The 13th Congress of Vietnam Trade Union held its first working session

Comrade Nguyen Dinh Khang, member of the Party Central Committee, President of the Vietnam General Confederation of Labor, delivered the opening speech at the first working session.

The Congress Presidium consists of 29 comrades.

At the first working session, the Congress elected the Presidium of 29 comrades, the Secretariat, the Congress Delegate Qualification Examination Board; and approved the working program and regulations of the Congress.

The Congress listened to the report on the results of the examination of the qualifications of Congress delegates; the summary of the Report of the Executive Committee of the 12th Vietnam General Confederation of Labor presented to the Congress; the review report of the Executive Committee of the 12th Vietnam General Confederation of Labor; and the report on amendments and supplements to the Charter of the Vietnam Trade Union.

Speaking at the opening of the working session, comrade Nguyen Dinh Khang, member of the Party Central Committee, President of the Vietnam General Confederation of Labor, emphasized: The 13th Congress of the Vietnam Trade Union has the task of objectively and comprehensively assessing the implementation of the Resolution of the 12th Congress of the Vietnam Trade Union, concretizing the Party's policies on building a strong working class and trade union organization; reviewing the leadership role of the Executive Committee and the Presidium of the 12th Vietnam General Confederation of Labor; determining the goals, directions, and tasks of the workers', civil servants', laborers', and trade union activities in the next 5 years; amending and supplementing the Trade Union Charter; electing the new Executive Committee of the Vietnam General Confederation of Labor that is truly exemplary in terms of qualities, politics , ethics, and working capacity, with courage, intelligence, enthusiasm, and responsibility, meeting the leadership requirements for implementing the Resolution of the 13th Congress of the Vietnam Trade Union.

The Presidium of the Congress voted to approve the working regulations of the Congress.

During these days, more than 11 million union members and workers nationwide are looking towards the Congress, placing their full trust and hope in the wise decisions of the Congress. With that spirit, comrade Nguyen Dinh Khang requested each delegate to concentrate their mind with all their heart, work with the highest sense of responsibility, best implement the content, program and regulations of the Congress, contributing to the success of the Congress.

On behalf of the Congress Presidium, Comrade Huynh Thanh Xuan, Vice President of the Vietnam General Confederation of Labor, presented the Report of the Executive Committee of the Vietnam General Confederation of Labor, term XII, on amending and supplementing the Charter of the Vietnam Trade Union. Accordingly, After having a plan to organize trade union congresses at all levels towards the 13th Congress of the Vietnam Trade Union, the Presidium of the Vietnam General Confederation of Labor established a Subcommittee to amend and supplement the Charter of the Vietnam Trade Union, issued a plan to study, amend and supplement the Charter of the Vietnam Trade Union; directed trade unions at all levels to evaluate and summarize the implementation of the Charter of the Vietnam Trade Union; drafted a report on the results of the implementation of the Charter and proposed amendments and supplements to the Charter to be submitted to the 11th Conference of the Executive Committee of the General Confederation (term XII).

The Draft Charter received more than 1 million comments. The Standing Presidium discussed and commented at 5 thematic conferences, the Presidium of the General Confederation of Labor commented at 8 meetings, and the Executive Committee of the General Confederation of Labor discussed and commented at 5 consecutive meetings, before completing and submitting to the 13th Congress of the Vietnam Trade Union.

Delegates voted to approve the working regulations of the Congress.

The draft Charter of the 13th term of the Vietnam Trade Union consists of 11 chapters and 45 articles, an increase of 10 articles compared to the Charter of the 12th term of the Vietnam Trade Union. The addition and rearrangement of a number of articles in this term's Charter has been systematic, scientific , and rigorous, enhancing the legal value and responsibility for implementing the Charter at all levels of the trade union, in accordance with the viewpoints and principles of amending and supplementing the Charter of the Vietnam Trade Union. The new articles and new contents added to this Charter have been concretized from the Party's resolutions and the State's laws, with theoretical, legal, and practical bases; the basic amendments have overcome the limitations and difficulties in the practical implementation of the Charter, and at the same time have new contents to meet the requirements of developing the movement of workers, civil servants, laborers and trade union activities.

According to the program, the afternoon congress will discuss at 10 centers. The solemn session will take place on the morning of December 2. At the solemn session, General Secretary Nguyen Phu Trong will give a speech directing the 13th Congress of the Vietnam Trade Union.
