Need high concentration in leadership and direction of Party committees and organizations at all levels
Speaking at the discussion session, Chairman of the Delegation Affairs Committee Nguyen Thanh Hai stated that, regarding the draft Political Report to be submitted to the National Assembly Party Congress, the draft Resolution of the Congress and the draft Action Program to implement the Resolution of the Congress, it is necessary to focus on discussing the organization and activities of the National Assembly Party Delegation and the National Assembly Party Committee for the 2020-2025 term; directions and goals in the draft Political Report; key indicators and four development breakthroughs.
Party Secretary and Chairman of the Committee Nguyen Thanh Hai also requested comments on 11 groups of tasks and solutions; implementation organization and tasks of the Party Committee of the Delegation Work Committee in implementing the tasks and solutions set out in the draft Political Report and the draft Action Program to implement the Congress Resolution; the contents in the detailed Appendices attached to the draft Action Program.

Regarding the draft Report of the National Assembly Party Committee giving comments on the draft Documents of the 14th National Party Congress, the Party Secretary and Chairman of the Delegation Work Committee emphasized that this is very important content and needs further comments and contributions.
Contributing comments at the discussion session, Member of the Party Executive Committee, Deputy Secretary of the Standing Party Cell of the Committee, National Assembly Deputy working full-time at the Delegation Affairs Committee Tran Van Lam emphasized that the draft Political Report submitted to the 14th National Party Congress determined: "Building and perfecting the Socialist Republic of Vietnam's rule-of-law State of the people, by the people, for the people, led by the Communist Party of Vietnam is the central task of renewing the political system". This is a major and consistent policy of the Party; it requires "Continuing to build the National Assembly to truly be the highest state power body, representing the will and aspirations of the people".
Therefore, the success of the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is of key and fundamental significance for the implementation of this task in the next term.

According to delegate Tran Van Lam, this election took place in conditions and contexts with many new points compared to previous elections, in which agencies in the political system have been rearranged and reassigned tasks; localities have organized two-level governments; the time frame for implementing the election process has been accelerated and shortened to ensure the early opening of the new National Assembly term right after the 14th National Congress of the Party...
"The above issues require high concentration in leadership and direction of Party committees and organizations at all levels, including the extremely important role of the National Assembly Party Committee," said delegate Tran Van Lam.
Delegate Tran Van Lam also suggested that, in the coming term, the National Assembly Party Committee continue to pay attention to leading and directing the effective implementation of the Party's documents on the election, thoroughly grasping and implementing them fully, deeply, comprehensively, seriously, and effectively, especially Directive No. 46-CT/TW dated May 16, 2025 of the Politburo on election leadership; Conclusions 153-KL/TW and 184-KL/TW of the Politburo on the direction of the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term to all Party organizations and agencies in the political system from the central to grassroots levels.
This election takes place in the context of strong development of science and technology; the digital transformation process is taking place in all fields... These are favorable conditions for carrying out work related to organizing and serving elections that need to be directed and promoted, the delegate said.

Also according to delegate Tran Van Lam, starting from the core viewpoint of building the National Assembly to truly be the highest state power organ, the work of perfecting the organizations in the Party Committee of the National Assembly and the agencies of the National Assembly has been urgently deployed and achieved many positive results. The agencies have been arranged, basically meeting the requirements and tasks set out.
However, the draft Political Report continues to set higher requirements, which is to perfect the organizational model and improve the quality of operations of these agencies. This is not a new task but needs to be carried out more resolutely and effectively.
To continue promoting the achieved results, "The National Assembly Party Committee needs to continue to pay attention, strengthen its functions, and assign more tasks to the Delegation Work Committee in the next term, thereby contributing to improving the operational efficiency of the entire National Assembly," delegate Tran Van Lam proposed.
Supplement and deepen the content of digital transformation in monitoring activities
According to Be Trung Anh, a full-time National Assembly deputy at the Delegation Affairs Committee, given the country's development requirements and the Government's strong transformation towards digital transformation, the National Assembly's supervisory activities need to make breakthroughs.
Therefore, it is necessary to supplement and deepen the content of digital transformation in monitoring activities, aiming to strongly transform from qualitative monitoring methods to data-based and quantitative monitoring. This not only helps monitoring activities become more objective and accurate but also keeps up with the development speed of e-Government, delegate Be Trung Anh stated.

Delegate Be Trung Anh proposed five solutions to deepen the National Assembly's supervisory activities in the direction of digital transformation.
Firstly , real-time and cyclical monitoring, in which the application of digital technology allows real-time monitoring of Government activities, helping to detect early problems and errors in the policy implementation process, thereby promptly making recommendations for adjustment.
Second , digital data-based supervision aims to build a mechanism for the National Assembly to access and analyze digital data from executive agencies, thereby helping to minimize the risk of policy errors from the early stages, while supporting scientific and quantitative assessment of policy effectiveness.
Third , perfecting the legal framework. In order for new supervisory activities to be effectively implemented, it is necessary to amend and supplement the Law on Supervisory Activities of the National Assembly and People's Councils. In particular, there should be new regulations that allow for the application of innovative forms of supervision, especially the use of digital technology and access to real-time data.


Fourth , accompanying the Government in creating. Digital transformation in supervision demonstrates the constructive role of the National Assembly. By participating right from the policy operation process of the executive branch, the National Assembly not only supervises but also accompanies the Government to create effective policies that serve the interests of the people and the country.
Fifth , it is proposed to add to the draft Resolution of the Congress to deepen the content on digital transformation in monitoring activities to monitor in cycles and in real time.

Deputy Head of the Department of Delegation Affairs Nguyen Thi Huong agreed that the content of the draft Political Report submitted to the Congress had been prepared seriously, scientifically, and thoroughly, demonstrating the spirit of innovation.
Giving additional comments on the work of training, fostering and organizing the State apparatus, delegate Nguyen Thi Huong stated that in the context of our country focusing highly on implementing the revolution of streamlining the apparatus along with innovating the work of building and enforcing laws, creating breakthroughs in developing science, technology, innovation, digital transformation, expanding international integration, contributing opinions to the draft document submitted to the Congress on building and promulgating a number of special, breakthrough mechanisms to attract and use talented people, truly excellent individuals with enough virtue, talent and prestige to work in the political system is one of the necessary tasks.


Commenting at the discussion session, Deputy Head of the Department of Delegation Affairs Le Phuong Nga said that the draft Political Report submitted to the Congress correctly assessed the results of the implementation of the Resolution of the 13th National Party Congress, while also pointing out the limitations that have not been resolved. At the same time, the proposal in the draft Political Report needs to clarify the major challenges that the Party and the country have faced in the past term.
Along with that, the draft report needs to clarify the outstanding achievements in the economic, political and social fields, and supplement outstanding figures to clarify the comments in the draft. Specifically, figures on the development of key industries, innovation of growth models, development of infrastructure, construction of database systems, building digital government, digital government and human development (education, health, quality of life), legal improvement, and organization of the political system.
