Impressive socio -economic development

Reporting at the meeting, Phu Vang District Party Secretary Tran Gia Cong said that in the period of 2020 - 2025, 15/15 socio-economic development targets of the district were achieved and exceeded. The average growth rate was 13%. Compared to the beginning of the term, the economic scale increased by 2.02 times. The average income per capita in 2025 is estimated at 82 million VND/person/year, an increase of 1.64 times compared to 2020. The total social investment capital reached more than 15,000 billion VND. The budget revenue in the period of 2020 - 2025 is estimated at 1,459 billion VND.

The service sector increased by an average of 16.34% per year, accounting for 42.43% of the economic structure, contributing to becoming the spearhead economy of the district; the construction industry increased by 14.15%, accounting for 40.46% of the economic structure. Agriculture, forestry and fishery increased by an average of 4.68% per year, accounting for 17.10% of the economic structure.

Regarding the preparation for the Party Congresses at all levels for the 2025-2030 term, based on the guiding documents of the Central and the City, the District Party Committee and the Standing Committee of the Phu Vang District Party Committee have promptly disseminated, promptly deployed and issued documents to lead and direct the Party Congresses at all levels, towards the 16th District Party Congress for the 2025-2030 term. Up to now, 230/230 Party cells under the grassroots Party Committee have organized congresses. The Phu Vang District Party Congress for the 2025-2030 term was selected as a model congress and a pilot congress to directly elect the Secretary at the congress. To prepare carefully, the Standing Committee of the District Party Committee has promptly established Congress sub-committees and established 4 steering groups to assist the Standing Committee of the District Party Committee in directing the congress. The Phu Vang District Party Congress for the 2025-2030 term is expected to be held at the end of May 2025.

Sharing about socio-economic development solutions in the coming time, Phu Vang District Party Secretary Tran Gia Cong said that Phu Vang will focus on continuing to implement 3 key programs on the marine and lagoon economic development program, focusing on developing service infrastructure, marine tourism and coastal urban areas; the new rural construction program, focusing on building commodity agricultural production areas according to the value chain and the human resource development program. Focus on upgrading key traffic routes, creating favorable conditions to attract investors to build factories. At the meeting, the Standing Committee of Phu Vang District Party Committee proposed that the City Party Committee soon make a decision on retirement cases according to Decree 177 and 178 of the Government so that the district can be proactive in planning, arranging and assigning cadres. It is proposed to soon approve the number of standing committees of commune-level Party committees for the 2025-2030 term. Regarding economic development, support and focus on investment in infrastructure and transportation; the district has a large lagoon system, but it is mainly used for aquaculture and fishing, which has not fully exploited its potential, and needs the city's support in planning and attracting investment...

Focus on preparing well for Party Congresses at all levels

At the meeting, Head of the Organizing Committee of the City Party Committee Phan Xuan Toan informed the Standing Committee of the Phu Vang District Party Committee about the implementation of retirement according to Decree 178, depending on each case to resolve objectively and reasonably. Not all cases with a request will be agreed and not all cases without a request will be retained. For cadres under the management of the Standing Committee of the District Party Committee, to ensure objectivity, the district needs to establish a council for consideration. Regarding the regulation on the number of standing committee members of the commune-level Party Committee, the Organizing Committee is currently collecting the number of members of the whole city, and is expected to submit it to the Standing Committee of the City Party Committee for comments on February 20. At the latest, by the end of this week, there will be an official document for localities to apply, ensuring the progress of the congress.

The economic scale doubled compared to the beginning of the term; 13/13 communes and towns met new rural standards; for 5 consecutive years, the Standing Committee of the City Party Committee rated it as "Excellently completing tasks"... Phu Vang is a bright spot in the overall development of the city.

In 2025, Standing Deputy Secretary of the City Party Committee Pham Duc Tien requested Phu Vang district to have a spirit of urgency in working, performing tasks more quickly and effectively. Therefore, the Party Committee and the government focus on leading and directing the removal of obstacles in socio-economic development; reviewing works and projects in the area; focusing on supporting business development to grow together with the city in double digits in 2025, creating momentum for the 2025-2030 term. Continue to promote the National target program, sustainable poverty reduction, and new rural construction.

Regarding the preparation for the Party Congresses at all levels in the area, the district needs to focus on personnel work. Regarding the participation in giving opinions on documents, it is necessary to focus on key points and substance, avoiding giving opinions in a formal way. Urgently prepare the contents and conditions to successfully organize the congress. Pay attention to training and creating a source for developing Party members, contributing to completing the goals set out in the Resolution of the 16th City Party Congress.

Regarding the arrangement of the apparatus and cadres, Standing Deputy Secretary of the City Party Committee Pham Duc Tien requested the leaders of Phu Vang district to review and correctly assess the capacity of cadres, prepare well the personnel plans, as well as stipulate the functions and tasks of the apparatus to submit to the competent authority when the general policy is approved. The work of streamlining and arranging the apparatus, especially implementing the retirement policy according to Decree 178 of the Government, the district needs to establish a council to ensure objectivity, the right people, and the right subjects.
