Ensure conditions for people to feel secure and attached to Con Co Island

Developing the marine and island economy and maintaining the security and sovereignty of Vietnam's seas and islands are identified as important strategic tasks of the Party and State. Therefore, in recent years, Con Co island district has focused on investing in developing infrastructure systems to serve migration, socio-economic development associated with strengthening national defense and security, and protecting national territorial sovereignty in the East Sea.

As one of six young families in Kim Thach commune, Vinh Linh district, who have just voluntarily applied to migrate to Con Co island to live and work, the couple Ho Van Uan (born in 1991) and Phan Thi Hong Lan (born in 1996), in Vinh Moc village, could not hide their joy and confidence in the new journey ahead.

Ms. Lan shared: “My husband and I are young and healthy, and have been involved in fishing for a long time, so last March, when the Commune People's Committee announced and notified us about the registration of the need to migrate to Con Co island district, my husband and I discussed and compared the relevant conditions and standards, then decided to voluntarily write an application. We hope to be approved so that we can start building a new life, both developing the family economy and joining hands to preserve and protect our homeland's sea and islands.”

Con Co is an island located in the sea of ​​Quang Tri province, 4 sides bordering the East Sea, 13-17 nautical miles from the mainland. Con Co is oriented to become an island district with a dynamic economy in the economic development strategy of Quang Tri province and the sea strategy of the whole country, a dual-use island serving both economic development and ensuring national defense and security.

Secretary of the District Party Committee, Chairman of the People's Committee of Con Co island district Vo Viet Cuong said: "To complete the project "Migration to Con Co island in the period of 2025 - 2030" to submit to the People's Committee of Quang Tri province for approval, in February 2025, the People's Committee of Con Co island district issued a document requesting the People's Committees of the districts: Vinh Linh, Gio Linh, Trieu Phong, Hai Lang to coordinate in disseminating the need to register for migration to Con Co island district. Specifically, the expected number is 20 households, including households under 50 years old and having household registration in 4 districts: Vinh Linh, Gio Linh, Trieu Phong, Hai Lang, with a permanent residence of 3 years or more. Members of the household must be in good health, good morals, good personal background and have the desire to live long-term in Con Co island district. Priority is given to households engaged in fishing, fishing logistics services, tourism services and have not been granted residential land. Currently, the District People's Committee is continuing to study Research relevant mechanisms and policies, and coordinate with local authorities to actively disseminate the need to register for migration to Con Co island district, compile statistics and compile a list of registered households for consideration and approval in the coming time.

It is known that, in order to effectively carry out the work of migrating to the island in accordance with the actual conditions and situation, on May 25, 2018, the People's Committee of Con Co island district submitted to the Provincial People's Committee to issue Decision No. 08/2018/QD-UBND on amending and supplementing a number of articles of the regulations on support levels for migration to Con Co island issued together with Decision No. 37/2015/QD-UBND dated December 23, 2015 of the Provincial People's Committee on promulgating regulations on support levels for migration to Con Co island, in which the applicable subjects are expanded, the occupations are expanded in accordance with the actual situation in the area such as fishing, fishing logistics services, the ability to raise and catch aquatic products, services - tourism, adding subjects working in food and beverage services, business; the age is raised to under 50 years old.

In addition, the support level of 30 kg of rice/person/month for workers was revised to 30 kg of rice/person/month. Thanks to the above policies and mechanisms, Con Co island district has gradually received households migrating to the island, and at the same time proposed to allocate resources for policies, programs, and projects to invest in infrastructure, develop the economy - society on the sea and islands according to the policy of "combining national defense - security with economic development".

Actively organize fishermen to exploit seafood along the island in many forms, establish teams to exploit medicinal herbs, organize services for motels, food, drinks and commercial services to provide necessities for tourists and officials and people on the island.

In addition, the island district has also focused on developing policies on trade promotion, product consumption support, investment attraction, tourism promotion, etc., actively calling for organizations, enterprises, joint ventures, associations, attracting investment in areas such as: services, tourism, aquaculture, seafood processing; developing plans, organizing the exploitation of the potentials and advantages of Con Co, continuing to develop the population on the island with an appropriate scale as a basis to ensure the requirements of socio-economic development and national defense and security on the island.

Mr. Vo Viet Cuong added: “Currently, the island district's socio-economic development continues, infrastructure is invested in with a number of projects completed and put into use, bringing practical results, production development models are deployed, creating stable jobs for people. On the other hand, cultural and sports activities are also organized regularly, cultural institutions continue to be invested in and built... These are important premises for people to feel secure in their attachment to Con Co island, promote the strength of the great solidarity bloc, and be determined to build Con Co island district rich in economy, beautiful in culture, and strong in national defense and security”.
