The project to exploit sand, gravel, and pebbles from My Chanh riverbed for common construction materials by open-pit method at OL6 sand and gravel mine in Hai Son commune, Hai Lang district was licensed by the People's Committee of Quang Tri province to QT Nguyen Hoang Company Limited (Nguyen Hoang Company) on December 31, 2024.

The mining area is over 14.6 hectares, including 4 areas; the mineral reserves allowed to be included in the mining design are 502,507 m 3 ; mining capacity is 40,000 m 3 / year; mining time is from 7:00 a.m. to 5:00 p.m. daily. The project's exploitation period is 13 years and 2 months. On April 4, 2025, the People's Committee of Quang Tri province continued to issue a decision to lease land to Nguyen Hoang Company to implement this project.
Chairman of Hai Son Commune People's Committee Le Van Huan said that after people expressed their concerns, the local government coordinated with specialized agencies to review all legal documents of the sand mine.
According to the assessment, the legal documents for granting sand mining licenses are in accordance with the procedures and legal regulations. “Through the four previous dialogue sessions, the general concern of the people is that when the sand mining is put into operation, it will cause environmental pollution, affect the source of domestic water; cause landslides on both river banks; and affect the Khe Muong bridge project across the My Chanh river,” said Mr. Huan.
At the dialogue, people's opinions also focused on the above contents. In addition, there was an opinion that if attention was paid to building a water plant to ensure domestic water supply, people would no longer oppose sand mining.
Mr. Vo Van Dung, Head of the Environmental Protection Department (Department of Agriculture and Environment) said that the OL6 sand mine was included in the exploration and exploitation plan by the Provincial People's Committee. The exploration process received opinions from many people in Tay Son village and related villages.
The project has been carefully analyzed and assessed for environmental impacts and solutions (if any) have been proposed. Mr. Dung affirmed that when there was feedback from the people, the provincial leaders were very concerned and directed the specialized agencies to review the entire appraisal and licensing process of the project to see if there were any errors or not so that timely adjustments could be made.
Speaking at the dialogue, Mr. Nguyen Van Trong, Director of Nguyen Hoang Company, pledged that the company had a solution to drill a 70-meter deep well to ensure a source of water for people. In addition, the company will set up a fund from annual sand mining revenue to build public works, ensuring the harmony of interests between the company and the people.
“Regarding the issue of environmental pollution and riverbank erosion if it occurs due to sand mining, we are committed to complying with the regulations in the environmental impact assessment. We also hope that people will set up a monitoring team during the exploitation process of the enterprise,” Mr. Trong expressed.
Concluding the dialogue, Head of the Environmental Protection Department Vo Van Dung said that the enterprise has made a commitment, so he hopes that people will support and monitor the project so that it can soon be put into sustainable operation. "I know that people are worried, but when relevant agencies are standing by, I hope people will support the enterprise to operate, contributing to meeting the supply of materials for projects in the province."
