“Firm roots, strong trunk, flexible branches”
"Firm roots" is the principle of serving the interests of the nation and people, independence and autonomy in policies, taking strength as the foundation. During his lifetime, President Ho Chi Minh affirmed: "Strength is the gong and diplomacy is the sound. The louder the gong, the louder the sound."

"Strong ties" are the ways to create strength, in which solidarity is a vital factor. Vietnam's strength also lies in its legitimacy, justice, humane behavior, loyalty, respect for the law and conformity with the progressive trends of the times.
"Flexible branches" is a style, the art of flexible behavior, the principle of "adapting to the unchanging, adapting to the changing", especially in difficult circumstances, with complexity between different trends, between the need to harmonize the general and the particular.
Raising the level of foreign affairs - diplomacy
The comprehensive and modern foreign policy, with the strong identity of "Vietnamese bamboo", has helped pave the way and gradually break the embargo, integrating deeply and comprehensively.
To date, the Communist Party of Vietnam has established relations with 253 parties in 115 countries around the world, expanding and deepening relations with 193 countries and territories; there are 3 countries with special relations, 7 countries with comprehensive strategic partnerships, 13 countries with strategic partnerships and 12 countries with comprehensive partnerships.
On December 30, 2022, General Secretary Nguyen Phu Trong officially visited China. He was the first leader to make his first official visit to China after the 20th Congress.
The two sides had a sincere and frank exchange of opinions on the East Sea issue; agreed to properly handle maritime issues, making positive contributions to long-term peace and security in the region.
General Secretary Nguyen Phu Trong was awarded the Friendship Medal by General Secretary and President of China - Xi Jinping at the Great Hall of the People in recognition of his contributions to maintaining the good traditional friendship between China and Vietnam.
On December 12, 2023, General Secretary Nguyen Phu Trong hosted a ceremony to welcome Mr. Xi Jinping on a state visit. There were 36 documents signed by the two sides during this event.

On May 22, 2023, General Secretary Nguyen Phu Trong held talks with Chairman of the United Russia Party and Deputy Chairman of the Security Council of the Russian Federation - Dmitry Medvedev during his official visit to Vietnam.
On June 20, 2024, at the Party Central Committee Headquarters, General Secretary Nguyen Phu Trong held talks with President of the Russian Federation - Vladimir Putin during his State visit to Vietnam.
Vietnam and the Russian Federation issued a Joint Statement on deepening the Vietnam-Russian Federation Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the Fundamental Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation.
On September 10, 2023, US President Joe Biden made his first official visit to Vietnam at the invitation of General Secretary Nguyen Phu Trong.
The two sides announced the upgrading of Vietnam-US relations to a Comprehensive Strategic Partnership, and the US became one of seven countries with a Comprehensive Strategic Partnership with Vietnam to date, including: China (2008), Russia (2012), India (2016), South Korea (2022), the United States (2023), Japan (2023) and Australia (2024).
Spread to the grassroots
Implementing Plan No. 420, dated May 14, 2024 on the implementation of a broad political and ideological campaign on the content of the work "Building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy imbued with the identity of "Vietnamese bamboo"" by General Secretary Nguyen Phu Trong. Party committees at all levels in Quang Nam have widely deployed the content of the work to all cadres, party members and people, with new ways of doing things and diverse forms of propaganda emerging.

According to Mr. Nguyen Sinh - Secretary of the Party Committee of Cua Dai Ward (Hoi An City), organizing thematic activities on the works of the General Secretary helps cadres and party members in the ward deeply understand the core content of the works, the Party's foreign policies and guidelines.
“This activity also creates unity in the political system on the Party's foreign policy and guidelines; arouses pride and trust in the Party's leadership. Thereby, contributing to the successful implementation of the Resolution of the Party Congresses at all levels and the Resolution of the 18th Congress of the Party Committee of Cua Dai Ward, term 2020 - 2025" - Mr. Sinh said.

Through the extensive political activities, the content of the work has contributed to arousing pride, creating an exciting atmosphere and trust of cadres and party members in the leadership of the Party.
Promote the role of leaders of Party committees, authorities, agencies, units, and localities in leading, directing, and propagating the core contents of the work, contributing to the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 22nd Quang Nam Provincial Party Congress.
The activity also contributes to protecting the ideological foundation; protecting the image and prestige of the Party and the country; defeating all sabotage plots, distortions and defamation acts by hostile, reactionary, discontented and opportunistic political forces regarding the foreign policies and guidelines of our Party and State.
