The political report and comments at the congress stated: Over the past 5 years, with a spirit of initiative, creativity and high determination, Party committees and commanders at all levels in the Criminal Investigation Department have thoroughly grasped and strictly implemented resolutions, directives and orders from above, basically completing the targets and tasks set out in the resolution of the Party Congress for the 2020-2025 term.

Notably, the unit has successfully led the investigation of cases, violations, and detention management, and is strong in all aspects. In the coming term, the Party Committee of the Criminal Investigation Department has determined to focus on the following breakthroughs: Improving the effectiveness of criminal investigation, administrative reform, digital transformation; improving the quality of professional and technical work; building discipline, ensuring safety.

Speaking at the congress, Lieutenant General Pham Truong Son praised and acknowledged the achievements, solidarity and efforts of the Criminal Investigation Department Party Committee in the past term. The Deputy Chief of the General Staff of the Vietnam People's Army requested the Criminal Investigation Department Party Committee to focus on leading the work of grasping and managing the situation of violations and crimes; promptly advising the Central Military Commission and the Head of the Ministry of National Defense in resolving cases and incidents, ensuring political, legal and professional factors, and maintaining the prestige of the Army. Investigation and direction of investigation and wanted persons were carried out strictly and within authority; detention, temporary detention and execution of criminal sentences were carried out in accordance with the provisions of law in receiving, managing and educating detainees, temporary detainees and serving prison sentences.
