According to the forecast from the Provincial Hydrometeorological Station, at 7:00 p.m. on November 27, storm No. 15 was about 220 km northwest of Song Tu Tay Island. The strongest wind near the storm center was level 12 (118 - 133 km/h), gusting to level 15; moving west at a speed of 5 - 10 km/h.

Currently, there are 2 scenarios for the storm's path: Scenario 1: With a probability of 70 - 80% when approaching the Dak Lak sea, the storm will change direction and move slowly northward, gradually weakening. With this scenario, rainfall in the eastern part of the province is 100 - 200 mm, concentrated from December 1 - 3, 2025.
Scenario 2: The storm moves westward and enters the mainland provinces from Gia Lai to Khanh Hoa with weak intensity. With this scenario, rainfall in the eastern part of the province is likely to be 200-300 mm, concentrated from December 1-3, 2025.
At sea, wave heights range from 2-4 m, sometimes from 5-8 m, with strong to very strong seas. All boats, aquaculture cages and activities at sea are at high risk of being affected by strong winds, whirlwinds and large waves.

Flood warning on Ba River and Ky Lo River has reached alert level 1 to alert level 2, some places even above alert level 2. It is necessary to guard against flash floods and landslides because the ground is saturated by recent rains and floods.
Based on the above scenarios, the Provincial Civil Defense Command deployed response plans.
Specifically, for the scenario of storm level 9 - 10, gust level 12 (natural disaster risk level 3), the whole province is ready to evacuate 22,718 people (of which 14,419 people are evacuated on-site, 8,299 people are evacuated in a centralized manner). Localities will organize and implement the relocation and evacuation of people according to the actual situation of the storm.
For natural disasters such as floods, inundations, flash floods, and landslides that are likely to occur at level 1 natural disaster risk, localities should develop and implement their own local natural disaster response plans and Plan No. 02600/PA-UBND dated August 18, 2025 of the Provincial People's Committee, natural disaster response in 2025 in Dak Lak province.

To be ready to respond to the above scenario, solutions and assignment of tasks to departments, branches and units have been specifically developed.
In particular, the Provincial Military Command is ready with forces and vehicles (cars, special vehicles, canoes) to support the evacuation of people in key areas including 18 communes and wards in the Southern region and 16 communes and wards in the Northern region;
Provincial Police: Organize the implementation of tasks to ensure political security, social order and safety, fire prevention, fire fighting, rescue, etc. At the same time, mobilize maximum forces and means to be ready to prevent, combat, and respond to storm No. 15 and heavy rains, floods, and landslides.
The Department of Agriculture and Environment (standing agency) directs the operation of inter-reservoirs to receive floods, ensuring safety in downstream areas; deploys safety measures for production activities and harvesting of agricultural products approaching harvest time with the motto "green at home is better than old in the fields", especially aquaculture and seafood farming activities on rivers, coastal areas, and estuaries to minimize damage when heavy rains and floods occur...
Department of Health: direct all medical facilities in the province to activate disaster prevention plans; fully prepare medicines, chemicals, spare medical supplies, oxygen, generators, etc., ensure emergency reception and treatment for people in all situations, even when isolated.
Department of Industry and Trade: reserve a large amount of essential goods including: 448 tons of rice, 2,300 boxes of instant noodles, 470,000 liters of gasoline, 506,000 liters of oil, along with many other necessities and construction materials to serve people when natural disasters occur. At the same time, have a plan to transport and distribute goods to serve natural disaster prevention and control; organize supervision of the operation process of the inter-reservoir hydroelectric power plant on the Ba River to ensure compliance with regulations...

Dak Lak Newspaper, Radio and Television and other media agencies will increase the frequency of broadcasting storm warnings (every 2 hours) so that people can proactively take precautions.
Response scenarios for storm No. 15 and heavy rain, floods, and landslides are also being deployed in stages: before, during, and after the storm makes landfall.
The Provincial Civil Defense Command requests departments, branches, sectors and localities to seriously implement this plan based on their assigned functions and tasks. The Provincial Military Command, the Provincial Border Guard Command and the Provincial Police ensure the number of troops, supplies and vehicles, and allocate them in accordance with the actual situation, focusing on the northeastern region of the province; and ensure security and order.
