With the consistent viewpoint of "taking people and businesses as the center and service subjects", in the context of streamlining and organizing operations according to the new apparatus, in the first 5 months of 2025, Vietnam Social Security continued to achieve positive results in development, ensuring the rights of participants and beneficiaries of policies.

Solve social insurance regime for people.

Specifically, the number of people participating in social insurance, health insurance, and unemployment insurance all increased compared to the same period in 2024: It is estimated that by the end of May 2025, the number of people participating in social insurance will reach 19.56 million people, an increase of 12% over the same period in 2024; of which: compulsory social insurance is 17.43 million people (an increase of 8.9%) and voluntary social insurance is 2.13 million people (an increase of 46.23%). The number of people participating in unemployment insurance is estimated at 15.7 million people (an increase of 9.86%); the number of people participating in health insurance is 93.56 million people, an increase of 3.24% over the same period in 2024.

The payment and settlement of social insurance and unemployment insurance regimes are carried out promptly: By the end of May 2025, the entire Vietnam Social Insurance system is estimated to have settled about: 46,554 people receiving monthly social insurance regimes, an increase of 53.9% over the same period in 2024; 484,994 people receiving one-time social insurance regimes, a decrease of 13.33% over the same period in 2024; nearly 3.6 million people receiving sickness, maternity, and health recovery regimes; coordinated settlement of about 271,997 people receiving unemployment benefits (TCTN) and 6,094 people receiving vocational training support.

Number of health insurance examinations and treatments increases: It is estimated that by the end of May 2025, Vietnam Social Security will pay for nearly 80 million people with health insurance, an increase of 8.59% over the same period in 2024; the estimated amount of health insurance examinations and treatments spent is VND 63,324 billion, an increase of 15.59% over the same period in 2024.

Notably, the number of people receiving pensions in the first months of 2025 increased sharply with about 27,255 beneficiaries in the first 4 months of 2025, an increase of 95.47% over the same period in 2024, due to the impact of Decree No. 177/2024/ND-CP dated December 31, 2024 and Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government . In the context of the increasing number of people receiving pensions, units under and affiliated to Vietnam Social Security continue to maintain flexible implementation, organize the review of procedures, adjust the software implementation according to the new organizational model, ensuring smoothness and not affecting the rights of beneficiaries. Therefore, the settlement of social insurance regimes for employees is always guaranteed to be timely and in accordance with regulations.

In particular, the number of people receiving one-time social insurance benefits continues to decrease and decrease sharply compared to the same period in 2024 (estimated to decrease by more than 91 thousand people, equivalent to a decrease of 18.8%). This is a positive signal showing that workers increasingly understand the meaning, superiority of the policy and benefits when participating in social insurance for 15 years according to the Social Insurance Law 2024. Thereby, it affirms that the Social Insurance Law No. 41/2025/QH15 has entered life even before the Law took effect, creating more peace of mind and attachment for workers to the social security system.

The above positive results were recorded in the context that Vietnam Social Security is implementing Resolution No. 18-NQ/TW on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently. These results have demonstrated the efforts, responsibility and determination of the entire Vietnam Social Security system in carrying out assigned political tasks, while ensuring social security benefits for the people even in a period of many changes in organizational structure.
