An Giang: Progress of implementing 21 projects to serve APEC 2027 Conference

Of the 21 projects serving the 2027 APEC Summit in Phu Quoc Special Zone, 8 projects have been under construction; the remaining projects are urgently completing procedures and will start construction in November 2025.

The leaders of An Giang province said that the Asia- Pacific Economic Cooperation Forum (APEC 2027) is a particularly important political and foreign affairs event of the country. This is an opportunity for Vietnam in general and An Giang province in particular to affirm its role in the international arena. Therefore, the organization of the APEC 2027 in Phu Quoc Special Zone, assigned by the Party and State to An Giang province to host, is a great honor for the province, and at the same time contributes to the long-term and sustainable socio-economic development of Phu Quoc and An Giang province.

Implementing the Central Government's directive documents and the Government 's directives, the An Giang Provincial People's Committee focused on directing relevant departments and branches to urgently complete procedures and deploy investment procedures for 21 projects serving the 2027 APEC Conference in Phu Quoc Special Zone.

According to the Department of Construction of An Giang, up to now, the province has completed the adjustment and supplementation of key planning for the period 2021-2030, with a vision to 2050; approved the partial adjustment of the Phu Quoc Special Zone Master Plan to 2040, adding 23 locations to build projects serving the APEC Conference (13 locations) and other projects for the sustainable development of Phu Quoc in the coming time (10 locations).

Phu Quoc International Airport project is being urgently constructed by Sun Group Corporation, ensuring progress ahead of schedule.

Regarding the progress of implementing 21 projects serving the APEC 2027 Conference, the leader of An Giang Department of Construction said that there are 10 projects in the public investment group (implemented according to the Emergency Construction Order of the Provincial People's Committee) and 11 investment projects under the public-private partnership and business investment methods.

For the group of public investment projects, there are 8 projects under construction, including: Project to build embankments and level the ground for the construction of the APEC Conference Center and functional works. To date, the disbursement has reached more than 59.2%.

The An Thoi area technical infrastructure undergrounding project has disbursed more than 61.5%; the Duong Dong area technical infrastructure undergrounding project has disbursed more than 66.8%. The APEC Avenue project has disbursed more than 42.2%. The project of investing in technical infrastructure, digital transformation to build a smart monitoring and operating center to comprehensively manage Phu Quoc city.

Provincial Road Project DT.975 (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973), disbursed 44.9%; Cua Can Lake Project, disbursed more than 79% and Resettlement Area Project Group including 4 component projects, of which, An Thoi Resettlement Area component project started construction on September 24, 2025.

For 2 public investment projects that have not yet been implemented, including: Duong Dong 2 Lake Project and Urban Tramway Line Project, Section 1. For Urban Tramway Line Project, Section 1, the Provincial People's Committee has reported to the Ministry of Finance and agreed to determine the capital structure to implement the project, including: State capital not exceeding 70% of the total investment of the project (equivalent to about 6,300 billion VND), investor capital not less than 30% of the total investment of the project (equivalent to about 2,700 billion VND).

In the group of 11 investment projects under the public-private partnership and business investment methods, 7 projects have selected investors and 4 project is in the process of selecting investors, including an important project, the APEC 2027 Conference Center.

Director of the Department of Construction Le Viet Bac said that on September 24, the People's Committee of An Giang province organized the groundbreaking ceremony and launched 10 projects to serve the APEC 2027 Conference. Currently, the People's Committee of the province and related departments and branches are focusing on directing and maintaining the progress of the projects; proactively ensuring material sources; establishing a special working group on land and the "green channel" management mechanism. These steps create momentum to complete the legal documents of the remaining projects, eligible to start construction in November 2025.
