Ensuring safety in management, operation and use of electricity

Identifying safety as a key task, in addition to investing in the minimum grid to minimize the risk of insecurity, Quang Tri Power Company (PC Quang Tri) has focused on implementing activities to ensure safety in production and business. Through this activity, it aims to raise the sense of responsibility and awareness of law compliance for officers, employees and electricity customers.

Every year, PC Quang Tri has seriously carried out training and inspection of electrical safety procedures and occupational safety and hygiene for officers and employees. The affiliated power companies maintain the implementation of occupational safety control in accordance with regulations.

Field survey of work performed according to work orders reached 100%; work permit control was 100%; approval and control of work safety on the power grid by the operation management unit's leaders for work orders was 100%, and for work schedules was 99.7%.

In 2023, the company will continue to maintain good performance in inspection and re-inspection of labor safety sites. Through inspection, 5 labor safety violations were detected with 18 violators.

Maintain fire prevention, firefighting, rescue and relief drills throughout the company. Organize inspections of fire prevention and firefighting management records for 26 fire prevention and firefighting facilities, and conduct actual inspections to ensure fire prevention and firefighting safety at 4 facilities at risk of fire and explosion. After the inspection, the units promptly handled the existing problems, thanks to which no fire or explosion occurred in 2023. Regularly monitor weather developments and proactively deploy response plans.

When a natural disaster occurs, the PCTT&TKCN Command Board of PC Quang Tri has dispatches and documents to deploy preparation work, assigning members of the Steering Committee to monitor units in the affected area to review, support, manage post-disaster recovery and comply with principles of ensuring labor safety.

By the end of 2023, there were 4 natural disaster events (storms, tropical depressions, floods) affecting the power grid managed by PC Quang Tri with a total damage value of about 1,173 billion VND.

In addition, PC Quang Tri has developed a plan to propagate electrical safety among the people in many forms such as distributing electrical safety leaflets, announcements, sending emails and providing instructions on safe electricity use to each electricity customer...

Implement the propaganda plan to protect the high voltage grid corridor according to the direction of EVN, EVNCPC in many different forms. Timely detect and actively coordinate with local authorities and functional agencies in handling violations according to the provisions of law.

During the 2023 Occupational Safety and Health (OSH) Action Month, PC Quang Tri participated in and won the First Prize in the Quang Tri Province OSH Competition organized by the Department of Labor, War Invalids and Social Affairs. The unit also responded to the 2023 OSH Action Month with the theme "Strengthening the development of safe working procedures and measures and improving working conditions, reducing stress at work"; Traffic Safety Month 2023 with the theme "Respecting the law and building a culture of safe traffic"...

In 2023, all potential risks in the production and business processes of the units have been identified, analyzed, evaluated, updated and preventive measures have been proposed. PC Quang Tri proactively coordinated with authorities at all levels, the Department of Industry and Trade, the Steering Committee for Safety Protection of High Voltage Power Grid Works of Quang Tri province in implementing Decree 14/2014/ND-CP dated February 26, 2014 and Decree 51/2020/ND-CP dated April 21, 2000 of the Government .

Actively coordinate with press agencies to promote compliance with legal regulations on protecting high-voltage power grid works; coordinate with local authorities to promote ensuring electrical safety for people and actively clear power grid corridors to limit violations of power grid corridors and ensure safe operation of the power grid.

To ensure people's safety and avoid unfortunate electrical accidents that may occur due to power grid system failures and violations of safety corridors, especially during Christmas, New Year 2024 and Lunar New Year, PC Quang Tri has coordinated with local authorities at all levels to step up propaganda to agencies, businesses and people in the province about behaviors that can cause unsafety to people and equipment.

In addition, the unit also proactively sends documents to business establishments to grasp the legal regulations on the safety corridor of high-voltage power grid works. Inspect the power grid to detect and immediately fix existing cases on the power grid such as unsafe meter boxes, failure to ensure phase-ground distance; lack of numbered signs, safety warning signs at poles and power stations; loose or broken ropes; unsatisfactory ground resistance values; and prevent the occurrence of houses and constructions violating the safety corridor of high-voltage power grid.

In particular, it is necessary to strengthen inspection and take active measures to force units outside the electricity sector to absolutely comply with regulations on occupational safety and health and electrical safety procedures and other regulations when carrying out work related to the company's power grid.
