Dam Ha: Social criticism of the draft Plan for land management and use in tidal flat areas

On October 10, the Vietnam Fatherland Front and socio -political organizations of Dam Ha district held a conference on social criticism of the draft Plan for land management and use in the tidal flat areas of Con Dong, Con Uoc, Con Giua and Cai Da Ban, Tan Binh commune (post-recovery phase).

Accordingly, the number of cases using land in accordance with the Plan to request land lease for mollusk farming in the detailed planning area of Tan Binh commune's tidal flats is 17 households. The number of cases that do not need to continue leasing land or do not meet the conditions for land use extension is 179 households with a total area of 204.82 hectares. The District People's Committee has issued a Decision to reclaim land for 179 cases due to termination of land use according to the provisions of the 2013 Land Law. Based on the consideration of the people's legitimate needs and legal regulations, the district has directed the development of a Plan for land management and use in the tidal flat areas of Con Dong, Con Uoc, Con Giua and Cai Da Ban, Tan Binh commune (post-reclamation phase) to ensure that state management in the Tan Binh tidal flat area is strict, effective, and in accordance with regulations. In particular, the Con Dong aquatic resources protection area and Con Giua area have an area of 113 hectares; the Con Uoc area and Cai Da Ban area have an area of 145.16 hectares.

At the conference, delegates highly agreed and agreed with the draft Plan. With a democratic, frank and responsible spirit, there were 12 opinions contributing and criticizing the draft Plan. In particular, focusing on a number of contents: The necessity and urgency of land recovery for related households; legality, correctness, appropriateness; economic , social, security and public opinion impact and efficiency; difficulties in the implementation process; studying the content and impact objects of the Plan in accordance with current regulations; developing a plan to ensure compliance with the provisions of the 2024 Land Law.

The comments at the conference were received, discussed, explained and clarified by district leaders and professional agencies.

After the conference, the Standing Committee of the Fatherland Front Committee and socio-political organizations of the district will receive and synthesize the delegates' comments on the Draft Plan for land management and use in the tidal flat areas of Con Dong, Con Uoc, Con Giua and Cai Da Ban, Tan Binh commune (post-recovery phase) to have a document sent to the District People's Committee for consideration and direction to complete the Plan for early promulgation and when put into practice, it will have high feasibility.
