- On July 22 and 23, Cai Kinh Commune Party Committee solemnly held the first Congress of Cai Kinh Commune Party Committee, term 2025 - 2030. Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee attended and directed the congress.

Attending the congress were leaders of the Party Committees of several communes; representatives of leaders of several provincial Party committees and 180 official delegates representing 636 Party members of the entire Party Committee of the commune.

Cai Kinh Commune Party Committee was established on the basis of merging 3 communes: Cai Kinh, Yen Vuong and Yen Son. Cai Kinh Commune Party Committee currently has 31 branches and affiliated Party Committees with 636 Party members.

In the 2020 - 2025 term, with the determination of the Party Committee, government and people, Cai Kinh commune has completed and exceeded 18/23 targets set by the Resolution of the Commune Party Congress, of which 13 targets exceeded the plan.

Accordingly, the work of Party building and political system building has always been taken care of and consolidated; the work of developing party members has been completed and exceeded the assigned targets every year (87 party members were admitted, reaching 102.35%, exceeding the target set by the congress resolution); the work of inspection, supervision and enforcement of party discipline has always been given attention and direction...

In economic development, the total state budget revenue in the commune in 5 years reached over 37.4 billion VND, an increase of 42% compared to the previous period; average income per capita reached nearly 47 million VND/person/year; the poverty rate decreased from 169 households (in 2020) to 60 households (in 2025); 100% of the area of Ho Son 1 Industrial Cluster project and project works in the commune were cleared; the cultural and social fields made much progress, social security was ensured, the material and spiritual life of the people was improved; national defense and security were maintained.

During the congress, delegates discussed and clarified the results achieved in the 2020-2025 term; discussed the directions, goals, tasks and solutions for the 2025-2030 term.

At the congress, delegates heard the announcement of the Decisions of the Provincial Party Standing Committee appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Cai Kinh Commune Party Committee for the 2025-2030 term.

Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, presented flowers and congratulated the new Executive Committee of the Cai Kinh Commune Party Committee.

Accordingly, the Executive Committee of the Cai Kinh Commune Party Committee for the 2025-2030 term has 27 members. At the congress, the Executive Committee of the Commune Party Committee for the 2025-2030 term was appointed, consisting of 24 comrades (3 comrades are vacant, waiting for personnel to be filled); the Standing Committee of the Cai Kinh Commune Party Committee for the 2025-2030 term was appointed, consisting of 9 comrades. Comrade Dinh Thi Anh Thu was appointed to hold the position of Secretary of the Cai Kinh Commune Party Committee for the 2025-2030 term (comrade Dinh Thi Anh Thu was previously the Standing Deputy Secretary of the old Huu Lung District Party Committee).

The Congress listened to the announcement of the Provincial Party Committee's Decision on the allocation of delegates to the Party Committees under the Provincial Party Committee to attend the 18th Provincial Party Congress, term 2025 - 2030. Accordingly, Cai Kinh Commune Party Committee has 3 official delegates and 1 alternate delegate to attend the 18th Lang Son Provincial Party Congress, term 2025 - 2030.

Speaking at the congress, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, emphasized: The Cai Kinh Commune Party Congress for the 2025-2030 term is very important, the congress will establish the foundation for a new development stage of Cai Kinh commune.

Regarding the tasks for the 2025 - 2030 term, the Vice Chairman of the Provincial People's Committee suggested: Cai Kinh Commune Party Committee quickly stabilizes the organization, builds solidarity and unity within the entire Party Committee - this is a task that must be focused on immediately.

The new Executive Committee of the Cai Kinh Commune Party Committee continues to promote solidarity communication, improve leadership capacity, build a strong Party Committee; pay attention to building a team of "both red and professional" cadres with capacity and courage to meet the requirements in the new situation.

Focus on leading and directing the development of agricultural economy associated with the application of science and technology, eco-tourism and digital transformation. In particular, the commune focuses on developing high-tech agriculture, clean agriculture; promoting comprehensive digital transformation; continuing to care for people's lives, ensuring social security, sustainable poverty reduction; focusing on comprehensive development of education, health care, culture and effectively implementing ethnic and religious policies; maintaining national defense and security.
