Previously, the Resolution was approved by National Assembly deputies on the afternoon of May 29 at the 9th Session with the result of 461/463 deputies participating in the vote in favor, accounting for 96.44% of the total number of National Assembly deputies.

The National Assembly passed the Resolution on piloting special mechanisms and policies for social housing development.
The National Assembly's Resolution on piloting a number of specific mechanisms and policies for social housing development stipulates piloting a number of specific mechanisms and policies for social housing development nationwide, including: National Housing Fund; assigning investors, approving investment policies, and assigning investors without bidding for social housing construction investment projects and housing for the people's armed forces that do not use public investment capital; establishing, appraising, approving, and adjusting detailed planning for social housing construction investment projects; procedures for investing in social housing construction; determining selling prices and rent-to-purchase prices for social housing; housing conditions to enjoy social housing support policies; renting social housing and workers' accommodation in industrial parks; compensation, support, resettlement, investment in technical infrastructure systems, and creating land funds for social housing development.
National Housing Fund
One of the notable points is the Resolution regulating the National Housing Fund. This is a state financial fund outside the budget, has legal status, and operates not for profit.
The national housing fund is formed from the state budget, money extracted from the amount equivalent to the value of the land fund invested in building technical infrastructure systems to build social housing according to the provisions of the law on housing, from the sale of houses belonging to public assets, from the auction of land use rights; receiving voluntary support sources, contributions from domestic and foreign organizations and individuals and other legally mobilized sources.

National housing fund for investment in social housing construction, investment in construction of technical infrastructure, social infrastructure of social housing construction investment projects, creation of social housing for rent, housing for officials, civil servants, public employees, and workers to rent.
The Resolution also assigns investors, approves investment policies, and assigns investors without bidding for investment projects to build social housing and housing for the people's armed forces that do not use public investment capital.
Proposing many specific policies to develop social housing
Regarding the establishment, appraisal, approval and adjustment of detailed planning for social housing construction investment projects, the resolution clearly stipulates that construction investment projects and land locations for social housing construction investment that do not have detailed planning approved by competent authorities or require adjustment of detailed planning are not required to carry out procedures for establishment, appraisal, approval and adjustment of detailed planning tasks.
Regarding procedures for investment in social housing construction, the resolution stipulates: social housing construction investment projects do not have to conduct appraisal of investment construction feasibility study reports at specialized construction agencies according to regulations of law on construction.
Investors and investment decision makers shall organize the appraisal and approval of feasibility study reports and are responsible for ensuring compliance with construction law provisions.

National Assembly delegates discussed the Resolution on piloting specific mechanisms and policies for social housing development.
Based on the method of determining the selling price, lease-purchase price of social housing and the standard profit according to the provisions of the law on housing, the investor shall self-construct and hire a consultant with sufficient capacity in construction activities to conduct the appraisal before the investor approves the selling price and lease-purchase price of social housing.
Determining the selling price and lease-purchase price of social housing is carried out for one or several works of a social housing construction investment project according to the implementation phase or investment period, each component project or the entire project.
After the acceptance of the completed construction project and its putting into use, the investor is responsible for conducting an audit and finalizing the construction investment costs according to the provisions of law, and sending it to the specialized agency under the Provincial People's Committee to check the selling price and rental price of social housing.
In case the selling price or lease-purchase price of social housing according to the audit or settlement is higher than the selling price or lease-purchase price of social housing signed by the investor, the investor shall not collect the difference from the buyer or lease-purchaser of social housing; in case it is lower, the investor must refund the difference to the buyer or lease-purchaser of social housing.
In addition, the Resolution also specifies housing conditions to enjoy social housing support policies; regulations on renting social housing and workers' accommodation in industrial parks; compensation, support, resettlement, investment in technical infrastructure systems, creating land funds for social housing development; transitional provisions; implementation organization and enforcement provisions.
Housing conditions to enjoy social housing support policies
For provinces and centrally run cities that are rearranged, the scope of the administrative unit of the province or centrally run city where the project was located before the rearrangement shall be used to determine housing conditions for subjects eligible to purchase or hire-purchase social housing according to the provisions of the Housing Law.

With the result of 461/463 delegates participating in the vote in favor, accounting for 96.44%, the Resolution on piloting special mechanisms and policies for social housing development was passed.
In case the beneficiaries of social housing support policies according to the provisions of the law on housing have a workplace far from their residence, the housing condition to be eligible to buy or rent-purchase social housing is that they have not bought or rented social housing, do not own a house, or own a house that is far from their workplace.
Based on local conditions, the Provincial People's Committee shall specify in detail the cases where people who own houses but are far from their workplaces are entitled to social housing support policies.
Rent social housing, worker accommodation in industrial parks
The Resolution stipulates that enterprises, cooperatives, cooperative unions (hereinafter referred to as enterprises), state agencies, political organizations, socio-political organizations, and public service units are allowed to rent social housing from investors of social housing construction investment projects to arrange accommodation for their cadres, civil servants, public employees, workers, and employees, including foreign workers and employees. Manufacturing enterprises in industrial parks are allowed to rent worker accommodation in industrial parks to arrange accommodation for their workers and employees, including foreign workers and employees.
Enterprises, state agencies, political organizations, socio-political organizations, and public service units that rent social housing or worker accommodation in industrial parks are not allowed to sublease this housing, except in cases where sublease is permitted in accordance with the provisions of the Housing Law.
Enterprises and public service units that rent social housing from investors of social housing construction investment projects and worker accommodation in industrial parks to arrange accommodation for their cadres, civil servants, workers and laborers may account for rental costs in production and business costs, regular service expenses or other legal expenses according to the provisions of the law on enterprises, public service units, tax laws and other relevant legal provisions, but may not use the state budget to pay for rentals.
State agencies, political organizations, and socio-political organizations that rent social housing to arrange for their officials, civil servants, and employees to live in shall be allocated state budget to rent social housing to subjects receiving salaries from the state budget when there is a budget approved by a competent authority in accordance with the provisions of the law on the state budget.
