The Congress was attended by 358 official delegates; including 44 delegates who are members of the Provincial Party Executive Committee, term XIV, 2020 - 2025; 314 delegates elected and appointed at the Congress of 49 affiliated Party Committees, representing over 49,000 Party members of the Provincial Party Committee. Attending and directing the Congress were Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council and leaders representing central departments, ministries and branches; Standing Committees of the Provincial Party Committees of Son La, Lai Chau, Vinh Long; former members of the Party Central Committee; former Secretaries and Deputy Secretaries of the Provincial Party Committee; Chairmen, Vice Chairmen of the People's Council, People's Committee, members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee through the periods; Revolutionary veterans, People's Armed Forces Heroes, representatives of ethnic groups and religions, delegates attending the Congress, leaders, editors, and reporters of central and local news agencies and newspapers attended, followed, and reported on the Congress.
After 3 working days, with the spirit of solidarity, democracy, responsibility, creativity and development, the 15th Congress of Dien Bien Provincial Party Committee, term 2025-2030, completed the contents according to the program and was a great success.
1. The Congress focused on discussing and giving opinions on the draft documents of the 14th National Congress of the Party in a lively, democratic and frank atmosphere. The Congress expressed high consensus on the draft documents; affirmed that the documents were carefully and meticulously prepared, deeply assessing and analyzing the great achievements after 40 years of renovation; agreed on the vision and development orientation, key tasks and strategic breakthroughs during the term of the 14th National Congress of the Party.
With the spirit of honesty, objectivity, and looking straight at the truth, the Congress closely assessed the actual situation and the results achieved; pointed out the limitations and causes, especially subjective causes; drew profound and comprehensive lessons from the process of leadership, direction and organization of the implementation of the Resolution of the 14th Provincial Party Congress, term 2020 - 2025; thereby determining the development perspective, goals, breakthroughs, tasks and solutions for the term 2025 - 2030. The Congress resolved to approve:
(1) Development perspective for the 2025 - 2030 term
- Firmly apply and creatively develop Marxism-Leninism, Ho Chi Minh thought, and the Party's innovation policy; focus on building and rectifying the Party and the political system to be clean and strong in all aspects; streamline the organizational apparatus, improve performance, effectiveness, and efficiency of operations, and improve the quality of cadres, civil servants, and public employees with sufficient qualities and capacity to meet task requirements.
- Policies and guidelines must truly originate from the aspirations, rights and legitimate interests of the people. Identify the people as the center and subject of the innovation process; take the happiness and prosperity of the people as the goal to strive for. Maximize the human factor; attach importance to human resources, especially high-quality human resources to meet development requirements.
- Dien Bien province and the whole country enter a new era with the determination to promote the "Dien Bien Phu Spirit" in peacetime; develop socio-economic in accordance with the national development strategy, national master plan, national sectoral planning and regional planning; develop rapidly associated with green, effective and sustainable growth; improve quality, productivity, efficiency and competitiveness of the locality. Invest in high technology development, innovation; promote the application of science and technology, digital transformation, and develop the digital economy.
- Focus on key investments in the province's strong sectors and fields, including: Agriculture and forestry as the foundation; transportation and construction as the driving force; tourism as the spearhead economic sector. Synchronously and modernly invest in socio-economic infrastructure in the direction of connectivity, multi-purpose, and close linkage between communes and wards; create development links with provinces in the region.
- Closely combine economic development with strengthening and ensuring national defense and security. Proactively integrate and cooperate internationally; develop trade through international border gates with the provinces of Northern Laos and Yunnan (China).
- Strengthen the building and rectification of the Party and the political system to be clean and strong in all aspects, affirming the role, leadership capacity, fighting strength of the Party, and the command and administration capacity of governments at all levels. Strengthen the close relationship between the Party and the People; strengthen control of power, resolutely and persistently fight against corruption, waste and negativity.
(2) General objectives
Continue to improve the leadership capacity and fighting strength of the Party Committee; promote the strength of national solidarity; effectively exploit potentials and advantages, promote socio-economic development; improve the material and spiritual life of the people. Focus on developing health infrastructure, education, training and innovation; constantly improve the quality of health care for the people; human resource training. Develop agriculture and forestry applying modern science and technology, towards improving product quality and value; combined with the development of processing industry and services, tourism. Promote the development of digital economy and socio-economic infrastructure system. Maintain political stability, ensure national defense and security, firmly protect national territorial sovereignty; expand foreign relations and international integration. Strive by 2030, Dien Bien will become a province developing towards a green, smart and sustainable economy; is one of the tourist centers of the region; becoming a fairly developed province in the region.
(3) Agree on 3 breakthroughs to focus on implementation
Firstly, perfecting mechanisms and policies and enhancing provincial competitiveness: Focus on researching, promulgating or proposing promulgation of mechanisms and policies to attract investment, develop infrastructure, agricultural and forestry economy, support businesses, shift labor structure and mobilize resources for development. Determined to build a government close to the people, serving the people and businesses; creating an open, transparent and favorable investment and business environment for economic sectors. Synchronously implementing solutions to enhance provincial competitiveness with a focus on promoting science and technology development, digital transformation, application of artificial intelligence (AI) and administrative procedure reform.
Second, complete the socio-economic infrastructure system: Mobilize maximum resources for socio-economic infrastructure development. Focus on investing in traffic infrastructure; especially the Son La - Dien Bien - Tay Trang border gate expressway, the road connecting National Highway 12 with A Pa Chai - Long Phu border gate and A Pa Chai border gate economic zone; gradually complete inter-regional, inter-commune and rural traffic routes. Determined to invest in building telecommunications infrastructure to meet the requirements of digital transformation and the direction and operation of local Party committees and authorities at 2 levels. Complete the Provincial Administrative and Political Center; invest in and upgrade commune-level administrative centers to ensure synchronization and effective operation. Focus on completing infrastructure to serve service and tourism development. Promote investment in building new irrigation reservoirs to serve production, lakes, protect the environment and ecology. Create land funds for socio-economic development; attract all social resources to invest in service infrastructure and tourism.
Third, promote tourism development to become a spearhead economic sector with many types : Focus on effectively exploiting the cultural identity values of ethnic groups, natural landscapes, human resources; promote the system of historical relics, especially the Dien Bien Phu Battlefield National Monument. Support the development of eco-tourism, community, experience, resort, sports, and entertainment products, contributing to increasing the length of stay of tourists and tourism revenue. Prioritize attracting investment and developing the Dien Bien Phu - Pa Khoang National Tourist Area; high-quality eco-tourism, sports, and resort service facilities. Strengthen tourism promotion through media channels and social networking platforms; expand links and cooperation in tourism development with domestic and international localities. Build Dien Bien into a tourism center; make tourism a spearhead economic sector of the province.
(4) Voting and highly agreeing on 22 main targets in the fields of economy, society, environment and Party building to focus on and strive to implement in the 2025 - 2030 term. Some of these targets include: The economy continues to grow well compared to the regional average, with an average growth of 8.76%; GRDP per capita in 2030 reaches 115 million VND/person; total budget revenue in the area in 2030 is over 5,000 billion VND; total social investment capital in the period 2026 - 2030 reaches 231,000 billion VND; added value of the agricultural sector (at 2010 prices) in 2030 reaches 3,057 billion VND, an increase of 16.7% compared to 2025; the proportion of digital economy reaches 20% of the province's GRDP; By 2030, the export turnover of goods, services and border residents will reach 153 million USD; in the period of 2026 - 2030, there will be over 8 million tourists, the average stay is 3 days/guest, total revenue from tourism activities will reach 15,000 billion VND; the poverty rate will decrease by an average of 3%/year or more...
2. The Congress elected 52 exemplary comrades with qualities, capacity and prestige to join the Provincial Party Executive Committee for the 15th term, 2025-2030 (01 comrade was reorganized after the Congress).
At the first meeting, the Provincial Party Committee of the 15th tenure elected the Standing Committee of the Provincial Party Committee consisting of 14 comrades. Comrade Tran Tien Dung, Deputy Secretary of the Provincial Party Committee of the 14th tenure, was elected to hold the position of Secretary of the Provincial Party Committee of the 15th tenure, term 2025 - 2030. Comrades: Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee for the term 2020 - 2025; Ha Quang Trung, member of the Provincial Party Committee Standing Committee, Deputy Head of the Provincial Party Committee's Organization Committee for the term 2020 - 2025; Comrade Mua A Vang, alternate member of the Party Central Committee, member of the Provincial Party Committee Standing Committee, Chairman of the Vietnam Fatherland Front Committee of the province for the term 2020 - 2025, was elected to hold the position of Deputy Secretary of the Provincial Party Committee for the term 2025 - 2030. The Provincial Party Committee of the 15th tenure elected the Provincial Party Committee's Inspection Committee consisting of 11 comrades; Elect comrade Nguyen Sy Quan - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, term 2020 - 2025 to hold the position of Chairman of the Provincial Party Committee's Inspection Committee, term XV, term 2025 - 2030.
3. The Congress elected a Delegation of 17 official delegates and 02 alternate delegates, who are typical comrades representing the Dien Bien Provincial Party Committee to attend the 14th National Congress of the Party.
The 15th Congress of the Dien Bien Provincial Party Committee, term 2025 - 2030 is the culmination of wisdom, democracy, solidarity, and steadfastness in the goal of national independence and socialism. The success of the Congress is a great source of encouragement and motivation for the Party Committee and the people of all ethnic groups in the province, creating a combined strength of great solidarity among ethnic groups; creating a solid premise for the successful implementation of the goals and political tasks of the Provincial Party Committee in the term 2025 - 2030.
4. Key tasks in the coming time
To successfully achieve the goal of " striving by 2030 to turn Dien Bien into a province developing in the direction of green, smart, sustainable economy; being one of the tourist centers of the region; becoming a fairly developed province in the region " according to the Resolution of the 15th Provincial Party Congress; in the coming time, Party committees, authorities, the Fatherland Front and socio-political organizations at all levels need to focus on implementing well the following key tasks:
(1) Continue to build and rectify the Party and the political system to be clean, strong, and comprehensive; innovate methods and improve the leadership capacity of the Party Committee. Focus on perfecting the political apparatus according to the model of a streamlined two-level local government, operating effectively, efficiently, and effectively with the goal of best serving the people, businesses, and society.
(2) Building a team of cadres and party members at all levels with virtue and talent, constantly self-renewing, meeting the requirements of the task. Resolutely and persistently prevent, repel, and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifested "self-evolution" and "self-transformation"; overcoming the state of passivity, waiting, hesitancy, and fear of responsibility in performing tasks. Pay attention to building a team of scientific and technical cadres, female cadres, young cadres, and cadres from ethnic minorities.
(3) Invest in building, consolidating and modernizing the system of preschool and general education facilities to reach the average level of the whole country. Complete the network of boarding and semi-boarding schools in ethnic minority and border areas. Implement priority policies for education in border areas and areas with particularly difficult ethnic minorities; complete and put into operation inter-level primary and secondary boarding schools in border communes; completely resolve the shortage of teachers, schools and classrooms. Develop university and vocational training facilities. Strengthen the teaching and learning of some popular foreign languages (English, languages of neighboring countries, languages of countries having cooperative relations with Dien Bien province). Expand cooperation and linkage with domestic and foreign educational and training facilities. Implement basic goals and targets on education and training according to the Resolution of the Central Committee.
(4) Focus on improving the quality of human resources associated with building and developing Dien Bien culture and people comprehensively, meeting the requirements of sustainable development. Synchronously deploy policies to attract, train, foster, and use high-quality human resources, prioritizing a number of fields, such as: Information technology, electronics - telecommunications, agriculture - forestry, biology - chemistry, medicine - pharmacy, energy, materials, processing industry, foreign relations,. Promote the role of on-site training facilities (Thai Nguyen University Branch, FPT Education Complex, Dien Bien College). Build the Provincial Political School to meet level 2 standards.
(5) Building a fair, high-quality, effective and sustainable health system; improving the quality of disease prevention, examination and treatment, and disease control; effectively implementing the National Target Program on health care, population and development. Attracting social investment, developing a number of high-quality health facilities. Strive for all people to have access to and use quality primary health care services and receive free health check-ups at least once a year. Implementing basic goals and targets on protecting, caring for and improving people's health according to the Central Resolution.
(6) Strengthen research, application of science, technology and innovation, digital transformation associated with socio-economic development, ensuring national defense and security; promote digital transformation, green transformation, energy transformation associated with the development of high-quality human resources. Restructure scientific and technological tasks to closely follow reality, solve specific problems, areas with potential and advantages of the locality; prioritize the application of digital technology, artificial intelligence (AI), green technology and circulation. Encourage the development of high-value-added scientific and technological products and services, expand the consumer market. Invest in building and upgrading technical infrastructure and digital databases to meet development requirements in the new period. Build a Center for innovation, application of science, technology, digital transformation with practical and effective operations, aiming at the production and application of high-quality technological products.
(7) Effectively implement the Provincial Planning, linked with regional and national planning. Promote the synchronous development of transport infrastructure, technology, services, and tourism. Focus on restructuring public investment, implementing solutions to strongly improve the investment environment, and enhance provincial competitiveness. Develop and promulgate mechanisms and policies to promote production and business. The work of drafting legal documents meets development requirements, fully, correctly, and promptly concretizes the Party's policies and guidelines; based on the practical situation of the locality.
(8) Promote the development of agriculture and forestry, build preservation, processing and deep processing facilities towards forming and expanding production areas of high value-added goods, associated with building product brands, developing OCOP products that meet national quality standards. Research and develop new plant and animal varieties, restore indigenous varieties with high economic value. Prioritize key crops suitable for local climate and soil (specialty rice, macadamia, coffee, rubber, tea, cinnamon, corn, cashew, medicinal herbs, etc.) and branded livestock (mauldron duck, black chicken, buffalo, cow, goat, sturgeon, etc.). Develop farm economy, cooperatives, agricultural and forestry enterprises, forms of organization and linkage of production and business in agriculture and rural areas; expand the market for agricultural products, build product consumption chains. Developing raw material forests for wood processing and biomass energy, prioritizing investment in infrastructure and forest management, protection and development; socializing forestry investment and developing forest environmental services, participating in the carbon credit market. Linking agricultural and rural development, farmer resources with diversifying tourism products.
(9) Promote administrative reform, create an environment to attract investment in all fields, especially agriculture, forestry, tourism, and energy. Rapidly developing the private economy and effectively operating it has truly become an important driving force for the province's socio-economic growth and development. Prioritize, facilitate, and encourage the private economy to invest in the following fields: Application of science and technology, digital transformation, development of agriculture, forestry, health, education, tourism, energy, etc.
(10) Strengthen national defense and security potential, build a revolutionary, disciplined, modern, and integrated army and people's police force; firmly maintain national sovereignty and territory; ensure political security, border security, and social order and safety. Promote foreign relations, proactively and actively cooperate and integrate internationally./.
