallel, postgraduate training and research are also given priority in funding to provide scholarships to support tuition fees for doctoral students (50 million VND/scholarship/year) and graduate students (30 million VND/scholarship/year), contributing to the development of a high-quality young research team.
In addition, Hanoi National University also set aside 500 million VND to provide tuition scholarships for students participating in the talent incubation program (VNU12+), encouraging the discovery and nurturing of talents from high school.

Hanoi National University commits to accompany in creating a favorable environment, mechanism and allocating resources for the University to fulfill these missions well.
Hanoi National University has also assigned the University of Natural Sciences to urgently develop a plan for the development of basic science for the 2026-2031 period, clearly identifying key contents towards in-depth investment, elite training and attracting excellent scientists.
The school needs to complete three major projects, including: Developing a High School for Natural Sciences; training and nurturing excellent scientists; developing basic science majors according to the characteristics of each field. These projects will be submitted to Hanoi National University for approval in June 2025 to be integrated into the unit's long-term plan.

The policies cover all three levels: Early talent identification, comprehensive support at the undergraduate level and strong investment in postgraduate training.

Nurturing talent from high school: VNU 12+ Program
Hanoi National University is a pioneer in implementing the high school-university bridging training model (VNU 12+), aiming to discover and nurture early students with outstanding abilities in the field of basic sciences.
Candidates can participate in the program if they are sponsored by a reputable scientist and commit to long-term academic support. This is a new approach, demonstrating the determination to invest sustainably in scientific talent right from when they are still in school.
For the first time, Hanoi National University has implemented a comprehensive scholarship policy exclusively for students studying basic sciences. The support package includes: 100% tuition exemption for 4 years of study; Arrangement of accommodation in dormitories; Minimum living expenses support of 2 million VND/month in the first year (continued support in the following years if maintaining excellent academic performance or above).
The policy applies to the University of Natural Sciences and the University of Social Sciences and Humanities for a total of 18 basic science majors, from Mathematics, Physics, Chemistry, Biology to Literature, History, Linguistics, Anthropology, etc. Each major is allocated a minimum of 5 scholarships per course. In addition, students have the opportunity to be considered for high-value non-budget scholarships if they meet quality criteria.
Not only that, Hanoi National University maintains the implementation of about 15 annual non-budget scholarship programs with a total value of about 6.3 billion VND. The scholarships range from 3.5 million VND to 2,000 USD, focusing on supporting students who overcome difficulties and have excellent academic achievements, especially in basic science fields.
